Will China stay on course?

Events in the Middle East and North Africa are of historic importance, but the even bigger, long-term story is the rise of China. What path will it choose at home and abroad in the years ahead?

For decades there has been debate at the highest levels of the Chinese government about how much to modernize politically to ensure growth and stave off revolution.

It’s notoriously difficult to analyze the inner workings off the Chinese Communist Party.  But today it seems that the liberals are losing the debate. China seems to be turning inward - moving away from a strategy of increasing openness and connection to the West and toward one of greater self-reliance and tighter internal controls.

Just look at China’s response to the uprisings in the Middle East.  The country’s leadership made no concessions or openings. Instead, it cracked down on any inkling of protest, banned sensitive Internet searches and clamped down on the media.

China not only banned the word “jasmine”, it banned jasmine flowers too out of fear of a “Jasmine Day” of protests. Rather than letting off popular steam through greater openness and freedom, China has come down on the side of increasing restrictions.

Politics

China’s inward turn is embodied in the rise of Bo Xilai, a potent new force in Chinese politics. Bo Xilai is the current head of the Chongqing Communist Party.  He has been a very effective head of Chongqing - a city of 30 million people. His method of rule has been to pursue strong anti-corruption and accountability standards for government officials. He has also generated popular support by constantly talking about the virtues of Mao Zedong while complaining about how modern Chinese society has become too materialistic and permissive.

Bo is running the first individual political campaign we’ve seen in China. He is pushing for one of nine Politburo spots in a very public, unusual manner.

Bo’s success suggests that the forces that are in the ascendancy in China are those that say, “We need a period of consolidation and control - not more reform and openness.”  These forces embrace a certain kind of social conservatism and a turning inwards.

Economy

Similar inward-looking tendencies exist on the economic side as well.  Liberals who are in favor of more market reform are losing out to those who say, “We’ve had a lot of growth. We don’t need to follow the American model.  Look at what happened to the West in the financial crisis. What we need is a distinctly Chinese way.  We need to support our own companies.”

In fact, political restrictions and economic restrictions often work together.  By making life difficult for external Internet search engines for political reasons, China is also empowering Chinese search engines like Baidu. Censorship has even led to a Chinese clone of Twitter, which faces content restrictions.

This is happening in industry after industry.  China is now focusing more and more of its attention on developing and empowering local Chinese companies. General Electric CEO Jeff Immelt complained about this publicly. He said that it was becoming very difficult for multinational firms to do business in China because it was not clear that the Chinese government wanted any Western firms to succeed (of course, because of the scale of the Chinese market, Immelt had to retract what he said).

Foreign Policy

2010 was a very bad year for China’s foreign policy. China’s leaders seem to understand this. There was the tiff over the Senkaku Islands, which irked Japan; the assertion of sovereignty in the South China Seas annoyed a number of the neighboring countries; the People’s Liberation Army tested its stealth bomber during U.S. Secretary of Defense Robert Gates’s visit to China, which raised American hackles.

China is trying to correct course now. You can see that in a number of statements that have been made recently by senior officials. Dai Bingguo, a senior foreign policy leader in China has clearly been given authority to reset the Communist Party line and to make clear that China does not seek confrontation with the United States.

On the other hand, Chinese leaders clearly are intrigued by the geopolitical opportunities that present themselves.  They have an ongoing economic and political push in Africa where they have cultivated African countries as markets and as potential opportunities for investment.  China’s President Hu Jintao hosted an Africa Summit at which almost every African head of state showed up, which was truly extraordinary.

Closer to home you see the Pakistanis asked the Chinese to take over operations of a port and to build a naval base at Gwadar. What’s interesting about that is the Pakistanis did it in a very brazen way, literally trying to play the Chinese off the Americans. But the Chinese did not reciprocate. They did not make any public statements.

If you look at China’s actions, however, and not their words, you see something else. China has a port in Pakistan, and is building ports in Bangladesh and Sri Lanka.  These ports secure China's energy supplies from the Straits of Hormuz through the Straits of Malacca up to China. It’s a hugely important route for them.

But at another level, the three main ports happen to encircle India. Given that China has had 16 border disputes over the last 30 or 40 years – and the only dispute that remains completely unresolved is the one with India – you can tell that China must be thinking about ways in which they can maintain some level of pressure in the Indo-Chinese relationship.

The way forward

Former U.S. Secretary of State Henry Kissinger just published a book On China. The central thesis of the book is that if you look structurally at a rising power of the magnitude of China and an established power of the magnitude of the United States - with the huge cultural differences and the huge differences in their perspectives on history - there is, at some level, an almost inevitable clash.

How can this be avoided? What is the strategy that both countries should follow so that you don’t end up with this historical drama replaying itself one more time?

The answer is you need a real strategic commitment from the elites of both countries to try to maintain a very strong relationship.  Both sides must understand the stakes.

This would not be a relationship of allies. But both countries would understand that it would be bad for all if their relations went into a downward spiral.  For this reason, elites on both sides must say, “We need to understand your world and you need to understand ours.”

I interviewed Henry Kissinger for GPS and he said he thinks that China's rise is the central challenge of American foreign policy.  Kissinger also thinks that the Obama people are doing all right at it; Obama's people get the importance of the U.S.-China relationship, Kissinger said.

Indeed, U.S. foreign policy toward China since President Richard Nixon has been stunning for its continuity. American has maintained a basic strategy of trying to integrate China into the world.  We’ve helped them get World Trade Organization membership.  We have maintained the same red lines we’ve always maintained - no invasion of Taiwan.  We’ve talked about human rights. U.S.presidents have met with the Dalai Lama.

Ever since Nixon and Kissinger set a template, America's policy toward China has remained the same because the stakes are so high.

The real question I have is: Is China going to be able to maintain consistency on its end? Or will it take an inward turn?

Given all the political forces in China – especially, the rise of a new generation of Chinese policy makers and the increasingly important role of the People’s Liberation Army – I wonder where China will be five or seven years from now. This is the big question of our time.

        Yes, but Tony's mostly correct. The U.S. is dumping a tremendous amount of money into other countries and war efforts rather than addressing internal & infrastructure issues in their own country. China is spending virtually no money outside its own country.

Imperialism is probably inevitable for this country but lets not pretend we can take on China either. China doesn't want to fight cause they understand it would destroy us both. They're economic warfare is far superior to their military force.

        As a young Chinese,I can't see why we want a war,or rule the world. This generation is more or less Americanized.We like the idea of liberty,the pursuit of happiness,etc.We know the political systems has its problem.We know and see things in China everyday.I really hate it when Americans see us as victims,if you know what I mean.I know some history about America and i like how it was founded.But China is not the bad guy wanting to rule others.Also,we all have our own interests,so we have conflicts. That's pretty simple,isn't it?

While I appreciate your love of your country I do not appreciate you making baseless comments about topics of which you have no knowledge. have you been to the US? I doubt it based on your postings here. Since you likely have no first-hand knowledge of what the US is like (just as I have no first-hand knowledge of what China is like) how about you don't make inflammatory remarks about the US? You would have much more impact by defending your culture without lashing out. If you knew what Americans were really like you would know that most would be perfectly content leaving China alone. Outside of the context of products made in China, I couldn't even tell you the last time your country even came up in a conversation. You also seem to be judging American opinion based upon posts here on CNN. Understand that there are plenty of "trolls" out there who merely want to get a reaction from people and who will say anything to get that reaction. You can't read CNN or Fox News and the comments and then say to yourself that you have an understanding of the American psyche.
        I live in a relatively small town and teach at the same private high school that Ted Turner graduated from. We are a boarding school and in the past 2 years I have seen the arrival of many Chinese students (most from Beijing). I know that we are not the only school receiving such students. Can you explain to me why there seems to be this push by the Chinese government to have students educated in the US? Mine is a rhetorical question as I know the answer but I want your opinion on it. I will also add that when I ask these same students what their future plans are (post secondary) they say they love China but want to stay here.
        Again, I appreciate your love and defense of your culture and country. Your inflammatory remarks do nothing to promote sympathy nor understanding. You have taken the time to learn English quite well; don't squander the opportunity to connect across cultures and educate.

        Thanks for your well-balanced comments. FYI and this may shock many ignoramus on this board, is that I am not from China. I have been to US a number of times. ( I still cannot understand why the power outlets in US don't have a on/off switch.) So I could not answer the questions about Chinese government push to have their students educated in US. If I hazard a guess, I think like most international students who studied in USA, they are sent by their parents to study there. The Chinese whether they are from mainland or from the Chinese diaspora place a high value in education. At the tertiary education level, there is a perception that US universities are still the best if not the most prestigious. Many foreign students normally would prefer staying back a few years to work in US to gain work experience and if they have the entrepreneur spirit they may return home to start their own business.
        It is difficult to gauge what Americans think about China or Chinese in general. Historically and especially in the 19th century, USA like most "Anglo" countries have a very Sinophobic view (Chinese Exclusion Act 1882, Anti-Chinese riots of 1885-86). The jailing and subsequent deportation of the famous rocket scientist Qian Xuesen in 1950s and the persecution of Dr Lee Wen Ho in 1999 still reinforced the perception of US's Sinophobia. However,what we are seeing today is a clash of cultures and race. As Chinese all over the world are becoming better educated and as more and more of them are educated in the West, the Chinese today are now more vocal in expressing their opinions especially regarding China and the Chinese people.

