Can the Libyan "cease-fire" be trusted?

Libya's government announced an "immediate" cease-fire on Friday, but witnesses in the besieged coastal city of Misrata told CNN that a fierce pro-government assault is persisting and casualties are mounting.

I reached out to Libya experts to help interpret Moammar Gadhafi’s motives. Is he going to continue his assault despite his rhetoric? Will he stop fighting to buy himself time? Is he trying to rupture the international coalition arrayed against him?

Dr. Mary-Jane Deeb, the Chief of the African and Middle Eastern division at U.S. Library of Congress (the views expressed are her own), believes this cease-fire is just a ruse.

“It may be a cover,” she said. “He is not going to withdraw. He is not going to go back. He is not going to give up. That is not his tactic or his strategy.”

She also warns that the U.N. resolution “may push Gadhafi to move faster … against Benghazi to be able to control the country. He probably figures he can move forward until the Western powers decide who is going to be the policeman of this U.N. resolution.”

Dr. Dirk J. Vandewalle, an associate professor of government at Dartmouth College, does not believe Gadhafi will make any major moves in the short term.

“The [cease-fire] announcement … is a way of stalling developments to figure out what they can do,” he said. “This is more a tactical delay. The regime has no actual, real intention of coming to terms and wanting to deal with the opposition."

The purpose of the cease-fire, he contends, is to "throw a wrench in what has been, until now, a careful calibration of efforts to reach [international] agreement to go in [to Libya]." He thinks Gadhafi may be hoping that agreeing to a cease-fire will break up the coalition arrayed against him and enable him to go back to the U.N. and argue against any international action against Libya.

Mansour El-Kikhia, a political science professor at the University of Texas at San Antonio, agrees that the cease-fire is a “stalling tactic.”

“The regime knows it is over,” El-Kikhia said. “It is trying to hold on for as long as it can.

“Libya’s rulers are like hyenas. They are survivalists.  They create chaos, and in chaos they look for opportunity. Gadhafi is smart enough to see the whole word is against them.”

So what was the purpose of the U.N. resolution? James Lindsay, an expert at the Council on Foreign Relations, isn’t sure.

“It’s unclear what the objectives of the United States are,” Lindsay said. “Is the United States looking merely to help defend rebel territory, or has the administration committed itself actively to work to roll back and oust Col. Gadhafi? We have to wait until this afternoon to see what the mission is and what they are committing themselves to.

“The president can expect to see some withering things written about his decision-making procedures by his critics. If the president was willing to go into Libya, why not go in sooner? Why wait until pro-Gadhafi forces were approaching Benghazi?”

El-Kikhia believes this was a preventative resolution. Without the U.N. vote, he says, there would have been “massacres” in Benghazi.

“Gadhafi would do what he did in Tripoli: put everything in lockdown, close them off, make everything seem normal and then send gangs at night to pick people off,” El-Kikhia said. “Gadhafi was not joking when he said ‘from house to house.’ ‘Zenga to zenga’ means ally to ally, house to house, room to room, cupboard to cupboard.”

So with a disaster in Benghazi hopefully averted, the international community confronts Lindsay’s question of what happens next.

As Deeb notes, stopping Gadhafi’s forward motion is much easier than rolling him back.

“The country is huge,” she said. “Gadhafi is well-armed and quite ruthless. I don’t think it is in the cards that Gadhafi gets pushed back, because short of major bombing or major invasion of Libya, I don’t see how this can be done. It would not be easy by any stretch of the imagination.”

Regardless, all the analysts agree that Gadhafi’s days are numbered.

“He has lost all legitimacy and all credibility,” Deeb said. “In fact, even if he does win militarily, he really has – in the final analysis – lost because he has lost all support from the international community. And I don’t mean just the West. The Arab League has thrown him out. The Arab world is not supporting him. Internally, he will be holding on to power just by force. But how long can you do that? How long can you survive as a head of state just purely by using force? Burma is an example. There are very, very few places where someone can remain in power with so little internal support."

    What the U.S. needs to do is quit interfering in Lybia's civil war where it has absolutely no business! We need to stay out and let the chips fall where they may. Our interference will only aggravate matters over there.

      Not trying to be the antagonist here but clearly you missed the part of the article that mentions the U.N. (United Nations) and not just the U.S. (United States) wants this dictator to stop killing his people. While I agree that the U.S. meddles far too much in the affairs of the rest of the world I do believe we should support, at least in spirit, the international consensus that this man should be taken from power. his time however let the rest of the world send their sons and daughters into the fray. The U.S. has done enough to help and yes even damage the rest of the world. Bring our troops home and lets rebuild our own country for a while.

