Can the world live with a near-nuclear Iran?

Editor's note: Mohammed Ayoob is University Distinguished Professor of International Relations at Michigan State University and Adjunct Scholar at the Institute for Social Policy and Understanding.

By Mohammed Ayoob - Special to CNN

Some analysts have attributed the recent downing of a U.S. RQ-170 Sentinel high-altitude reconnaissance drone in Iran to that nation's increasingly sophisticated capability to launch cyber attacks. Others have dismissed the idea that Iran was capable of bringing down an RQ-170, arguing that Iranian air defenses do not have the capability to track an aircraft with radar-evading technology.

Either way, the incident clearly demonstrates American concerns regarding Iran's nuclear capacity, as the drone was likely sent over Iranian territory to spy on its nuclear program.

I find the argument that Iran is engaged in developing a nuclear weapons program credible. I am also convinced that Iran will not test a device, but rather will acquire the capability to produce a weapon quickly if its strategic environment deteriorates to such an extent that it feels it must.

I am further convinced that an Israeli or American strike or strikes against its nuclear facilities would put Iran's nuclear program back by a few years but would not be able to terminate it. In fact, such strikes would provide Tehran with the legitimacy to go ahead and acquire nuclear weapons capability in full view of the world and with international sympathy.

Mohammed Ayoob

It is time for world leaders to recognize the inevitability of Iran acquiring nuclear weapons capability, even if it remains untested, with Tehran following the policy and adopting the rhetoric of deliberate ambiguity. Moreover, the major powers that act as the self-appointed guardians of the current international nuclear order need to recognize that treaties and other legal documents are not the primary determinants when it comes to state decisions regarding acquisition of nuclear capability. It is a country's strategic environment that principally determines such a decision.

Can you please publicize your "Credible Evidences" that convinced you that Iran will make nuke, so may be the rest of world can also be convinced? Please don't say this and that said so. Be specific please.

Yes. Hundreds of intermediate- and long range ballistic missiles Iran acquired during the last several years which are virtually useless without proper warheads.

They are also completely useless even with nuclear warheads.

Both US and Russia developed elaborate constellations of satellite for the purpose of intelligence information gathering, navigation and telemetry, GPS/GLONASS etc. Iran does not have any, and will not have in any foreseeable future. To aim a long-range ballistic missile one must know precise coordinates of where you are aiming it at. With the exception of a just few fixed targets Iran does not have an means to aim and even ensure that a missile hits an intended point with accuracy better than a 500m at a 5,000km range. This means that you miss the target even with nuclear warhead, if the target is a military objects with basic measures to harden it (say an arms depot or an underground hangar with 5 meter thick dirt layer above 0.5m reinforced concrete).

The UN should declare that if the dirty evil zionists in illegal israel does not let inspectors into their nuclear sites, then the U.S./NATO should bomb them into compliance with a Nuclear Free Middle East. Create a No-Fly Zone over israel. If Iran cannot have nuclear bombs, the racist apartheid zionists in israel should not have them either.

Vote Ron Paul for president – he will rid America of AIPAC's spies with dual israli and U.S. citizenships from our government. Iran is a peaceful country and does not want war, It is the dirty evil zionists who want war and who want to steal Arab lands. the dirty evil zionists in israel are not our friends!

I am elated to be a Zionist! I am elated to have the choice of voting either republican or democratic. I am elated to live in a society where I determine my fate and fortune. Islam disallows all of this and enslaves humans to disbelieves and false icons. Before spouting off against proven societies, research your history, research your religions (what one wants to believe in for hope – not reality), and above all research what the majority of the world wants. One note, Islam is not the majority. Good luck to ya!

There is no evidence! Just like there was NO evidence of WMD's in Iraq. Israel started this arms race when they acquired their nukes, not long after Israel tried to sell their Nukes to South Africa in 1975 yet there was no concern. Iran poses no threat nor does it threaten any publicized threats are propaganda tools which can easily be debunked with a few minutes. The US has NO gains only colossal loses if they decide to pose war on the sovereign nation of Iran.

What, you mean when more then 5 arab countries attacked her and continue to do so? Iran makes continual threats to wipe Israel off the face of the earth. How on earth can you say they pose no threat?? When someone, anyone utters such things, we would take them very seriously.