        No, Bob! This piece is written by an educated America with sensible and valid world views! He is trying to help steer his country out of murky waters.
        No doubt the economic growth enables China to be self-assertive. It can now afford to shun off its nickname as "copy-cat" of the West and is strong enough to stand on its own and re-invent itself. In order to find its identity, it has to turn "inward", preaching Chinese values and sparking nationalism.
        After years of deprivation people right now want to enjoy life and cultivate the image of success. Consumerism sees the biggest spending on foreign luxury goods and incremental widening of social gaps. But the new generation, growing up in relative prospertiy would see the urge of keeping up appearances differently. In this regard the country faces the dilemma. Either it adopts the liberal model of Taiwan totally or it sees a renaissance of Maosim, modified to adapt to the 21st century.

        I hope you are being sarcastic when you say "China's history is objective and accurate." Emperor Qin Shi Huang of the Qin dynasty actually burned books to discourage free thinking and buried many scholars alive. There were a couple other emperors who did this as well. While China has a very rich and diverse culture with much to offer, claiming that their history is objective and accurate is like saying the British were merely spreading peace and joy throughout the world during their hegemony.

        India is the proverbial thorn in China's side with regards to competing stakes in the global market. Highest bidder receives the best attention and shiny trinkets (technology, weapons systems, a voice in the UN, etc) that reflect modernization and clout.

        What we see of what goes inside China is just 1%. The severe media scrutiny China imposes is no secret. Everybody knows about it. Why is this article being taken as entirely opposite of what it means. This article is meant to provide an insight on current econo-political scenario in China, based on whatever info one can gather about China. But since you have already started the discussion, I must tell you this. India faced 500 years of foreign incursion since 1957. These days were dark ages for India, which used to be a global super power. People used to dream about coming to India and trading there, as you Chinese people today dream about going to US or about having trade relationships with thie US. On the contrary, China was not forced into Dark ages by some foreign power ever. Whatever dark ages you had was your own fault. Its just been 60 years since we became independent, and its only and only our might that we are again in the queue to claim our place as worlds superpower that fast. No other country has mattle to do that. We are not jealous of China for its economic growth. We are at par with China's growth, not 'lagging far behind' (10% avg GDP growth since last decade). What bugs us is how China supports our idiot neighbors by supplying them arms and political back. Actually we should not, because we know whatever you supply them will turn out to be a dud anyways.

        Huan might have some things wrong.. Both were humiliated by western powers.. India had a single one which allowed for some standardization and investment like railways, education, judicial, and postal systems... china's by contrast was a free for all, and perhaps considered the more valuable hence why the foreign powers couldn't agree how to divvy it up, which may be even worse! Prior to that the prior trade with the west was larger with china, and perhaps the misnaming of the native americans as "indians" was because the initial explorers realized they weren't in china and thought maybe somewhere else, perhaps india. Regardless, a very slow and painful death occurred with the jewish and western-states sponsored opium trade despite chinese laws and mandates to stop it. Whenever it was enforced, the west waged war and china lost and had to open their country up even more to drugs. This is indeed a darkest of ages brought on by foreigners, the cancer of drug abuse rampant and enforced militarily by western states. India benefited greatly incidentally since it was cultivated there.

      I ask Fareed what will happen to the Chinese economy the day people in the US STOP buying stuff made in China...What will happen if people stop shopping @ these mega-stores where 90% of their inventory comes from china...What will happen to their economy if there were no demand for goods. What will happen to those millions of workers without jobs...Would china hit rock bottom...The truth is they need america...They need americans to keep buying all that stuff made in china so in a way, the USA made china the economic power that it is.

        You probably should ask the same question to USA, what will it happen to US if US don't buy so much.

        Most of the stuff sold in US have a US brand. For example, for a iPod, let's say $200 sold here. It is made in China, more specifically, Foxxcom in Shenzhen. How much money do they make by selling one iPod? $10 or $20, probably even less. The big share mostly likely is on the US side. So if US don't buy from China, a lot of US companies will bankrupt. It will be a loss-loss situation.

        US need China as much as China need US.

        So please, for some Americans, they always claim that Chinese people know nothing about the real world since they are so cut off. But the truth is they don' t know much at all.

        Please don't be so arrogant. Just calm down and read more.

        Herry Gissinger got it right. China-US relationship is the most important foreign relations in the 21st century. No matter what different opinions they had, have or will have, the inter-dependence of each other and the impact on the world is so big that those differences are secondary in strategic thinking. The good news is that Chinese people in general like Americans and American values. Unfortunately, the American public has quite a lot of resentment againt China for a number of misguided reasons: 1. Communist China (only half true). 2. some bad companies and bad people in China churned out bad products and exported to US (partly the fault of US middleman and the inaction of US government). 3. internal US problems (Quite some US politicians conveniently blame China for the internal economic structural problems on China).

      Tibet is part of china no doubt about that. Be definition PROC was founded on the territories of the Qing dynasty. Mongolia should also have been part of China. Until China Empire falls, tibet is by definition part of China. Just like France once upon the time was part of The Roman Empire. If China did fall, which is very very unlikely ( perhaps it's more likely for mexico to invade the US than to see China actually disintegrates), The "chinese" would be(or should be) called Han ( which is the 90%of the "chinese" population).

        Perhaps the US could demonstrate their sincerity to world peace by returning the central territories back to the Native Americans, and return California to the mexicans which they unlawfully annexed in an illegal war in the name of "Freedom" and "Liberty". Its funny how we like to overlook our past misdeeds when criticising another people. And lets not even mention Iraq or Afghanistan or the Vietnam war or support for Nicaraguan drug lords or the promise of support for Hmong combatants in Laos but abandoning them out of convenience when the Laotion government started shooting them. Lets also not talk about the distribution of smallpox laden blankets to Native American villages. Afterall we are a very civilised people and theres no need to talk about past atrocities when all that matters NOW is China as a repressive police state that restricts human thought and sells poison laden goods to the world – WHILE exploiting their own people. haha. Oh and please lets free tibet along the way too. Long Live Tibet and the Dalai Lama! His democratic election and divine interference in the running of the State is a model that all should aspire to!

        It would also be unfair to argue this topic in English for the chinese people. Maybe you all could level the playing field by learning chinese given your superior intellect and unrivalled abilities?

        If you look at China history carefully, Taiwan and Tibet belong to China only at certain periods.

        For example: Tibet only belongs to 1 or 2 Chinese dynasties. 2 if you consider the Yuen dynasty is Chinese.

People in the Middle East have also become insane, and they are now destroying their own governments and strangulating their own selves, thanks to American social networks and media that propagate greedy American culture.

      The UK’s Guardian wrote about “How Bush's grandfather helped Hitler's rise to power.” Insanity runs in the family, and this disease is now spreading.

      Insanity is now an epidemic, thanks to America.

Nehru's forward policy setup military post even BEYOND the agreed McMahon Line – which is far inside even the disputed border, and right into Chinese sovereign land.       China has too many problems going against them, first is the lack of freedom for their own people which will eventually cause a backlash and people fighting back for their freedom, it is a communist country, population is way too high which will cause sooo many problems in the future for them as oil because hard to find and becomes extremely expensive, food prices rising, as now the their population are having more meat in their diet, which they now have to try to maintain for more than a billion people, maintaining strong economy will be hard in the long run and if they think that US is going to pay their debt back to them, then they are truly dreaming, I believe that US knows eventually like the Soviets, China will fall because of these reasons and many more that I have not mentioned (too many), so they don't need to pay them back ever. This Chinese growth is not permanent, it is an illusion. I beleive the US is promoting the fear of China to distract what they are building themselves behind close doors and the future plans they have. Thats why the Chinese government does not want people to have internet freedom or to know what is really going on in the world because they know that their own people will rise up eventually and history shows that you can never oppress your own people for ever.

        This is the best comment I've yet to read. The Chinese Government will fail, eventually. By undervaluing their currency, holding tight controls about where money flows (mainly, not allowing it to leave the country) and rigging the economy for blistering growth, China as done well. But it cannot be sustained- there's a painfully evident housing bubble occurring (which the government responds with massive affordable public housing expenditures), a bubble beginning to grow in the stock market. Legally, Chinese can only invest their money in domestic real estate, the Shanghai stock exchange, and savings banks (which with 5% inflation, the interest rate cannot keep pace).

        The whole country is rigged, propped up by the government. Short term- it allows for the growth we've seen. Mid-to-long term, things implode. You can't heavily manipulate free markets forever- it backfires. Sustaining high growth just to create enough jobs to keep folks happy- once that slows, lines for soup kitchens form, and it's only a matter of time before there's blood in the streets. Fareed misses the point here, completely.

      As an American, I agree that Americans know FAR too little about Chinese history, both ancient and recent. Western and Chinese civilization are very different, and learning to understand each other entails learning a new way of thinking as well as historical facts. As Kissinger argues, though, this must be two-way. Most Chinese I speak to are equally ignorant of American history, since their textbooks and educational materials are heavily biased (or often flat-out wrong).