      How can anyone trust ANYTHING Qaddafi says?? He has shown that he intends to stay in power, by any means. To him (Qaddafi) no lie is too big; no treachery too great; no killing too shameful. He would willingly sacrifice every man, woman, and child in Libya, in order to stay in power. Human life and dignity mean nothing to him. The man is truly insane.

        They say he has killed thousands, where are the bodies? if anyone can produce video evidence of a massacre i will support the ceasefire, but since if you read all the reports from libya none is verified. All content is picked from Al jazeera and reported as facts. Aljazeera itself states the content is not verified but cnn, msnbc,sky report the content anyway.

      What a crock. This IS our problem. Thier economy has a direct and indirect affect on ours in a big way. Have you been enjoying your time at the gas pump lately? The citizens of Libya are succeding in the very neccessary wave of the future. The middle east is slowly but surely ending its age old dictatorial command and democratic processes are coming into play. This is a great thing that is happening. These people are changing the future for the better. A new world economy is emerging and the entire world is a beneficiary.

    I just read about the UN resolution and hear Hillary Clinton words "He killed his own people" and what jumped to my mind was : is she talking about Wako , Texas or The watts, Chicago? all Countries kill otheir own people to defend what they think is right or just or needed, Gedaffi, Sadam, Mubarak or any other President/dictator act in the same way, the diffetance is on the response to their acts in this case Hillary says he must stop RIGHT NOW, this istant without any preconditions because they have a UN resolution on it, it is correct but then what about when Israel was bombing and destroying Lebanon and the UN made a resolution asking Israel to stop hostilities right away, what happen then? Israel responded they needed 2 more weeks to destroy those pockets of resistance and Hillary was the first to explain how it made sense for Israel to do so, but now with Gedaffi, the resolution is out and he will not have a second to spare. You don't have to be a arab, or Lybian or Lebanese or Palestine to see how uneven and unjust US behavior and actions are,How do you expect the arab people to embrace democracy when as example they only have the 2 faces our country is always showing them?

      There is no similarity at all. Libya is under siege by a psychopath. US has a democratic system. Ideal justice is an illusion but to say that what this mafia regime has been doing for the past 42 years is similar to Wako is over simplification. Also, for those who think this is a civil war are completely off. This is a group of thugs controlling the resources and the faith of 6 million people. How can you label this as civil war when these thugs resorted to paid foreigners to kill their own people. I am afraid to admit that the French and British have a better grasp of the world affairs and taking back their leadership for a humane rule.

        How about Iran, should we move in there as well? How about North Korea, that little psycho would kill off anyone who showed any sign that they might possibly protest.

        Not trying to rewrite any rules here , just trying to understand the logic, so for example a small fragile kid is calling me name and may be throw a stone or 2 in my direction, that would immediately give me the right to pound his head and back till I leave him paralysed for life, and if the police try to stop me while doing that, been that he started first they better wait to act till I done. OK well, stay far from me and don't bring along any stones because with your approval I won't stop hitting you until you reduced to a worm ( I think that's what Israel say they did)

    Your analogy is poor at best. The Waco siege occurred when officers of the law attempting to serve a search warrant were fired upon. That's hardly the same thing as the Libyan Military killing peaceful protesters. Likewise, the Watts riots were hardly a peaceful gathering of demonstrators. When this mess in Libya began, there were no armed rebels, merely peaceful protesters. Had they never been attacked by the Libyan military, there would be no armed rebels. And Human Rights violations are the business of everyone.

Compared to those, Libya is a shining democracy! Libya is about OIL, plain and simple. Good quality oil, and plenty of it, ESPECIALLY in the east of the country. But US, UK and France may end up spending a lots of money, and getting nothing in return. Because the tribes in the east that rebelled against Gadhafi did so because he was taking THEIR oil money. Will now they be willing to turn it over for peanuts to these three countries? Not likely. The only profits will be made by MILITARY CONTRACTORS and MANUFACTURERS OF MILITARY WARES. And the taxpayer will pay, pay and pay. Having paid already to bail out banks and their bonuses, we are paying for endless wars, past and future. From fired teachers and firemen, to the rising prices from food to diapers - we will pay, pay, pay, pay, pay. And these increases in costs will NOT result in new jobs, as the foundation of such war economy is hollow to the core, and is hollowing what is left of it. But, it is full spead ahead into the disaster, no breaks.

        Also the oposition in Lybia doesn`t asking for free election, they ask power by taking guns.

