Iran: Stuck between U.S. and a hard place

If war with Iran is to be avoided, then negotiations between Iran and the P5+1 group have to succeed. Turkey has already offered to host any talks, and Iran has said it’s ready to attend. It also seems likely that the P5+1 will also be willing to proceed. But with no date having yet been set despite tensions running so high, U.S. President Barack Obama should be willing to offer to go the extra mile and hold bilateral talks with Iran during any negotiations.

Yet doing so won’t be easy. Although the situation is delicate enough to make it well worth Obama’s while, Republican presidential candidates have been breathing down his neck demanding that he take a tougher line. And they aren’t alone - allies the U.K., France and Israel have also been pressing him, meaning Obama’s room for maneuver would likely be limited even if such talks take place.

Either way, negotiations are about give and take. So just what exactly would Obama be able to offer?

At the least, he would probably offer to lift some of the current sanctions against Iran. At the most, he could also offer a modified version of the October 2009 Geneva deal. But this time, instead of Iran shipping out 75 percent of its low-enriched uranium (LEU) in return for nuclear fuel (as was the case in Geneva),  Iran could be asked to ship out 100 percent of its 20 percent enriched uranium. This could be in addition to at least 75 percent of the remaining stock of uranium enriched at levels below 20 percent.

In return, all the shipped LEU would be turned into nuclear fuel for the Tehran Research Reactor, which would allow it to make medical isotopes. Such a high percentage of LEU being shipped out would ensure that the regime of Supreme Leader Ali Khamenei wouldn’t have sufficient LEU to make a bomb, if he were indeed inclined to try in the next year or so.

But what would Obama want from Iran in return?

At a bare minimum, the Obama administration would likely expect immediate answers from Iran to all outstanding International Atomic Energy Agency queries, which would probably entail immediate access to all sites of interest to the IAEA.

And what about Iran?

For Khamenei, it’s not going to be easy to offer much. On the one hand, he’s facing crushing economic and diplomatic pressure from Obama, the likes of which he hasn’t seen since becoming supreme leader. Should he ignore it, the Iranian economy, the health of which is crucial to the survival of the regime, could collapse.

On the other hand, the supreme leader is facing unprecedented problems at home. The regime is divided, with President Mahmoud Ahmadinejad becoming a more divisive figure every day. One has to ask how much longer Mahmoud Bahmani, the current head of Central Bank, will put up with him before resigning.

More importantly, Khamenei's position and policies are being questioned and criticized both directly and indirectly - in full view of the Iranian public - by former officials who have ties with conservative factions.

A good example is a recent opinion piece by Adm. Hossein Alaei, the founding father of the Revolutionary Guards Navy and former IRGC Joint Force chief. In his article, he mentioned some of the Shah’s regrets after he lost power, such as not allowing people to demonstrate peacefully and shooting demonstrators. Hardliners saw this as an indirect criticism of Khamenei and a warning against him that he’s making some of the same mistakes.

Alaei’s opinion piece was condemned in the press (including the IRGC’s publication Sobh-e Sadegh), and demonstrations took place outside his home. But this op-ed was followed by further criticism of Khamenei’s position by Emad Afrugh, a former member of parliament who is believed to be close to the “principalist” faction. During a live interview he criticized the fact that the position of the supreme leader can’t be challenged by the public.

For decades Khamenei has portrayed the United States as Iran’s enemy. So how can a leader whose regime is apparently scared of Barbie dolls (having banned them over fears of a Western cultural invasion) reach any kind of deal with Obama that could end up helping him win the 2012 presidential election?

Iranian hard-line revolutionaries take pride in arguing that Ayatollah Khomeini destroyed Jimmy Carter’s reelection chances with the U.S Embassy hostage crisis in 1979. Will Khamenei want to go down in history as the man who helped Obama stay in office? How could he justify this to his hard-line supporters without creating even more infighting?

For years, Khamenei has stonewalled efforts by presidents Rafsanjani  and Khatami (and to a lesser extent Ahmadinejad) to improve relations with the U.S., even by reportedly rejecting a recent U.S offer to set up a hotline in October 2011. Khamenei’s ideologically driven animosity and hostility toward any improvement in relations with the United States has been a major factor in his calculations. And the anti-U.S. card has also, until now, served him well as a way of securing legitimacy at home, a necessity given that Khamenei had weaker religious credentials than his predecessor.