If US really wants to improve the stability of the world, it needs to respect others. Criticizing China on human rights while killing hundred of cilivians (it seems average of 15 civilians die every day due to drone strike in Pakistan, 20 in Afganistan, Iraq, Libya, Yemen, and soon Syria) EVERY DAY.

    Do innocent civilians outside America not have human rights? Killing innocent people is consider capital crime in United States itself. A school shooter killing dozen people is a "horrific massacre" and the perpetrator would be label a inexcusable mass murder. But when US military dropping bombs on wedding parties, markets, and targetted killing – its "regretable mistake" and no one go punished. There is no "right" in human rights if you are killing innocent people.

        It is time that western world and stratagic partners like Taiwan, India, Japan, Vietnam, Indonesia, south korea. Mongolia, Israel, kazakhistan, gulf countires like saudi arabia, south american countries like mexco and brazil, south Africa (if possible Russia) form a coalition of willing to fend off China by totally ignoring its existance. It means no trade and dealings at all and if neccessary just a low level diplomatic presance can bring so called communist chinese thugs to implode with in resonable time frame.

        Mind you, People of china are our frinds but it is up to them to make a decision to get rid of their system that is not level playing field for rest of the world. International community is ready to help them if they seek one.

        While rest of the world follows the norms of human rights, fair labour policy, democratic means of governance and reciprocal policies and procedures which does have value and cost for the society, china does just commerce with the above countires with out any of the above responsibilities and its associated cost for its society. This undue advantage has created a monster 2.5 trillion in its war chest.

        If we don't address this issue now. Our future generation has to face the consequences. It is imperetive that we all accept the fact that coexistance is the way forward for our better future. But it is imperative that we address this imbalance when it can be and when it is not too late.

        I am not proposing war but a non cooperation by the coalition of willing until china and its cronies like north korea, pakistan, iran etc are willing to follow through the norms of the international trend in terms of openness in its trade, financial structure, social structure, eco system and military capacity.

        This means some of the coalition of willing have to change its system to be more open and accomodative with out giving up its culture, language and religion. They have to accept one another as equal and equal partner. It means raising a common platform that attack on one is attack on the coalition and have to be prepared for the eventuality. This means country like america have to give up its hagemonic position and behave like mentor or senior partner for the coalition.

        If the world can put forward a front then with in a decade I am sure china will be forced to turn around by its people. This stratagy can be bit of pain and compromises in terms of economic development but it will prove to be more productive and less expensive in terms of humanity and economically in the long term ( I mean in 50 to 100 years time).

The four tigers(above mentioned country) were ruled for 30-40 years by single party. They could develop in such a rapid way because of them. Its the different story over there. You shouldn`t be too arrogant that one rule which is suitable in one part of the world is favourable in the other part of world. Maybe later when the China becomes fully developed, then it can have multi party system. Actually i prefer more like a single party govenment who does the work rather than multi party system which is corrupt.

Half of China's economic growth is based solely on the manipulation of the trade value of the Yuan. Take away that half, and you pretty much have below normal economic growth within China. -

    You point to one example of a nostalgia for Mao's China, I can tell you after numerous visits that China has for all practical purposes moved on past yesterday's communism and Mao. Capitalism is thriving. Yes, some of the older generation and even some baby boomers yearn for an environmental landscape from the 1960s and 1970s. Unregulated capitalism has taken a toll on freshwater lakes, on the food supply and on air quality. This is one of the challenges that they have. Despite this, the reality is the average middle-aged Chinese citizen understands that the average person in China is much better off today than they were under Mao. They also realize that trend lines are going in the right direction. Having said that, China hosts a diverse set of opinions on what their future should look like. In the West, we often expect that other countries with very different cultures and histories will simply flock to our democratic principles and to Western ideals. I think this is where I have a problem with your premise that an inward-looking China is necessarily a bad thing. I would rather see a stable China – with a go-slow approach that attempts to take care of their population's interests, then a go-fast approach that will satisfy our notions at the cost of their stability. China has populations pressures and logistical supply chain issues relating to food, water, product transportation and a host of other factors that we don't have. Our highways were built in the 1950s. Their highways is a fast-paced work in-progress. Their solutions are not our solutions – they have linked all their major cities with high speed trains and are even creating a greater Asian high speed train system that stretches to India, to Myanmar and Thailand. Their soft-power focus on Asia and Africa can be juxtaposed with our efforts in those regions, or for that matter our raw military power approach in other regions.

    An inward focus is critical for them. Consolidation has many meanings within China. Being introspective is not a bad thing – an increasingly topical question is how private businesses conduct themselves relative to the environment and to labor. These issues are becoming increasingly important. The question is no longer whether China can accommodate capitalism, it is that with this new capitalism what new laws need to govern businesses. Another focus is how land reform continues to evolve. Unlike the recent past, Chinese citizens, today, can now own land. Another issue is how does the judicial system reform itself to accommodate many of these changes and the challenges of a more open China.

    China has many voices, some of them speaking from the past, some of them talking in the present tense and some looking forward. Rather than expect China to adopt Western solutions – expect to hear conflicting Chinese voices vying to be heard. In the end, China will determine its future. There may be a few wrong turns on the road – but it's a wrong turn of their choosing. Like India, China's history has been filled with foreign voices telling them what to do – today they control their future. Though some look back fondly to Mao time, China has moved well past that era.

      I like your analysis.But what you fail to understand about China is that,a lot of people have tasted money,have seen the dividend of freedom(having their private business,houses or even land in recent times).There are 100s of millions of people in China yet to taste this good life and trust me on this,they all want a better life than their parents or even their neighbors.every person in China wants to get rich.And FAST!!
      The dynamics of China are so complex that even the people running the government sometimes does not know what will happen at any given time.They wait it out sometimes.Inward movement in China will only create chaos and economic problems.At the moment, a lot of factories are moving out of china because of a simple reason,They cant predict their future because of government unfavorable policies(foreign investors and some Chinese owned private investments inclusive) and thousands of Chinese lose jobs everyday.
      infrastructural development and construction projects are keeping people busy which constitutes about 40% of employment at the moment(directly or indirectly including real estate projects)even the so called CHEAP LABOUR are NOT SO CHEAP AGAIN,but how long will this last?maybe another 5-10yrs maximum.The problem in China is that it is simply " too big" not to have a major problem and this is the case.
      There is NOTHING the government can do about it.Sometimes natural dynamics and economics must be allowed to take it course and this will also help with introducing a better way to manage and direct the whole system towards better life for all.

        @Charles.. you make a couple of very good points. One point is that the provinces have much more autonomy than people think and that provincial government often conducts itself in ways that do not conform to Beijing's desires (something we can identify with in the US – the states may often be at odds with Washington DC's desires). This aspect does create both problems and opportunities. Second point you make is that a downturn whether its a global recession like 2008 (where half of Shenzhen factories were shuttered) or competition from other countries could have a serious effect how China evolves. We will see.

    I totally agree that China is one country that is so unpredictable with making and changing their policies.
    The authorities in China will make and enforce any policy to still be in control irrespective of what US and other countries think.They dont care as far as the CCP remains in control which is the ultimate goal.Just like many other governments in the world.
    Keep power and control and maintain the central government expected GDP at all cost is the most important priority,then others are seconded.Its just that(china) 1.3billion people is not the same as (Singapore) 4mil people.Running china as a country is a GIGA-PROJECT.
    But at the end,there is always a price to pay for taking and keeping power and money at all cost.The question is this: Will China be ready to pay this price?secondly,can they afford to pay the price when the time comes? time will tell and this is one part of the 21st century history that future generations will be amazed to read in the history books.

      this article was, as another said, pure speculative crap. Perhaps a "Pseudo-cold war" what does that even mean? there's too much of a focus on fringe geopolitical theory. CNN does a great job of putting on a show that most folks take hook, line, and sinker- with a well educated, articulate and ostensibly knowledgeable Zakaria. He's far from an expert on China- he's just reading a teleprompter. I've had many a conversation with a relative of mine who's 25 year analyst of China and Asian economics and policy. He's very successful because he's been in the trenches over there since before the Berlin Wall fell. His story, which is a lot more bland that Zakaria's, doesn't make for a good story. That story- about a slowing of growth overtime, restive populations within China, and continued reforms within China- that's not CNN's style.

    The concern of this age isn't the rise of individual nations. India, Brazil, and perhaps even Indonesia will be economic superpowers over the next 100 years. Economic strength will mean less and less each decade. The real power in this age will be the strength of international organizations and not individual nations. We "fear" the rise of China only if we think in old fashioned bilateral considerations. Those considerations are increasingly unimportant. Look to NATO, SCO, AU, EU, the UN, and others as the vehicles of foreign policy.

    Look at the way China uses the situation in North Korea to pressurize Japan and the US. China has also been actively erasing its ethnic peoples, coloring all yellow. The Arab spring will not be publicized in China so as to not give any wrong ideas of freedom to the chinese people.
    The list is long and it is just a matter of time before the stitches begin to go.

    I think what you mean is that America has been consistently inconsistent. China follows the Confucian Doctrine of the Mean, so its actions are consistent with moving inward or outward as necessary to balance themselves.