Once the rest of the world thought Hitler wasn't a threat, and they kept appeasing him with territory. Sudetenland, Czecheslovakia were practically given to him on a silver plate so he would stop being a threat. Did that satisfy him? No, and we had the Second World War to try and stop him.

Whether we like it or not, Iran wants to go nuclear, out of strategic rationality, which is widely supported in the country, from regime hardliners to opposition and the people in the street. The belligerence the U.S. and Israel recently drove Iran further more into a corner. Indeed the Nuclear Weapon Free Zone (NWFZ) negotiation would be an answer to stability in the region. Iran agrees to it, Israel not, as long as the Palestine issue not reserved. The Congress supports Israel strongly. So there are hurdles to overcome, if the U.S. wants a diplomatic solution.

    • Thinker23

I have a question regarding your idea of "an answer to stability in the region"... What will the Arab states and Iran do after getting guarantees that Israel has no nukes, in your opinion? You may use the wars of 1948, 1967 and 1973 as a reference.

A better question is can the U.S. live with another $4 trillion in debt, which is what a long-term conflict with Iran would likely cost, and the thousands of American lives that would be lost, all in the name of protecting Israel, a country with 300 nuclear weapons who have made clear that they can defend themselves.

Can the US live with the instability a nuclear armed Iranian theocracy would bring to the most stragetically important (because of oil) region of the world? Of course, attacking Iran would bring about instability as well, which is why the US would never attack just to protect its ally Israel.

At this point the best thing to do is monitor and contain. The chances of Iran destroying a US city with an Atomic weapon is low. The ones that need to worry are those that live in Israel. However a strike on Israel would bring a nuclear response to Iran. Its MAD all over again. So no invasion, no bombing by the US. Let it play out and hope the Iranian people can get a handle on their government.

The mullahs seized control from the Shah of Iran, a brutal dictator supported by the United States and Great Britain. People seem to forget that the United States has disposed of an Iranian government before. It was a democratic government. We replaced it with a brutal dictator for oil profits. The fact is, when the US decides to interfere with foreign governments, we burn ourselves in the long run. We must not make the same mistake that we made under the Eisenhower administration. The Iranian government is not suicidal. The worst they will do is proxy wars, which is bad, but we will have to live with it until the Iranian people rise against their government. To do otherwise will only strengthen the Mullahs' power over their country. If we wait, they will fall from within.

        December 16, 2011 at 12:05 pm |
      • livinfree

@ajax, you can tell the future? "The worst they will do is proxy wars..." Why are you so sure? But I agree they will eventually fall from within, but how long? A year? 10 years? 50? How much damage to the world can they do before hand? Also, the Iranian revolution was fought by many factions, from modern to theocratic, but it was the theocrats that seized control, trading one dictatorship for another.

You can call someone a zionist spy/ russian spy without being anti russians or jews.
The emotions we have blind us to the fact that foriegn policies of any nation can get varied responses by those affected.
having said that.... I am neither anti-isreal or know enough about jews to hate them.
Just making a point . I observe this phenomenon a lot in discussions.

What makes people think that Iran is the only game player in the downing our our U.S. RQ-170 drone? Think about it...Russia and China denied UN to impose sanctions against Iran. This is a chess match that the US definitely knows about but remains mum to the public...which is a good thing. We know what we are doing...

Russia was blocked by WTO not to be a member, at the past 18 Years, in return Russia keep blocking what the West is approved. But now, as Yesterday, after 18 Years, Russia has been welcomed by WTO as full member to trade with the whole World, in return Russia responded positively, by catching the Nuclear parts that has been on the way to Iran, secretly.

It looks, we are going to have the HEALTHY WORLD. Thank you very much!

Oops, as Today, Russian customs service said, it had seized Radioactive material in the luggage of a passenger bound for Tehran at Moscow's Sheremetyevo International Airport.

The tests showed Radioactive Isotope Sodium-22, that can be used as a result of Nuclear operations.
These good thing happened after Russia welcomed to join WTO after 18 Years waiting time.
It sounds like the 1957 Sputinik terror era is coming to end.