All this means that Khamenei isn’t in a particularly enviable position. He’s stuck between Obama and a hard place - with very little room to maneuver in between.

    There is no chance that Iran will agree to ship its supplies of enriched uranium abrood. The most that can be expected would be that Iran would agree limit its enrichment to 5% and a stronger inspection regime if ALL sanctions are lifted. There is no other possible deal.

      If the supreme leader let go a bit of his stubbornnes and rigid opinions, many things could be done. I'm afraid he has shown his people that he's a fossil and Iran's future would be better off without him.
      By no means should Obama lose his head in this situation. Any military move from his side would be a mistake. Sanctions on Iran, however unfair they are to the ordinary citizens are better options. Maybe the people would get rid of the supreme leader themselves.

        Did you consult your crystal ball? Iran has no air force, no navy except lots of small boats and little submarines and no missiles that go more than a couple of thousand kilometers. US is aware of the consequences of an attack on Iran as they will suffer in two front.One is the price of oil will go up to 200 dollars a barrel which will destroy most economy and secondly US bases and war ships in the gulf are within striking capability of Iran. Just think of how Iran has taken the US drone from the sky and this shows the.modern army of Iran.I really want Israel to strike Iran and this will give Iran the chance to give Israel a bloody nose, hence put an end to Israel to remain a pirate country.

    HOW BIG OBAMA Administration is sure about effective of oil embargo to prevent Iran from undergoing to nuclear weapon activities ..?I don't think so american current policy would be stop iran to ignore its activities .because Iranian gov are very serious to get idea from north korea policy.and beside that they don't care about people .if us gov think it would be affect to raise iranian people protest to crash down regim no not at alll.because after last election people realized they didn't get support .so they no longer endanger their lifes to crash down regime .Obama got made big mistake to stimulate and conduct to attention of people to down regime .because people are no longer to trust by support of west as aid to democracy they are be aware about syria which had 9 mounth tension but no support by west we knows very well you will be surprised some day by the some news like :IRAN MADE FIRST NUCLEAR BOMB.

    What a joke Mr. Javedanfar!!!!!!!!!!!! Khamenei this Khamenei that, who is he really and who gave him the position and legitimacy to negotiate on behalf of the Iranian people? also the other thugs you mention here as if they ever were given right by the people of Iran, Khatami, Rafsanjani, Adm. Hossein Alaei, Mahmoud Ahmadinejad, Emad Afrugh, Khamenei are all murderers and should be prosecuted in court of law for 30 years of theft, murder, fraud, misuse of power, misuse of public fund and national wealth and treason, that is at least.

    The only thing the ruling establishment can and must do is to stop at every house door and beg for forgiveness and mercy of the people.

    And why is it always US that have to give something? It is time that Iranian thugs understand that their time is up, so is the appeasement policy. If Mr. Obama wants to be re-elected he do best in supporting a democratic regime change (and not reform) in Iran, that is the way forward that is an idea whose time is coming, it is inevitable. One thing is certain Khamenei cannot give Mr. Obama anything of value rather than shame, dishonesty and lies, so has been the reign of the mullahs

      Glad to finally see some sensible analysis on this situation; still not enough background brought into play though. The US (via Israel) has had regime change in Iran in mid for decades. Iran has been rebuffed and down right insulted by US when Iran extended grand bargain under Bush/Cheney. The GOP platform shows ill-informed opinion that unfortunately millions of Americans buy into. Get informed before its too late...a war with Iran could be a life-changing event for the US...and it will be ugly. No shock and awe will work on Iran...that's a crack-pipedream. Iran is one tough nut to crack militarily...even the Israeli's know it, and have admitted any attack would at best set back any nuclear weapon ambitions Iran MAY have (still not proven to anyone...in fact more proof exits that they DON'T have a program) up to one year. The consequences outweigh the perceived benefit...but you can bet they will press the US hard to put our neck on the block for them!!! Gingrish is bought and paid for by Adelson, a hard-rightwing Netanyahu/radical Zionist supporter. His gasp of history in the ME is that of an infant! His policy would assure the destruction of Israel, but that fitrs in well with the Christian evangelical agenda!
      The GOP is tripping overthemselves to appease crazy right-wing Israeli/AIPAC fantasies. Be very informed...check the open sour e material on the web! There's plenty out there that sends up red flags of caution in trusting those who call for war.