    On the other hand, America heralds itself as an angel that fights for freedom, but it has always been a hypocrite. In the late 19th century, the Philippine national hero, Jose Rizal, noticed this, and up to now, in the 21st century, America remains a hypocrite. After he was quarantined by US immigration, he wrote, "There is no real civil liberty (in America). In some states, the Negro cannot marry a white woman, nor a Negress a white man. Because of their hatred for the Chinese, other Asiatics, like the Japanese, being confused with them, are likewise disliked by the ignorant Americans...

    Just as whites Americans used African American musicians like Louis Armstrong to cool off the intense anti-American feelings around the world during the Cold War as a propaganda tool, CNN, Newsweek and other American media also uses minorities to advance corporate interests.

    The Chinese however, recognize that it is not the whites who are the problem, but the greedy corporations. As Vladimir Lenin says:

        Chinese people are indeed disliked by pretty much everyone in the United States. Most Americans are very hypocritical which they aren't even aware of the degree of it, majority of the people will not show it and talk behind their back only while only a small portion of the population will be frank about it. While this American character is not good at all when it comes to many cases, this particular discrimination is mostly due to the very different culture of Chinese people and their lack of manners. They simply don't fit in with this society aside to the fact that the sound of their language is very much disliked in the entire western world.

Since it is a difficult topic with many possible outcomes – I never would expect Zakaria to be able to predict the future. We are at a juncture – and that is what Zakaria is pointing out. Since you tend to like answers I think you would be better to take the fact that we are approaching such a juncture as the take-away from this article.

        Here is the answer for you: Every reasonable thought has a logical system behind. In the mind of those freedom loving people, they love freedom as much as love their life. They have strong will to represent themselves rather than be forced represented by other people. Therefore, they will ask firstly, when you talk about China, are you talking about the Chinese people or Chinese government? They are not the same concepts obviously. Secondly, they will ask, when you talk about right, are you talking about Chinese people’s right or government’s right? In a country like China, medias (include internet) are highly censored and controlled by the government, average Chinese people have very limited knowledge about what are truly happening in the country and the world, the representation of the government to Chinese people is questionable. Without freedom of press, any freedom of Chinese people in China is questionable not to mention, freedom of speech are in fact very restricted and limited in China today. Besides, Chinese officials are not elected by Chinese people freely and lawfully in general. This leads to the question about the Chinese government’s right of representation and its legitimacy. It is this anti-Chinese people’s nature of Chinese government are challenged and rejected by any freedom loving people including majority of Chinese people because it is against their logical and their human nature. “China” is not equal to Chinese people in today’s China. So who is truly taking Chinese people’s right and freedom away today? Everyone will have a right answer for that.

Even worse is what they are DOING right now in Tibet, brainwashing Tibetan children, not allowing them to study their own language and culture, telling only good things about China and bad things about Tibetan cultures, and at home their parents need to fight all this. There are hundreds of other issues, it's just too sad to think of, at times. I'm fine with a Great Powerful China, but it can never be Great under a regime like this one, and the world should be very worried indeed. But while being worries, improve policy and interaction.

    China does not put its military bases all over South America and Canada, like the US does in asia around China's neighbors.

    China does not perform pointless military exercises off the coast of Florida, like the US does on China's sea border

    China does not constantly whine and blame the US for devaluing its debt (essentially stealing billions $ from china) and causing the 2008 global meltdown, like the US does regarding china's right to control it's own currency ratio. As if china's fixed currency caused the meltdown and not the american banks/mortgage backed securities, the excess, or the US policy failures.

    Average Chinese person does not resent Americans and view them as guests, as oppose to average Americans who hate the Chinese for their success. Evidences? just look at the resentful and vile comments on CNN(a mainstream news site) for any article related to china, where people can post exactly how they feel hidden behind anonymity.

    Average Chinese person does not resent American or any foreign made goods or products, there is no misguided notion of nationalistic protectionism like the US "buy american made only" idea.

    The above is how most educated Chinese feel in china, they do not understand why Americans are so aggressive and constantly trying to stir up trouble and provoke China, when all China wanted to do was to be left alone. I remember in a public area when the news showed American warships off the coast of China doing military exercises, many Chinese simply shook their head and sighed. They just dont understand why Americans would do such a thing, and asked how will America feel if china sent its navy off the florida / new york coast and started firing missiles for military exercise.

    In summary, China just wants to be left alone and prefer to deal with conflicts in a respectful manner behind closed doors, the government is growing increasingly tired of America's constant and nonstop provocation, and its aggressive behavior with their politicians openly attacking and insulting china as a scapegoat to make up for their own incompetence in solving their own country's problems.

However, the same could not be said about China because of internet censorship and not everybody knows how to read unadulterated article in English (for some reasons, the translated versions are almost always more biased), let alone posting a reply. Had it be the case that if more Chinese were to reply to this article, it will be not so civilized I am afraid. I know these things because I read mandarin and studied behaviors on chinese websites.

      There are many indications that standards in China will rather falter than improve, because of the disrespect of authorities, the simply that excludes human's weaknesses in power, gap between rich and poor, environmental issues, the hundreds of protests on a daily basis in China by the poor who are treated like animals, sometimes tortured and even killed. But the basic thing is the economy, it's not being spread among a decent majority which should be done now because the world will get much more ugly in a few decades. Without enough criticism allowed from inside a society can simply not improve enough, that's why many people around the world are scared of this regime that gets more powerful, in this fragile world. Only Chinese intellectuals understand this, but they are silenced, tortured and often in jail or house arrest.

After overthrowing the Manchu in 1911, the Republic was established in 1912. The ROC was a key ally during World War II and a founding member of the United Nations. It was granted a "permanent" seat on the Security Council. Today, the founding member is unrepresented in the United Nations. As much as the PRC likes to side step the issue, they can't claim something that was never their.

Why atomic bomb was never used against Nazi Germany but decisively used on Japan? It is because Japan is an Asian country and not a western country. It is OK to destroy an Asian country but not a Western country. If US elites have this idea, then future conflict between China and USA is inevitable. It is USA that creates the potentials for future conflict. USA is only working for its own interest. Did USA pay up the UN subscription so far? If yes, why did USA delay payment to UN?

    All those do not understand history, please do not think that Tibet is another country. From ancient history, Tibet was part of China. Tibet has never been an independent country. If not, can we also see that Alaska is an independent country? How serious here in CNN to try distort the historical facts? One great example is the Chinese invaded India in 1962. Are those people believe this is true reading the right history book? The fact is that the Indian invaded China in 1962 thus lead to war.

    This tells you why his article in CNN is written in this way. We need to question what India will benefit from a conflict between China and USA.     it makes me chuckle every time i see fareed talking about china. he seems to be taking the role of resident china expert at cnn.

    bo xilai is a good guy. during my childhood, i lived in a chinese coastal city named dalian while bo was the mayor there. he totally reinvented dalian and transformed it from a small harbor town into one of the best and most beautiful cities in china (definitely the most livable, in my opinion). anyway, just keep in mind that what's sacred or important to you is not necessarily scared or important to others. to chinese people, political freedom still comes after survival, good education, stable jobs, buying condos and cars in cash, buying louis vuittons, and saving money for kid's education on their list of important things in life.

    and @Benji, you must be kidding me. ethnic minority groups are treated more than fairly in china. by being someone from a minority group, you automatically get bonus points on your college entrance exams. the smaller your ethnic group is, the more points you get, and han chinese get none. do you know how competitive these exams are in a nation of 1.3 billion people? unlike han chinese, ethic minorities are also allowed to have more than one child. the one-policy doesn't apply to them. how often do you see the 1.2 billion han chinese complaining? minorities get better welfare, if they want to live in a tent or be nomads and don't want to go to school that's fine too, while han chinese are on their own. and i've only named a few out of many perks for minorities. those chinese who have a han parent and a minority parent can choose if they want to register as a han or a minority for their identification card (which everybody has one in china), they almost always choose to register themselves as minority, so they can get all the perks and don't have to work as hard. if you are thinking about tibetans or people in xinjiang, i can tell you no, people don't get persecuted because you are minority, you are persecuted because you want to overthrow the government.

    First of all I like to say, I find it odd most "freedom loving" people here who preaches superiority of democracy is against China for asserting its own right. Isn't having your own voice, asserting your own right the very fundamental right of democracy?? As a nation, China exercise its own soverign right and see fit which ever way to govern itself. THAT, fundamentally is freedom itself, on the international stage. Freedom choose which political system and economic policy it wants to exercise. And yet most Anti-China sinophobes would play up the fear mongering of such action. If China can't exercise the rights govern itself, to assert itself and its rights, why even bother preaching democracy and freedom ? Isn't it just total hypocrisy??

    How about ME telling YOU what to do and dictate terms on how you should live your life?? Is that really freedom??

    The Chinese communist party controls China and will continue to control China as long
    as it is able. Their legacy will be a mixture of ancient Chinese wisdom and Mao's visions
    for a stronger China. The future of China is pretty much set in motion. Endless consumption
    and modernization to become prosperous and strong. The Chinese all know that money is
    power. Maybe we all know it. They will not stop until they are second to no one.
    Unfortunately, they are blinded by their own pride and hunger. There will be more struggles
    within as the people and the CCP clash. CCP(Chinese Communist Party) members control with
    wealth and political positions. The majority(close to 90%) of the population are still below the
    poverty line and this is the major stumbling block. There will be a revolution of major scale in
    China as it tries to balance itself. I see this coming within the next decade.