IRAN was supplied with the nuclear technology in the 1980's by Pakistan (AQ Khan) with the intention of making all the Islamic countries in the middle east, nuclear. If you want to stop IRAN, you will have to go further and get rid of the nuclear weapons from Pakistan too, before it falls in the wrong hands and makes its way to a populated city to be detonated.

You can read more about it in the book "Deception: Pakistan, the United States, and the Secret Trade in Nuclear Weapons "

Totally missing from this analysis is the inter-Muslim issue of the Shi'a vs. Sunni Wars which have been going on since 632. The countries surrounding Iran are Sunni. Even in Iraq, much of the divisiveness has been between Shi'a vs. Sunni.

Of course Tehran wants to get rid of Israel. This has never been in doubt. But the Muslim countries surrounding Iran are more worried about Iran getting nuclear weapons than they are concerned about Israel, which they know has had nuclear weapons for over 30 years.

Sunni Muslims can predict Israel. They CANNOT predict Shi'a Muslim behavior and that worries them severely.

This is NOT always about Israel or the US. Iranians are Persian. They are NOT Arabs. And this is a really big deal.

I am even more concerned about the incredibly moronic group of so called Republicans running for the office of the presidency of the United States. Does anybody really feel that, with the United States' nuclear capabilities, the world will be safer with a Michelle Backman, a Rick Perry, a Newt Gingrich, a Rick Santorum, a Donald Trump as president? Never mind Iran, I'de be scared sh–tless if one of these anti-thinkers becomes the commander in chief of the armed forces!

Majority of people in Iran are totally against the Mullah’s and their Islamic regime. The Mullahs knows it and they also know if another war breaks out in Iran it would be their absolute demise . Unlike the 1980, 8 years war with Iraq, there would be no one willing to fight for this Mullah’s and their false cause. The only people who are supporting this regime right now are the ones who are being paid by the government (traitors) or some few remaining idiots who really think they’ll be martyrs in the name of the religion; the religion that killed more Persians than any other invaders in the Persian history.
So, make no mistakes, these Mullahs are not idiots; they know it will be the end of their existence should they go into war with anybody, be it USA or Israel.
Never the less, their end is near and ones again and hopefully this time for good, the Persians will be free from this barbaric invaders and find their true place in the world as a culture that contributed so much to the mankind.

It would seem that both sides need to step away from the short sightedness and paranoia that infects both countries.

The theocracy that rules Iran is an objectively vile regime, sponsoring terrorist activity in other countries and crushing a democratic republic at home. They have no legitimate rights that anyone must respect. It is a calamity for their region and for the world if they have nuclear weapons. Mindless anti-Americanism on this website does not excuse the Iranian regime for being what it is. Anti-Zionist or anti-Jewish comments also seem to find their way into the discussion, because the cause of the Ayatollahs and the Jihadis and Muslim supremacists and traditional fascism is the same, a police state that violates the rights of men anywhere to think for themselves.

 Why should Iran remove their nuclear program? The law needs to apply to everybody equally. When you discriminate against some countries and put other countries above the law, you turn the law into a farce. Then the international order breaks down and you are left with "Might Makes Right". That may be good for War Inc., but perpetual war is not good for ordinary people.
If you are concerned about nuclear weapons, why not agree to Iran's proposal for a nuclear-FREE zone in the Middle East. When the U.N. General Assembly voted on this proposal, the U.S. and Israel were the only two countries to vote against. That tells us which countries put their FAITH in nukes and which countries do not.
I think you overestimate the power of death and destruction – e.g., you can not use nukes to educate children or grow crops or sustain an economy or build a house. And you project your own infatuation with nuclear bombs onto other countries. Not all countries idolize nukes the way you do. Iran has explicitly rejected them, and years of inspections have turned up NO evidence that Iran is developing nukes.

That is a chess game in which Israel, assumed to already has nuclear weapons, surrenders those weapons and is overrun in yet another two-front or three-front war. At that time several million Jewish Israelis are killed, the states of the Greater Syria region release their own detainees from holding camps, and a unified Palestine corresponding to the 1947 British Mandate territory is ruled just as Gaza is now, a violent, one-party sharia police state regime, known for corruption and bankruptcy.