    لم يكن من قبيل الصدفة ان يحذو حذوها (اي امريكا) حلفاؤها الجدد في ليبيا في الخوف من الموتى، فقد حرصوا على دفن جثمان الزعيم الليبي معمر القذافي وابنه المعتصم، ووزير دفاعه ابو بكر يونس جابر في مكان مجهول في قلب الصحراء الليبية، بعد التمثيل بجثثهم والاعتداء عليها، اوبعضها، جنسيا، واقسم من نفذوا عملية الدفن في ليلة ظلماء ان لا يكشفوا السير مهما كانت الظروف والضغوط، وكأن هذا الكشف سيهدد مستقبل ليبيا وامنها ووحدتها الترابية.
    الحكام الجدد الذين تنصّبهم امريكا، او يأتون عبر مشاريعها الديمقراطية المدعومة بآلتها العسكرية الجبارة، نتوقع ان يكونوا مختلفين عمن سبقوهم من الديكتاتوريين من حيث العدالة، والتسامح، والترفع عن النزعات الثأرية، واحترام حرمة الموت والاموات، مهما كانت جرائمهم، حتى يقدموا نموذجا مشرفا يؤكد لنا انهم يفتحون صفحة جديدة، بل مناقضة، لكل صفحات من سبقوهم من الديكتاتوريين، ولكن ما نراه حاليا مناقض لذلك تماما، نقولها وفي حلوقنا مرارة.
    تعالوا نلقي نظرة سريعة على احوال البلدان التي 'حررتها'، او غيرت انظمتها القوات الامريكية، سواء بشكل مباشر، مثلما حصل في العراق، او عن طريق حلف الناتو، وحاملات طائراته، مثلما حدث في ليبيا، او في افغانستان المحتلة منذ عشر سنوات.
    بالامس اصدرت منظمة 'هيومان رايتس ووتش' الامريكية تقريرا اكدت فيه ان العراق يعود الى الاستبداد، وفي طريقة للتحول الى دولة بوليسية ان لم يكن قد تحول فعلا، حيث يقمع النظام الحالي بقسوة حرية التعبير والتجمع، ويمارس الترهيب واحتجاز الناشطين والصحافيين، ويقيم سجونا سرية يمارس فيها التعذيب كسياسة رسمية.
    وبالامس ايضا خرج علينا المستشار مصطفى عبد الجليل، رئيس المجلس الانتقالي الليبي بتصريحات حذر فيها من انزلاق بلاده الى هاوية بلا قاع، بعد ان اقتحم محتجون مقره في بنغازي وحطموه احتجاجا على فشل الحكومة، وتدهور الاوضاع الامنية وعدم توفير العلاج الكريم للجرحى، وعدم تطبيق الشريعة الاسلامية، ولولا تدخل كتائب امنية بسرعة لما نجا المستشار من غضبة الثوار الجدد على نظام حكمه ومجموعة المتسلقين الانتهازيين الملتفين حوله، حسب توصفهم، وقبلها بيومين حدث الشيء نفسه لنائبه عبد الحفيظ غوقة في جامعة بنغازي حيث طرده الطلاب شر طردة.