They are so cut off from the reality of the world, that they think that just because they have some bread and butter they are okay- they do not know that life is more than that. where are the open discussions, debates and cultural intermingling with their peers overseas. They are living in a Jail, and feel nice about it. Only about 10 million party workers live comfortably, and they are so corrupted that india is a paradise compared to china. The chinese kill their own dissidents without a decent hearing. They have more poverty than even india and pakistan. The chinese cannot breathe freely, they cannot fight for their rights. Their land is taken away, and no one knows what to do about it. A chinese worker sold his kidney for an ipad/iphone. And that is just a tip of the ice-berg. They have been fighting with all their neighbours like japan, philippines, vietnam etc. They cannot even tolerate spiritual leaders like the dalai lama. One day soon the usa, japan, india will combine together and stop doing business with the chinese. this will cause millions of factories to close down there, and millions will be unemployed in china, then they will know what is human rights and democracy.

      Let's not forget that the PEOPLE of countries like Libya, and others wanted the help from NATO or US or someone to help them fight the ruling government. In many interviews throughout the region, citizens of uprising countries were wondering why no one was stepping in to help when their people were being butchered by their own government. While it's true that many people in Pakistan, Afghanistan and Iraq want the UN and US and NATO to go home, there are others who welcome someone to help their cause. Again, it's not so simple, Not so black and white. Who wouldn't like to stop spending billions of dollars on a bottomless pit overseas and spend it at home instead. If it were that simple, it would have been done long ago.

    Has it ever occured to you that there are plenty of chinese, within the mainland and overseas, who are justifiably proud of China and her achievements? Chinese people are free thinking people and they can make up their own mind whether to agree or disagree with Fareed's analysis. We don't necessarily have to conform to the Western's perspective of world affairs. The Chinese leadership is a very practical leadership: they not interested in exporting ideology or starting a war. Their permanent interest is to ensure that China gets to the top. They are smart enough to know they get to the top thru' trading and not thru' conquest. You get rich by making friends, not enemies.

Iwill like to point out to you that India doesn't ot have dispute with china alone. Kashmir is a well known dispute between India and Pakistan which has not been resolved to date. This alone explains the impartiality of your article. Journalists like you and articles like this one are making people tune off CNN.

Why would they want to confront America and waste their resources on a military build up? Is the risk reward ratio worth it? Chinese people will buy luxury goods, become a house owning society, travel overseas ( you live only once). Give me a good reason why they want to risk it all when all the good things in life are theirs for the taking?

Do you know that the US has 13 (going to 14) aircraft carriers and over 700 military bases outside of the US? China is not going to make America's day by confronting her militarily. Your Chinese friends are not upset about the article but the comments made by poeple who has never been to China or know Chinese history. Please come down from your imaginary moral high ground and talk facts. Since you obviously don't know much about Tibet history, go spend 20 mintues read through Tibet history at wikipedia and see much control Qiang Long Emporor in Qing Dynasty had over Tibet. Even East Asian History dept of Cambridge University concluded that China had controls over Tibet in terms of both appearance and actual control through its research. I'm not saying Chinese had been angels to Tibetans and I definitely that we need to show more respect to their religous freedom and culture but my point is that those issues are very complicated and not as black or white as you want to see it. Some education never hurt.

Their language is different, their dress is different, their food is different, their who way of living is based on religion, which is certainly different.       Even today's headline had territorial conflicts between China and Vietnam. China did even care about those islands in the South China Sea until one of the World's largest oil deposit was discovered in the 60's. They restored to force to capture Vietnamese' territory in 1974.

Actually, in history, China has invaded our countries for several times and event our country was China' colony for 1000 thousand years. We fighted against them and gained independence. In recent time, Viet Nam and China have had tensions about the ownership of Hoang Sa and Truong Sa archipelagoes in Sourth Sea. Viet Nam has many historic documents to illustrate that these two archipelagoes belong to Viet Nam.
    In 1975, we ended the war against Americans, then 1979 China said that they wanted to help us to recover from ruins, then they used their forces to invade our archipelagoes. We just ended two wars against France and Americans,we are so tired, our country met a lot of troubles like lacking food, water, plus poor economy...so we could not afford to conduct a war any more...SO, be careful with China.       Man I hate how all these posts always end up being USA vs CHINA. And to be honest most of the time it's usually some guy who's never even been to China who wants to point the fingers. Both countries are great, rich in history that's both inspiring and tragic. For the Americans who read about China but haven't been there for themselves... please go there you will find that most Chinese people view Americans very positively and in fact like people from all over the world. Most Americans I have met in China love it there.

      As an American I understand how frustrating it is right now. Since we were kids America was always on top. Yeah our economy kinda sucks right now but America's always been resilient. We can't sit here and hate on China because they're doing well. If you look it at a historical prospective for the greater part of human history.... the Chinese have been one of the leading civilizations up until about 200 years ago.
      China's got plenty problems I know this, my family fled the country when the Communist took over I have every reason in the world to hate the Chinese Government, but I don't. The country's not perfect there's loads of poor folks, it's still modernizing. You ask some old people they'll tell you that yeah they had some rough times in the past but things are getting better. It's not perfect but they think their kids and grand kids will have a better life than they did. People there are just like people in the US. The Chinese dream is the American Dream. They want a house, a car, a family and food on their table to feed them.
      Quit making this a us vs them thing, and stop trying to sugar coat things with morals and justice. At the end of the day everyone's just after the same. And all governments are after the same thing: Energy and resources there's always been a competition for it, and every country's guilty of doing questionable things to obtain it. (ex: If we like them they're rebels if we hate em they're insurgents.) The electricity you're using to power your computer has to come from somewhere.

    To me this article says one thing. Other countries are not playing fair when it comes to NAFTA. For those countries, America simply has to protect itself. Free trade is fine, but fair trade is better. That was the promise of NAFTA that the billions of people from China(as well as other countries but we are talking about China) would also be buying American products. But they don't, and their government wants it to stay that way. I say fine don't buy from them either. There are plenty of other poor countries that we can exploit for cheap goods. They would be happy to take our dollar, just let them know that they need to be fair when it comes to buying from us too.

    I don't think there can be a balance between communism and a free market economy. I think China is eventually going to come to a crossroads between expanding their economy and power status in the world and retaining a tight grasp on their people. Money begets freedom and the human instinct of free will which begets self empowerment. The people will rebel and the government will have to decide what to do. If they allow the rebellion, then they lose their control, which of course they want to hold onto for dear life. If they squash the rebellion, eventually the people will just give up all hope and lose all motivation and drive. The Communist party will still be in power, but production will cease and the country will move backwards.

    I wish people would just look at why China is rising in power. Their government focuses soley on GPD growth. They currently have 4-8 fully built ghost towns, equipped with shopping malls apartment complexes food stores EVERYTHING a city needs.

    Its just too bad NOBODY has any money to go move in. So china is growing in GDP, but once they exhaust their huge run of work building ghost towns, that GDP plummits so low. It also forces future workers to be unable to have that work at the wage they should get doing it for. It was done years ago at lower wages because they wanted increased GDP..

      China is a growing Superpower. Plain and simple she is. I like a lot of your points here. As the lives of regular citizens increases, they will demand more of their government. They will demand better paying jobs, better education, healthcare, working conditions, etc. Some manufacturing companies are moving to Vietnam, Thailand, Indonesia, India, etc. I've been checking on clothing labels and I don't see a lot being made in China no more. What I saying is that as wages rise, international companies will look to go to other developing countries with cheaper laborers. I don't know if some Chinese companies are doing it already. As gas prices rise, it will rise the price of shipping. I don't know when the balance will shift back to making things in the domestics make though. Though, I have seen an increase in Honda, Toyota, Hyundia, and Kia plants in the US to try to reduce logistics and tariff costs.

      Oversea Cost= Increasing wages + increasing Logistics costs + local store cost
      Domestic Cost= Lowering wages + cheaper Logistics costs (closer) + local store cost

In regards to China, it is only a matter of time. Between their closed door policies, market manipulation, patent manipulations, so on and so forth, a country cannot sustain a population and growth boom on thievery and deceit forever... and the only reason the US propped up China was in spite of the USSR. Now look, we propped up China and the USSR when it collapsed and now they are 'bedfellows'. We propped up the 'Taliban' when the USSR invaded and now those same weapons are being used against the US. Crazy how foreign policy works.

BTW, in 2010, the socialist Libya was No. 1 country in Africa by the standards of living. On the other hand, US and UN have declared the gov'ment of neighboring Sudan responsible for a genocide of a half-a-mil scale, but nobody bombs Sudan.

    Naturally, the US gov'ment dreams of undermining the rising power of China with this democracy crap, which it has been discarding on a daily basis at home for the past 40 or so years, because it is simply not working anymore. It's only a Brave New World ahead, folks. It's either a global corporation, or a global revolution.