Why the big worry if Iran gets a nuclear bomb? Would not a simple statement from the US and or Britain, France or Russia to Iran such as. The attack on any country by Iran with nuclear weapons and Iran will cease to exist. The same can be said to said to N. Korea.
It worked all through the Cold War. It's called Mutually Assured Destruction but in this case only one side is destroyed.

Both India and pakistan have nuclear weapons. But the world worries about Pakistani nuclear arms. Both US and China have nuclear weapons- but we worry about China. If both Israel (already does) and Iran have nuclear weapons we will worry about Iran.
But if you ask Pakistanis and Iranians and chinese – they would worry about India, Israel and US.
Let me ask a question– if India, Isreal and the US decide to destroy our nucler weapon capability.... would China, Iran and Pakistan ( 3rd world countries with very poor people) still want/ have their populations mandate to pursue more nuclearization????
everyone in this debate...from any side...is biased.

Ok, I've heard this one before. Only last time it was Iraq; I went there, didn't find any nuclear weapons. Unless you are personally willing to ship out tomorrow morning and take part in combat operations against Iran, then drop it. What a distraction. Iranian backed terrorist groups kill all the time with conventional weapons, but they smile with glee at this discussion because they know they can go on flying under the radar while we all blather on about nukes Iran doesn't have. Wake up and quit helping Hezbollah.

Israel has never threatened nor traded blows with Iran. Why should Iran be so concerned with Israel. Iran is shia and seems to despise the sunni as much as they do anyone else. Israel is surrounded by sunni muslims so what is the concern of Iran with regard to Israel ?

They are threatening Iran all the time. Do you actually bother reading the news? How many times has Israel and the US threatened military action – no option off the table?

If I were Iranian, I would want Iran to exit the NPT and produce nuclear weapons. This would be the only way Iran could ensure that it will not be attacked. I would also hurry to test detonate one to show my enemies that they had better think twice before attacking me.

The comments sections in these Iran articles show a really clear pattern. With increasing frequency, people these days are now posting intelligent comments listing the very numerous reasons why it's a bad idea and simply not right to attack Iran, and point out the hypocrisy of the countries that would attack. But then you read the Reply comments from the other group which immediately follow, and they are all so un-intelligable: "You're just an idiot,".."Because we can" etc. etc. Sorry war-mongers. Why don't you guys just all admit that a) you're in the minority. b) you've lost

Has the author actually read what kind of airstrikes it would take to take out the nuclear facilities? The facilities that he is talking about are in underground hardened bunkers. We only have one weapon that could penetrate and destroy a hardened shelter. And that is s nuclear weapon.

Is he or anyone advocating dropping a nulcear bomb on Iran in order to prevent them from developing a nuclear bomb? Depending on the way the wind is blowing, the radiative materials from such a blast could potentially kill tens of millions of people in Iraq, Pakistan and India.

Are we so insane that we would seriously considering this option?

Short of a military strike against disperesed and hardened targets which is certain to result in attacks on the US an its alliies, there is no way to prevent Iran from fielding nuclear weapons at some point.

We've learned to live with the Soviets and the bomb, the Chinese and the bomb, the French and the bomb. We can live with Iran and the bomb.

  70. IRAQI NORI AL HALEKI -PRIME MINSTER IS A DECTATOR- USA SHOULD BE A SHAME OF HELPING HIM

    IRAN IS EVIL

THE ANSWER IS YES! STOP THE FEAR MONGERING. STOP THE WAR CALLS! THIS IS WHAT GOT US INTO IRAQ. THIS IS WHAT THE MILITARY INDUSTRIAL COMPLEX THAT WE WERE WARNED ABOUT WANTS! Ron Paul may seem 'crazy' to some of you but the media can make anyone look any way they want. They've made a cheating slimeball like Gingrich into a front runner even though he's stolen money from the financial crisis. If you want another war, then vote for any of the other republicans or Obama. Otherwise put Ron Paul in to restore our rights and avoid war!

Can The world live with a nuclear Iran? .. What a $tupid question.. THE WORLD WILL DIE WITH A NUCLEAR IRAN. In 1940s we fought the mightiest force on Earth ,.. THE NAZIS , and we defeated them, this was a super power . In 2000s we fought a handful of SAND N!&&ers ,and we lost, this is no longer a super power.

who cares? it's okay for other nations to have nukes, so why not Iran? India and Pakistan have nukes, China has nukes, Russia has nukes, and we have nukes. It's all right as long as you make sure nothing goes out of hand.