      Peaceful rebels? with tanks, airplanes and that sort of fire powers? have you been to a peaceful protest march? I never carry a shoulder missile with me, and who decided to arm himself and opened the garage and took out the tank he had bought at a salvage sale?for Gedaffi to react the way he did might have been justified, he may have noticed that behind the peace sign they were hiding machine guns and oammunitions at any rate who are we to impose on other country who we like and how to run their nations? as the record show Sadam/Mubarrak/Gedaffi and many other have been as Hillary Sayys Killing his own people" and still we kept meeting them, receiving them at the white house helping them financially, but then when we not need them, how bad those people were, "THEY KILLED THEIR OWN PEOPLE" ok, we live in a free country, think what you want, I think based on what I see. As for Waco and The watts, those people were protesting against the System, if serving a warrant was the excuse to trigger the fight, the end result was everyone got killed including women and childs and I'm certain it wasn't suicide

    To get back on topic, the short answer is NO. Gadhafi has proven time and again he cannot be trusted at his word. The resolution is in place, and yet the attack is still continuing. France and Britain said they were cue'd up and ready to go within "hours", Spain offered their bases, yet it has been almost a day since the vote was completed and the resolution went into effect. The UN and NATO are going to drag their feet until it's too late to provide assistance, and then the whole democratic world is going to have egg on it's face! NATO has had "Round the clock" surveillance on Libya for over a week, they should know where every government troop is carrying anything bigger than a potato gun! What is this inept coalition waiting for? I'm not a war monger, but I do believe that when help is asked for by a people, endorsed by the Arab League, and multiple countries say they are ready to dance, then by god somebody should start the music and lets get down!

    2. Let people in Tripoli stay away from Gadhafi
    3. Use helicopters and Special force to catch Gadhafi as criminal.
    4. UN peace-Force rolls in Tripoli and Benghazi
    5 New government will build up by UN Peace-Force control.
    6. Clean up and reconstruction

    Big mistake for us to bomb libya,thats what it will be . no fly zone ,will give Obama the excuse to take out airplanes,jets,but also Qaddaffys tanks,anti air missles,just about anything he has. why should we put the rebels who are part of the muslim brotherhood ,in power,with the possible loss of american life,money,ect.? we have at least two wars to fight now,and we are going broke ,no jobs ect. the people ther hate our guts anyway,let them kill each other all they can,will be less terrorist to deal with later.

    Not only do we need to stay out of the civil war, but we need to have our politicians keep their stupid mouths shut. Any thing we do or say will not go away and will come back to bite us in the rear. While Gadahfi may hate the U.S. he is no longer promoting terrorism against us. The regime that replaces him may. Radical Islam is on the rise.

    "Burma is an example"...and Zimbabwe...and Cuba...and Iran...and Syria...and Bahrain...and North Korea...in other words, force works. And it can work for as long as the government has more of it than the opposition.

    But, what do you get when the government starts having less force than the opposition due to either external force or losing their own military? Well, you've got Egypt...Tunisia...Russia...Iraq...Afghanistan...Kosovo...and the Philippines (Marcos). All free; all democratic (a work in progress).

    So, why can't we fully support (with arms) those oppressed people who just want the same rights which we have...the right to choose who rules over them (i.e. democracy)?

    Libya could have been the example. Let a people rebel against their dictator and hold even a small amount of territory. Recognize them immediately and immediately supply them with defensive weapons (i.e. anti-aircraft and tank missiles, comm gear & intel, sniper rifles, artillery, and tanks). They establish an interim government. as they hold territory they gain legitimacy. Then with their own air cover and superior air-to-air missiles, they advance until their dictatorship is overthrown).

    If dictatorships knew that the balance of force equation could be turned on them, they might even be willing to institute real reforms to keep their people from rebelling.

Oh well, there are still lots of places, particularly in Africa, where very very few can rule with just brute force. Ethiopia is one very good example. A regime with very few internal support ruled the country for almost 20 years just by brute force. It has been possible because all the media, military, security, police and courts are state machinery, internet penetration is second to nothing and so on. In situations like this, always the government is well organised, cunning and swift in action, while the people are disorganized, naive as a result of the shortage of information and exposed wide open for an onslaught by the government in the face of dissent. So, it is possible to do it, not forever of course, but for fairly a long time.

    I am sort of torn on this.
    We want to help "liberate" people from a dictator
    but what i see is one tribe (Gadhafis) getting rich off Libyan oil
    and another tribe (The opposition) fighting to get its own piece of the pie.
    If the opposition wins wont we just have another thug tribe in charge ?
    I am not sure any of these tribes want freedom, just more control
    more oil money.

    I would like to say that the only reason is that Gadafi has called for this is because the Western worlds Fire power has just been authorized and he is now scared, Scared because he himself knows that there is no mach for NATO force or any other western power. This cease fire could hold truth, but Gaddafi is on borrowed time, and at the same time with previous sentiments that this man has uttered do not show me that he is willing to actually stop hurting the people who want him out. The man wants power, but now he is scared.