    As for 'encircling' i guess an unfortunate choice of word but I assume it is trying to make the point of China pursuing geopolitical strategy.....and lets face it, it has had some good case studies when you consider the history of Western foreign policy to other countries and we are possibling seeing it now in the middle east unrest.

    Whatever way you look at it, it is impossible to predict future events and those that cause seismic shifts of power, like world wars begin with a spark that lights a fuse....yes the conditions may have been years in the making but it begins with an event that starts an unstoppable chain reaction.

    People fearmonger about China, but the truth is that the game of power, which the US is adept at playing, is a brutal one – case in point being Nixon and Kissinger period – and uz westerners are very good at mouthing platitudes about democracy and freedom. truth is they cost a great deal, but we don't see it, distracted by the fruits of our success at transferring wealth and resources from poorer nations. The balance is shifting and China may well undergo a period of isolationism, much like the US not so long ago until it became necessary for it to engage with Europe in fighting the destructive forces of the fascists, the militarists and the Nazi's. before that, it was only too happy to use protectionism to enrich and empower itself – just makes good sense.

    but when you consider recent history (last 60-70 years) Western powers have no right to preach to China about the virtues of democracy and freedom when they are used as smoke screens to decieve its own citizens as they raid the resources of other countries in the name of promoting world stability. Even amongst themselves about the only thing they can agree on is that they all hate Jews. They also think their way is the only way and blame the rest of the world's societies for the problems they have made for themselves. I remember a saying from many years ago when there was an oil shortage due to mid-east unrest, "...let them eat sand." That in response to their price gouging of the rest of the world and their attitude to the west. Maybe we should make that a policy, let them eat sand and oil. The only thing they understand is force which is one reason most Arab countries are basically dictatorships. They do not understand compassion and when someone tries to help them they take it as weekness and use it against their benefactors.       Thanks for a foolish comment from someone who obviously has no concept of modern China. Even modern communists no longer revere Mao, he set the country back decades while Taiwan and other countries were flourishing. The communist party has changed greatly in the past 20 years or so and it is in their interest to continued to make progress. Hopefully the reforms will not be reversed but it is up to the U.S. and others to help China in that regard and continue pressure on them to continue their refords. Bad mouthing the Chinese and their government will not help our relations with them.

    Having lived in Taiwan and visited China a number of times I would agree with Fareed that China is difficult to assess. The Chinese people are generally pro U.S. but, unfortunately, the people do not rule the country and there are still many old style hard line communists with great power. Many of the older Chinese are very unhappy with the more modern stance and economic direction of China in recent years mainly because there were working in the old, inefficient government factories and that was their livlihood. The older generations are not equipped to participate in a market driven economy such as China has been moving toward. Hopefully the younger population will be able to influence the government more in the future and keep China moving toward a golbal economy instead of turing inward which would be bad for the U.S. and other western countries.

      The future president of China is very pro-US, and his daughter is currently attending Harvard. I agree that there are still some old school hardliners making transition difficult, but the main obstacle is the US. The US insists on treating China as an enemy, despite the fact that the Chinese people admire the US and desperately want to become a key ally. While the intentions of China's leaders might be difficult to read, the US' intentions are crystal clear. We want China to descend into civil war and chaos, and we are pushing harder than ever to make that happen. More than anything, Chinese people are worried that the US is going to push China into a military conflict to keep China from becoming the world's #1 economy, and the actions of the US certainly seem to be headed in that direction.

    China is simply responding to the US' hostile stance towards China. The call for the "Jasmine Revolution" was published on a US website, and one of the only people to show up was US ambassador Jon Huntsman. It is clear that the US is not going to give up its position as the world's only superpower without a fight, and the US is currently doing everything in its power to derail China's progress. The last thing the US wants is for China to become more democratic, we want China to descend into another Cultural Revolution. Fareed Zakaria is a smart guy, but he should just be honest and admit that the US wants China to become a failed state, and we are working hard to make that happen.

    Ever watch a marathon? It's NOT football, basketball, baseball, or hockey. the "leaders" almost never have time to waste energy pushing, shoving, etc. They have trained, evaluated and planned to go the distance. Capitalism/imperialism mostly evaluates for the short term quick fix, conquer and, bottom line, profit. We doubled down on the military solution to every perceived conflict. Showtime hasn't done much since WWII (Korea, Viet Nam, and now the Mid East, etc.) China gets that: concentrates on securing the periphery. They admit they are still a poor country, albeit the number 2 economy in the world. They are spreading their wings with investments overseas. But not with the historical typical colonialist model. Don't need a NATO type structure to enforce. Economic/political one will do, and its a heck of a lot cheaper than the military/industrial model. 400 billion a year? Complete waste of time! Why they even have millionaires. Yet the communist party still runs the show, and can shut down whatever is not acceptable with a phone call. They have come to run, not fight, and are reeling us in without a shot fired. Why should they? they know they have a "winning" formula.

      This charge is groundless. There is at least one movie vividly describing how chinese people saved a US pilot and fighted the Japanese during the world war II. The movie was made in mainland China in 80s. It reminded people that the US contribution should be appreciated and remebered. There are tons of books and papers recording this extraordinary cooperation btw the two countries. Everyone in China knows it. Until recently, China is still helping the US to recover the pilots' bodies in the remote mountains.

    USA's GDP = $14.37 (2010) trillion dollars with an annual GDP growth of around 2%
    China's GDP = $5.8 (2010) trillion dollars with an anuual GDP growth of around 9%
    China's growth is much higher than ours but our GDP is around 250% larger than theirs so they have a long way to go to catch up to us. In the long run eventually China's corporate empire (as it booms and become much bigger) will try to drastically change the current communist style (for instance Chinese oil refiners were unable to raise the price of gasoline becuase of communist policies) and this will cause a lot of turmoil and cause China's economy's growth to slow or even contract if the turnmoil escalates into another cultral revolution. Or at the very least it will slow economic growth as the power struggle rages. Also as China's economy grows so does ours (hopefully), so it would take even longer for China to catch up to us. I think it would take at least several decades (20-30 years) for China's economy to reach the sizes that the United States is. I am aware that China holds $1 trillion dollars of USA treasuries, but they will never own us lock and key (as far as I can see as of now). This is just my opinion. In order for the USA to turn their economy around, they need to invest heavily in their infastructure in order to create a larger industrial base and more jobs. Back in the 1950's we had 30% of the work force in the USA working on industrial based jobs. Now it is only 10% of the workforce. The financial sector before the crash created 40% of all US corporate profits. Financial services don't help reduce our trade deficit and spur economic growth, but manufactored goods and more jobs would. On a side note, currently for every 1 dam we repair, 2 more are deemed structually unsound. But the Republicans are on a mission from Hell to direct money to the Pentagon and failed banks instead of repairing our desparetly in need of saving dams (and other sectors of our infastructure).

    Everyone needs to ask themselves why the US media, including Fareed Zakaria, withholds so much information about China from the American people. For example, the US media refuses to tell the American people that General Liu Yazhou (the political commissar of China's National Defence University) has publically stated that China will be a Western-style democracy within 10 years. This guy is in charge of political indoctrination of China's military leaders, and he openly says China is soon going to become a democracy. He made these statements in August, yet the US media completely censored his remarks. The truth is, the US media is nothing more than a propaganda machine. They intentionally withhold such information from Americans because their goal is to create hatred and fear of China, not provide accurate information. Another good example is the fact that China holds more democratic elections than any other country. Most Americans are shocked to hear this, but that's only because we are constantly bombarded with anti-China propaganda, and information about China's democratic elections is intentionally withheld. Don't take my word for this. Do some research for yourself. You can Google Liu Yazhou to find his comments, which were widely reported outside the US. Also, check out the Carter Center for information about democratic elections in China. You have to look for this information yourself, because the propagandists in the US media will never report this.

    The analysis is only partially correct. It is wrong to conclude that China is closing up and turning inwards. Also, the conclusion cannot be drawn that China has stopped evolving into a full democracy. The question is the how, and in what time frame. Democracy will not happen in China as a result of foreign pressure, or an immediate consequence of changes in other countries. Political changes will only happen as seen needed by the internal consensus. Any external pressure, actual or perceived, will only counter-act the evolution of political reforms in China. This collective mentality of the Chinese populace was cast by past suffering under foreign intervention. Foreign pressure, benevolent or malign, only harms the Chinese interests.

As political commissar of China's National Defence University, he is responsible for the political indoctrination of China's military leaders.     The US has some of the best schools in the world – Harvard, Yale, so on and so on. All produce some of the smartest people in the world. What if back during the cold war, these people thought seriously about how to fight communism? What if their answer to the USSR was to build better weapons and defeat their economy by taxing it with trying to keep up with the technological advances of a free market? Now how would these same or similar people approach China? Anyone knows it is not always wise to follow the same path twice when faced with an opponent, and may be they knew that an arms race wasn't the best solution to ending communism in China. What if the US gov't studied China and determined the best way was to defeat it's government via capitalism? Free trade brings free thought, information and revolution. (look at some of the US revolutionaries – Paul revere, John Hancock, etc all businessmen first). Is it possible that the US is really manipulating the Chinese people to overthrow their own government for freedom? Furthermore, China delenda est.