How will we do that ?
Wait until after it happens, and say....ooops.
Better to make sure they dont have the bomb
than wait until after they use one.

There is a huge difference in a nuclear Iran and other nations even including rogue nations such as North Korea. What makes Iran so dangerous is Ahmidinijad's theology and eschotology. He believes that the 12th iman (muslim messiah) will return when the world is in chaos particularly war against Israel, US and western world. He believes that he can hasten the return of his messiah by starting this world chaos and has even stated publicly that he has a divine calling from allah to do just that. He realizes that starting a nuclear war would lead to mutual annihilation and he would be a martyr resulting in his assurance of paradise and his 72 virgins. The fact that he welcomes death is what makes it dangerous for a nuclear weapon to be at his access. If sunni muslims will fly planes into buildings and suicide bombers will strap bombs on themselves to kill a few to assure their paradise, we should not be reluctant to believe that Ahmidinijad will drop a nuke to kill millions to secure his eternal future.

Here in America, we have a group of right wing Christians
      running for president.
They all believe Jesus is coming, and the bible has the instruction
about what to do when he arrives.
I dont want any of these nuts to have the nuke codes.

IIran had always nuclear ambitions even under the rule of the Shah of Iran. I can still clearly remember when I was a student at the University of Aachen (Rheinische Westfälische Technische Hochschule Aachen) Germany , 1969 – 1975, there were always couple of Iranian Fraternities on campus. The students mostly enrolled in nuclear physics and related subjects. Quite a few Iranian students also were also to be found at the nuclear research centre Jülich, Germany (Kernforschungszentrum Jülich) just 25 miles off campus. It was a known fact that the Iran government paid the German government handsomely for that privilege. I just could never figure out why our government would permit such research assistance to a foreign state that was not on good terms with the state of Israel. Have we German not learned our lessons from the past?

Here we go again. I thought this guy(including our government and not to mention our "free" media) said the same thing about Iraq having WMDs. Why we do this? Just to make money? People think that they will live forever and what ever they are making here, it will go with them when they die. We as a nation/common people, are so numb minded that we believe in these so called "truth" writers, that we do not even see things which are right in front of us. Everyone knows that who used and will use WMDs when it is time to come to use it.

It's very simple to live with a nuclear iran. Simply make it known that if they so much as even test a bomb we wipe out the entire country. Give the iranian people have 1 week to evacuate the country and turn it into a nuclear wasteland. In the mean time we should be employing more Stuxnet style attacks to make the process as costly and slow as possible. Stop playing softball with Amadmaniniran

America and Israel are worried about increased Iranian inflluence in the region. That's it. A nuclear-armed Islamic Republic of Iran poses no immediate physical threat to anybody. A nuclear weapon affords the IR Iran the ability to make decisions based on equal footing as Israel and the United States, and obviously, Israel and the U.S. don't want that, they enjoy being the big dogs. The IR Iran will not launch a nuclear weapon, they know what will happen if they do. The thing is, Israel and the United States won't launch on a nuclear-armed IR Iran, because they know what would happen if they did. The U.S. and Israel like being in charge, they like having the only seats at the Middle East's big boy table. A nuclear weapon allows Iran to pull up a chair. Plain and simple. No immediate physical threat. Strictly increased influence and negotiating power.

    Enough is enough.

Is the real enemy the "Other" one, or is it the unquenchable thirst for power ?

In a nuclear world, the enemy is not the "Other" one, it is ourselves.

We need to solve the political issues, before we all die, or live in a nuclear police world with a gas mask and weapons out the wazoo.

Peace is the only way out.

And do not send one more soldier out to die for oil.

    I have had enough.

Somewhere deep in the recesses of his hate encrusted brain, Mahmoud Ahmadinejad and the crazed mullahs who run Iran are concerned for their own mortality. That's why they convince other idiots to blow themselves up, but they'd never think of doing it.

Mutually assured destruction (i.e., M.A.D.) worked with the Russians. It'll work with Iran, too.