What happened in Iran after the election that was peaceful they people didn’t take gun although there was a government crack down. Libya was different, the army deserted, rebel took guns, and the national security of the country took guns. As regard to the Geneva Conversion, the only legalized force in Libya is the army. Are we saying that is ok for people to go around shouting like it happened in Arizona? No , protest , form political parties , stop going to work , does are all means of peaceful protester.

    Moammar Qaddafi will not go peacefully, I personally believe all he is doing is buying time that could allow him to unleash chemical weapons upon Libya, he should be given one hour to pull back his troops and honor the cease-fire if he does not comply immediate military action by the United Nations should be carried out. This guy is the scariest type of all, he at this point has nothing to lose, which in turn makes them very dangerous.

    i am from canada and we just deployed five cf18s to italy on standby if things change in libya Gadafi should not be trusted this ceasefire he proposed is just a stalling tactic to make more plans to send more of his regime and more military to kill his own people but the citizens should be safe with the canadian french and englands miltary there to protect them from his regime and more countries on the way to protect them. Gadafi is a madman who should have been killed when President Regan was in power years ago. Gadafi will fight to the bitter end and to the death if he lets it happen Gadafi has to be stopped and when he does die i hope he burns in hell.

Libyans were not suffering, how many countries in that region or currently in the world has the amount of foreign workers like it been in Libya, how many Libyans are in America? Libya is a complex country with a lot of tribes ,and the problem here is tribal not political .We have a political democracy which are base on institutions that are very corrupt while Libya has a government . Libyans are better off than America because it is not party line, the Government work for the people. We talk of freedom? Sorry if only you knew what is freedom. You sold your from the day you were born in America, Some body bought your freedom, the special interest (who represent Democrat and republican). What is freedom or Democracy by definition ( there is no fix answer ),and no perfect answer so let Every sovereign state or nation defined their democracy not the west , east, north , south , black white brown Asians or Spanish decide for the other that why we look different ,ate differently and think differently. People in Libya have so many kind of freedom that we don’t talk about, freedom of health and care services, freedom of free education to all. But we have freedom of air because what ever you say is air (no power) people funding the election (special groups) decide which were to go and you call that freedom. Wake up America.

    Be careful of what you wish for. The folks in the Gaza strip had their vote and they voted for Hamas and what happened? We don't recognise Hamas even though that is what the people voted for. Hamas won the majority of the vote. The same could happen in Egypt, Tunisia and maybe later Libya. If the folks decided that they want Islamic fundametal and voted them in, will the US and the West honor their wish? Democracy has its own reward and if the West truly believe in Democracy, then we must honor other folks wish, not pick and chose the result.
    The opposition folks in Libya picked up the arms and started the rebellion so it is their fight. They are losing and nowwant the world community to help them. If we go in, that is the declaration of war. You just don't go and and bom another country because you don't like what is going on inside their country. Why we did not go in when they had a civil war in other Africa country, like the Congo, Cote Divoire? Because they have no oil?
    Let them fight it out. They have to live with what they started.

    Of course the cease fire is a delay tactic. And worse, it is one that is one designed to facilitate the inevitable contengency of Gadhafis' looting the country down to the bone while desparately trying to hold onto his power and lost credibility at the same time. It is set up for a classic Idi Amin style downfall. While we prepare with marginal enthusiasm to intervene Gadhafi has almost certainly implemented response protocalls, much the same way a bank robber extorts and negotiates with the police using hostages. And you can bet that this scenario will turn out much more grim; for every sorte or ground unit ( yes, 'armed troops'. Don't think that our president will be able to hold to the promise that we won't be sending people in..) we send in the maniacs response will be to punish his own people for it and try to pin the blame on us. Unless the rebels can manage to pull off a spectacular offensive and take control, this is going to be a humanitarian and political nightmare.

    And the sad part is our policy makers and military know this, already. And still the response we are giving is only going to solicit just such an outcome. There is an old adage for just such a circumstance that you would have thought we would have learned by now via Afghanistan, Somalia, Irag, and so on... " Your all out or your all in!"

    We were asked for help by the Libyan rebels over a week ago. And while I understand the "need for diplomacy", each meeting that was held took too long to convene; we do not have the luxury of time in such a hostile situation.. All the while Gadhafi continued his reign of terror; executing more and more innocent Libyan citizens.
    It would be humiliating if Gadhafi wins this conflict. It would show a sign of indecisiveness from multiple countries that have agreed to strong sanctions. He will laugh in our faces as he continues to slaughter his own people, who dared to raise their voices against him.

    The conflict in Libya is an internal affair. There are uprisings across the region. Just because Libya is not friendly towards the West, that the U.S., the E.U. and their allies decide to interfere, while demonstrators in the other conflictual countries can't kill their opponents with "borrowed weapons".