    I don't think it will be so much a question of America vs China but a Chinese civil war, maybe in the next generation or this one as the people absorb more "western" ideas such as democracy through the internet, its advancing faster than the filters. They also are going to have problems caused by their male to female ratio. It won't really start until the Chinese economy slows down, which it will sometime in the next ten years. This streak can't go on forever especially if America moves towards producing again. They are already having ethnic clashes in their border areas as well.
    The point is sometime in this decade or maybe the next, China is going to face massive protests, which will turn into a civil war if the government follows the path of cracking down opposed to reform. This could get ugly.
    America will probably get pulled in. A billion people fighting over nukes is a security threat to the whole world.

    The way I see it is that there are two Chinas, one of them is the real China , with a 5000 year history, of kind and gentle Buddhist and Tao philosophies, including so many innovations in all forms of science and art, and then there is the second China, which is the brutal Chinese Communist Party.

All the Governments of the World are aware of this fact and of the many heinous crimes that the brutal Party has committed on their own people, lately on spiritual groups such as Christians and Falun Gong. The only reason that the so-called free world is dealing with this monster, the Party, is because of corporate greed.

    I believe also that history will remember the silence of Western leaders and news outlets. Through their policies of free trade with Communist China, they have continued to lavish rewards upon the communists, dictators, tyrants and thugs who oppress China. With their deliberate blind eye for this persecution, they have brought shame to a Western world that once vowed, "Never again" in the face of genocide.

    Let me be clear. Their China policy is no better than "leaving the Jews in the gas chambers." Their China policy is one of moral cowardice, and reveals craven indifference to human suffering. Western China policy is akin to a crime against humanity of its very own.

    The course that China should move forward on, is the course that China believes is best for itself, in accordance to its objectives, principles and culture. The way this article is written is as if China needs to reform itself to "catch up" to our (Western) views on foreign policy, human rights and the economy which is a smug assertion that we got it right, and they didn't.

    I am a proud American, and I have been to China several times, and when I go there, I feel like they espouse the seemingly-forgotten values that made America great – individual responsibility (rather than a welfare state) while caring for one's neighbor, a focus on education, entrepreneurship, a business-friendly government, a radical independence (China does not want to take over the world, just keep their own country safe and free from foreign pressure), and so forth.

    Aside from these shared principles, what works for China will not always work for the US, and vice-versa. We are talking about a country five times the size of the United States in population, and one that while the second largest economy in the world is also one of the fastest growing (and btw, the growth is based on REAL goods being produced and traded, not financial trickery).

    Probably the most sensitive criticism of China is it's human rights record, and view towards free speech. At the end of the day, someone is going to violate your rights. In the United States, outside of economic policy, it is rabid violent and property crime. I live in a city where homicides, rapes and robberies are common-place. We have far less police officers in the US per-capita (in part, because of wage-fixing), who have a much shorter leash, and thus while we are less likely to have our rights violated by the government, we are much more likely to have them violated by our neighbors. China is remarkably safe – violent crime is very, very rare. At the end of the day, everything is trade-off...

    Why are undocumented workers waived from paying out-of-state tuition in certain areas? American Citizens are paying for it. I am back in school again because of off-shoring and outsourcing. I have a couple companies and, again, how can I run a business without the funding and tax-breaks that other companies get for sending business off-shore. I completely agree with education but, reality is that you still have to eat and live. Education is not free. My business is taxed to death. How can I think of innovation if I can't pay bills. Creditors cut off credit. I am a hard-working individual. I work at least 18 hours a day and do my school work. I am a computer science major and couldn't live off what companies want to pay now because of off-shoring. The show you just ran is so one-sided.

    We need for those major companies to stop being so greedy by putting up road blocks to stifle new intellectual property from reaching the day of light with policies of only getting their intellectual property from within. Or hiding behind their websites refusing to have face to face with small business owners.

    The Small Business Administration should be directed to make direct loans to small business. This does not include GM, Ford or the big banks.

    The Commerce Department should be offering their international services for free. The major companies do not need their help. It is the small businesses who need the help marketing their products and services overseas. These ideas and much more would create jobs.

    Our government needs to reassess which countries are a threat and which are not. Because a lot of people from countries who are not a threat are being denied visas to vacation in America.

    The media needs think outside of the box and start seeking advice from the general public rather than high profile failures like Donald Trump.

    Innovation is not as complicated as you are trying to make it out to be. I have several patients in very different unrelated fields of art. They all came from identifying a problem, then coming up with the solution. The hard part is getting these ideas, products or services to the market.

    In the arena such as Corning Ware, they have not come up with a good idea for this product line since they created the material. Yet when a person such as myself offers them several new products, which would increase market share, I could not get the time of the day. I guess I should to be talking with the Chinese or the Koreans.

    You cannot teach creativity. You have to find these innovators and support them. This is what America is not doing. Now for the very first time in American history, America is now facing the strong possibility of loosing it's brain trust to other counties and markets. We as a nation have enjoyed taking the brains from other countries.

    Anyone who says that American is falling behind because other countries (like Latin American Countries, China, etc.) are finally doing well...are completely out of touch. Any country that does well (with a few exceptions of course) is good for all of mankind. We have to get rid of this "America has to be number 1!" mentality. It's a small world and if we don't realize how small it really is sooner than later, we're gonna be in big trouble. Look at the environment for an example – the entire planet's ecosystem is about to collapse. Now that's something to worry about.

    So Apple employee's about 50,000 people in the U.S., and well over 1,00,000 in China. Is this a bad thing? Apple just created over 1 million jobs for the Chinese!!!! And those Chinese workers don't care that they don't have 401ks, so that's why your brand new iPhone 4 doesn't cost $2,500.

    I guarantee that there's intelligence life out there watching us and observing how we behave and think. I bet they're puzzled as to why we do the things we do. A human being is a human being – and no imaginary country border changes that the slightest bit. Why can't we just do what's best for all? all humans? all countries? all animals? the environment? the entire planet!??!?

    So as Americans, should we be worried that China and other countries are surpassing us? NO – China has 2 billion people; the U.S. has 350 million. China's economy BETTER surpass ours, otherwise there's going to be a lottt of homeless Chinese (about 1.5 billion to be exact).

    I'm so grateful that my generation has made a lot of progress, especially with respect to electing the most qualified presidential candidate DESPITE the fact that he's black (actually he's half black, so he's just as white as he is black...so if you call him black, I'm gonna call him white). I only pray to God that the younger generations do the right thing. Otherwise we need those aliens watching us to come give us some help...big time.

    It is unfortunate for America, the President and the media have the ears of all the wrong people. Most of these people are the same people who helped get this country in the mess it is in, in the first place. It is time to get fresh minds and some fresh perspectives from those who have been in the trenches trying to survive what the media and the government seem to do nothing more than pay lip service to.

    After World War II, the United State’s economy was built on outsourcing and imports. This was born out of three things, the rebuilding of several war torn countries, US corporate greed and a country that wanted the best of everything at the lowest price. We should now know this was a double edge sword. We got the cheapest prices at the cost of American factories and jobs. Plus we gave our competition the know how and the ability to out produce us.

    The name brands such as all the oil companies, GE, the old AT&T / Western Electric, Motorola, GM, Ford, Apple all have or had corporate offices in America while producing their so called American goods overseas, then selling them back home in America as American name brand products. In reality these products were just foreign made American brands. Most of the fortune 500 companies single handedly turned America into a consuming nation and a weak non producing country.

    These mentalities lead to today’s trade deficit, rise in the national debt and the demise of our monetary system and our government. Our government being one of the world’s largest consumers.

    The American people and our government are not going to do what is right or needed to survive the day, by stopping the purchase of all imported oil and getting on hydrogen fuel which does not compete with food. Nor does hydrogen power move the pump from the car to the utility companies as does the electrical or battery powered cars require. 

    The US needs to get rid of minimum wage. Make allowances for an immigrant labor force because manufacturing and small startup businesses need cheap labor. Plus, it allows this labor force to contribute to Social Security, pay for insurance and taxes. Believe it or not, having immigrant labor creates more higher paying American jobs and an increased quality of life. Plus, it keeps the money in America.

    Restructure the Small Business Administration to benefit only small businesses, not the GM’s of the world and have this newly created agency make direct loans. This agency needs to become the color blind angel for small business which has always been the backbone of the American economy. If a small business fails or relocates outside of the US, it does not effect the nation to the extent of a major company, such as any of the fortune 500 companies which I now refer to as; multinational corporations. These companies have no allegiance to any one country. Their allegiance is solely to profit.

    The Commerce Department should be offering their international services for free.  The major companies do not need their help.  It is the small businesses who need the help marketing their products and services overseas.  These ideas and much more would lead to job creation.

    It is not possible for America to become a protectionist market. America needs to stop settling on the idea that America has to be reduced to a service nation and get back to the business of being innovative and productive of it’s own innovations. The government needs to come up with incentives to keep the production of these innovations and intellectual properties in America.

    If America does not get a handle on this, they face the prospect of losing it’s brain trust. By this I mean, for the first time in American history, our most educated and talented will be looking outside of America for their jobs and providing their talents and skills to other companies in other nations. Providing the much needed technology, innovations and intellectual property to the rest of the world. Right now, America enjoys acquiring the brain trust from other countries. I fear the reverse of this is in the very near future.