    ليبيا غابة بنادق، واصبحت مرتعا للميليشيات المتقاتلة، والجماعات الاسلامية المتشددة، ويكفي التذكير بان تنظيم 'القاعدة' الذي حرص اعضاء المجلس الانتقالي على نفي وجوده في بلادهم قد اختطف محافظا جزائريا في وضح النهار، واقتاده ومرافقيه الى الاراضي الليبية للمساومة عليه للافراج عن معتقلين من انصاره، اي تنظيم القاعدة، في السجون الجزائرية، ولا نعرف تفاصيل الصفقة التي ادت الى الافراج عنه.
    هذا الكلام لن يعجب الكثيرين، او بالاحرى سيغضبهم في زمن التضليل والتعمية على الحقائق، تماما مثلما لم يعجب غيرهم كلام مماثل حول خطورة الاحتلال الامريكي للعراق والنتائج الاستراتيجية الكارثية التي ستترتب عليه، ولكن الحقيقة لا بد ان تقال، اذا اردنا ان ننهض ببلداننا ونقيم انظمة ديمقراطية حقيقية، تقود الى النهضة الشاملة التي تتطلع اليها شعوب المنطقة، وتحررنا من الاستعباد الامريكي.
    من يخاف من القبور وساكنيها لا يمكن ان يؤسس لنظام ديمقراطي يقوم على المساواة والعدالة والحريات بأشكالها كافة، ويحقق لمواطنيه ما يتطلعون اليه من تقدم ورخاء اقتصادي، وتعليم متقدم، ونظام قضائي مستقل، وشفافية مطلقة، ومحاسبة مدعومة بالقانون والبرلمانات الحرة المنتخبة.
    لسنا من زوار القبور والاضرحة، والاستثناء الوحيد هو قبر الرسول محمد(صلى الله عليه وسلم)، وصحابته الكرام (رضي الله عنهم)، ولم نكن يوما، ولن نكون، معجبين بالديكتاتوريين وانظمتهم القمعية، ولكننا كنا، وسنظل، ضد مشاريع العربدة والهيمنة الامريكية التي تريد سلب خيرات بلادنا، وتحويلنا الى سبي للاسرائيليين ، ولهذا وقفنا دائما في الخندق المقابل لهذه المشاريع، ومن يتواطأ معها.

    Everyone should prepare for war, because that's what's coming next. And nothing, short of abject capitulation by Iran, will change that outcome.

    And if Iran – or anyone – wants to understand how we got here, let me break it down. (1) No one in the US knows of anything that happened in Iran before 1979. (1) In 1979 they disrespected our nation by holding our embassy staff hostage for more than a year. (3) They called us the 'great satan' for 30+ years. (4) They provided IED technology to our enemies in Iran and Afghanistan, and (5) they are now developing nuclear weapons and think lying might be believed by anyone in the West ....... Our response will be war. You can count on it.

    Iran keeps stalling and delaying until they can get their weapon to wipe out Israel and usher in the age of islam. adumbjad has been telling us for years what they are going to do to Israel and he even says in the UN he is going to wipe Israel off the map. All the defiant language of a leader of a country says "we will get the US and we will get Israel." If that isn't war talk I don't know what is. Why in the world should they be allowed to have nuclear technology when they have made their plans known they aren't interested in any "community of nations." Iran has their own plan and while they delay and deceive, they are true to their purposes and they intend to carry out their purposes. Its a shame that countries have any desire to destroy other countries. I guess when you finance terrorism and when you believe that Killing for Allah gets you to Heaven, there is no reason to do otherwise. How dumb can you be and still breathe? They call islam a peaceful religion. How dumb can you be and still breathe? Mohammed did nothing but kill, steal and destroy. Then he had a dream of an angel telling him he was a prophet. Do you think God would talk with murderers and rapists and then call them prophets? The only difference between politics and religion is one "says one thing and does another" and the other does one thing and says another? How dumb can you be and still breathe?

    Hi Everyone. There are no War, if U.S should put there nose into their Country more than other. People are needs help, I believed thats U.S will gather all of there watch dogs together and bombs Iran likes any other countries. China & Russia shouldn't let U.S invaded the World.

    Iran is ready to give israel a lesson that they will never forget.Remember HEZBOLLAH of what they did to Israel and they are the student of Iran.Israel is not capable to attack Iran as they know Iran will destroy tel-Aviv. Israel is just bluffing and hoping USA does the attack for them. US is aware of the consequences of an attack on Iran as they will suffer in two front.One is the price of oil will go up to 200 dollars a barrel which will destroy most economy and secondly US bases and war ships in the gulf are within striking capability of Iran. Just think of how Iran has taken the US drone from the sky and this shows the.modern army of Iran.I really want Israel to strike Iran and this will give Iran to the chance to give Israel a bloody nose, hence put an end to Israel to remain a pirate country.