    Another issue that continues to go unchecked is the fact of our universities are getting away with hoarding their foundation funds, endowments, and other gifts by not providing merit scholarships. Then constantly raising the cost of a higher education by increasing the cost of education. Especially at a time when the economy is such that many families are struggling to put their children through our universities and trying to survive at the same time. Further disenfranchising the poor and minorities.  Rather these universities refuse to fund merit scholarships by only providing need based government grants and scholarship monies. All of this government money ends up in their pockets.  It appears they found away to get into the US Treasury.  Plus they are in control of artificially increasing the cost of education at the expense of the treasury.  Most of these funds are mandated to be used only for tuition, not for housing, books, transportation or any other living expenses these students would incur while attending school.

    This allows these institutions to use their own money to fund activities to create more profit off the backs of these paying students. One such money making activity is to build parking garages of which the already money strapped paying student has to pay for. One would think as much as they are charging for tuition, parking would be part of the deal.

    Then you have state colleges and universities engaging in the same practices. I feel both private and state college institutions need to have their tax status changed from nonprofit to for profit.

    These same universities have the money to provide scholarships for the money sports such as football, basketball and baseball. They have no problem spending their money on the infrastructure for these sports programs and stadiums.  In other words these universities are saying that they willing to come out of pocket for bronze rather than brains. Bronze produces a return on investment while brains has no financial return unless it is government funded.

    The US government needs to take a hard look at local governments, utility companies, hospitals and insurance companies who are all raising cost in a market that is declining because they are monopolies or the consumer is forced to purchase these services by state or federal laws. This needs to be addressed because, rising state taxes, electrical bills, water bills, trash pickup, waste water bills, and other fees, medical cost, insurance for the car, home and healthcare are the very activities which can drive the stake into the hearts of small business and consumers who have lost their jobs and their homes. These cost alone are enough to explain the flight from America by many Americans today.  Not taking in consideration the number who have left over the last several years.

    Then we have the fraud being perpetrated by wall street. Wall street in no way shape or form reflects what is taking place in the marketplace. Wall street is mostly moved up or down by a small number of investors, mainly hedge funds, massive computers and the like.

    No one talks about how many of the companies are meeting wall street’s expected goals. These companies are not gaining new market share by growing their market share through their products or services. What many do in a down market is to stop maintaining their infrastructure. They lay people off and make them the problem of the government by putting them on the unemployment rolls. In other cases, they buy out their competition which gives the appearance of a gain in market share. In this process, more jobs are lost. Then there are the support businesses and service companies who end up going out of business because of the loss of a relationship with the company who has been just chopped up. One wonders where the FTC is while all of this is taking place. The consumer ends up with less competition and higher prices in the end.  With the blessing of FTC.
     
    The government needs to deal with the issue of price fixing among the oil companies and non productive federal oil leases. These non productive leases should be considered as a breach of contract and withdrawn and put back out to bid with stronger contract language which includes production and clean air laws.

    The too big to fail needs to be thrown out the window. Many of these large companies have forgotten their social responsibility to the communities they exploit. These same companies rarely support domestic businesses unless it is a parasitic relationship. Their demise will allow for new blood to surface.

    It appears the government and the media think all of the American people are asleep while they try to convince the public that they have created new jobs over the last 6 to 8 months. Yes, there were few new temporary jobs created in November and December, for the Christmas season only. These jobs all ended the first of the year.

    Then the biggest scam of all is when unemployed people come off the unemployment rolls and the government touts that unemployment is down, knowing these people have not found jobs. How can they find jobs when the jobs have left the country. These are jobs which will never return to this country again. There surely have not been any sizeable new industries created over the last two years. So, please show us these new jobs.

    By the way, I left my home country; the USA because of all the above mentioned reasons. I had to do this to survive. I am one of those who did everything right. Got my education, started a small business without the help of SBA, not because I did not seek their help. I did not seek any loans, i just wanted their help securing government contracts.  They had personal on staff to provide this service of which they refused.  

    I managed to own for several years a couple of nice homes of which I lost to foreclosure because of the games the banks were playing.

    I mostly blame  the banks and wall street for bringing down America. It was not just due to the predatory loans. The banks stopped lending even after they received their bail out (Tarp) money. This made it impossible for people like myself to sell our homes or refinance our homes. Rather these banks refused to make the modifications. Instead they forced us into foreclosure and gave these properties away for pennies on the dollar.

    One of my homes had been appraised for over a million dollars. I owed less than $500,000 on my home. Chase sold my home for $385,000. Had my home been sold for the 30 to 40% supposed loss in value, it would have sold between $600,000 to 800,000. This means, the bank should have given me some money. Instead, they gave my home away.

    I bet they were able to go back to the government to make up the difference. Their actions make me wonder what their shareholders thought about this. We have not heard anything from them so, I have to guess they all made some big bucks off this scam. The silence in Washington also makes me think, our government was in on it as well.  Rather than anyone in Washington raising the question of an issue of a possible crime.  Instead we have Washington and the media having their spin doctors going to work on laying the fault on the consumers.  Stating we should not have had our homes in the first place.  We just had loans we could not afford.  Nothing is mentioned about those of us who had our homes in some cases for tens of years.  

    Nothing is stated about all the jobs lost and people who were put in a situation of not being able to pay their mortgages.  Not noting all the small businesses and companies going out of business and these owners just like their employees were no longer being able to get loans to keep their doors open.  So they too lost their homes.

    Just heard Spitzer and Coulter talk over each other for almost 10 minutes. They were in the impossible position of trying to be intelligent while being interrupted and attacked. Here's a change in format that would better fit GPS. Give each speaker two minutes to present their position, after each has spoken give them another two minutes to further elucidate, give each a last minute to summarize both sides of the debate. Only one rule: each gets their full time uninterrupted and if the other interrupts for any reason the initial speaker gets an added minute of time (the minute could be taken away from the interrupting speaker's time). I'd love seeing your speakers being responsible for their positions and the sense they make of the conversation rather than speaking over each other and accomplishing little. Fareed gets to set the subject matter and referee the conversation rather than competing for his time, too.

    The only problem is that Martin Jacques does not seem to know much about economics. He seems to think that it may take another 30 years before China is ready to rule the world.

    However, the truth is that, according to most competent economists, China already has the largest economy in the world.

    By all accounts, the real GDP of China, taking into account the real purchasing power parity of the Chinese yuan, the real GDP of China is probably worth the equivalent of 27 trillion dollars already.

    The real GDP of China is probably 2 times bigger than the GDP of the US already.

    Therefore, China is already poised to rule the world now.

    There is no need to wait another 30 years as suggested by Martin Jacques in his book.

    The question frames a binary response, but we are Chinese will do both. Adopt turning inward where it's beneficial to China and support openness enough to work with the West. Sometime it will seem contradictory but simply "close one eye". The other "Tiger" prospers but is saddled with untenable corruption and a continuing lack of infrastructure. The US still squanders it's wealth in wars in distant lands while the deteriorating economy is causing a rapid rise in social unrest inside it's borders. The Chinese are good at learning lessons. The US is not! Therefore it will listen to what is being preached to it, but just listening politely. Kissinger is right, they are doing it right so far, and I think they will continue to do so. Not bad for a country that is not a democracy.

I met with Bo Xi-lai in January with a group of international business leaders, and he understands China is part of global business community; that the world is inter-conected, inter-dependent and integrated as never before in its history. As a Chinese leader, he wants his people to be prosperous and for his country to be a global player, as it should be with 1/4 of the world's population.

    The biggest influence the United States can have on China is by permitting ordinary Chinese citizens to visit the United States visa free. The experience of a free country to the ordinary Chinese citizens will have profound effect on future generations and eventually a free China.

    But, is that something the United States willing to do considering some of those Chinese citizens that come to visit will decide not to go home? It's this conflict of interest that we choose a communist China over a free China.

    I have green eyes and wear contacts. I had my first episode about 10 years ago. My flashes are not colorful and are sometime accompanied by small blindspots here and there. I try to close my eyes, but it doesn't stop. There's no getting away from it. They started off lasting 5 minutes and now last about 30. After they are over, they leave me feeling wiped out, and I get a small headache. By the way, I'm 40 and can count how many headaches I've ever gotten. As I get older, I'm getting them a bit more often. I used to have a visual migraine about once a year, now it's about 4 times a year. When I first experienced it, I thought it had to do with a detatched retina. Scared me to death. I went to the doctors and was immediately sent to an opthamologist. They could find anything. I was then sent immediately to the hospital for a cat scan which ended up being a terrible experience as I learned I am allergic to the contrast dye, conray. I almost died waiting for the resident to stick the needle full of benadryl back in my vein. Unfortunately, I was unable to finish the cat scan. Finally, they diagnosed me with visual migraines. Never knew there was such a thing! My grandmother and mother suffer from the traditional headache migraines. I had a hard time believing that's what it was and thought they just wanted to label it for my sanity. I've never come across anyone who has experienced them until now. So glad I can show people an idea of what I see. I'm tired of describing it as the watery glass-like image that the police robot takes on in the movie, The Terminator.Will I get over them? I know most women stop having headache migraines when they go through menopause. Are we having miny strokes in the brain?
