I've been following the tense back and forth with Iran very closely. I continue to believe it is the single most dangerous crisis that we confront today. And I'm struck by the pessimism surrounding it.
Everyone seems to believe that whatever the momentary ups and downs, there is unlikely to be a deal between Iran and the great powers that will avert war and prevent Iran from acquiring nuclear weapons. But that's not clear. There is a path to a deal, if, as with any successful negotiation, both sides can come away with something.
What would a deal look like?
The United States has long demanded that Iran stop all enrichment of uranium, a process that allows it to produce the fuel necessary for an atomic bomb. Iran has insisted it has the right to enrich for a peaceful nuclear program. There is a way around the deadlock.
Washington has signaled that it will ask Iran to stop enriching uranium to 20 percent, the level from which fuel can be easily converted for military purposes. Iran has indicated that it might be willing to accept a limit and would enrich up to only 3.5 or 5 percent. Then Iran could claim that it has preserved its right to enrichment but it's very hard to weaponize from that level.
There are other sticking points but Iran almost accepted a deal in 2009 and proposed one in 2010. Statements from officials in both sides suggest they might embrace elements of those proposals.
The crucial point on which Iran must make deep concessions is comprehensive inspections. The 2011 International Atomic Energy Agency report lays out a series of indicators that Iran might be pursuing a weapons program. The great powers should use that as a checklist of activities that Iran would commit to refraining from and insist that Iran allow the IAEA unfettered access to its sites until the agency is satisfied that any military program has been shut down.
But Iran would have to receive some reward for accepting such unprecedented inspections, and the obvious option would be the relaxation of sanctions, step by step, as inspections proceed unimpeded.
Now, for any deal to stick, it has to be accepted by two groups. The first are the hardliners in Tehran, led by Supreme Leader Ayatollah Ali Khamenei. He might be amenable. Khamenei has consolidated power, and he might be secure enough to accept a deal.
He has beaten back the Green movement, accommodated one key rival, Ali Akbar Hashemi Rafsanjani, and sidelined another, President Mahmoud Ahmadinejad. Khamenei has also given himself room to make concessions on the nuclear program, saying recently Islam considers the possession of nuclear weapons a grave sin.
But if Iran does make concessions, the United States would have to be able to accept them and relax some sanctions. And this is where the second important group, Republicans in Washington, could be an obstacle. If they demagogue the deal, or refuse to reciprocate on sanctions, the whole thing will unravel.
The administration has handled its allies, Russia, China, the United Nations and even Tehran with skill. To succeed, however, it has to tackle its most formidable foe, with whom it has not had much negotiating success so far: Republicans.


Ummm, excuse me, but isn't the current situation entirely Iran's making? Aren't they already in violation of accords, and if they just followed their original word all the sanctions would be lifted? You've probably never heard of Neville Chamberlain, who tried to appease another crazy person, and millions died. Shall we follow the same path again?
Ok, that's one example. Not sure why everything has to be compared to Nazi's and World War 2, but whatever. I'm not a big fan of "shoot first ask questions later", everyone deserves the chance to prove themselves in the right conditions.

You do know that Iran's president has on many occasions called for the extinguishing of the Israeli country/people? That's kinda similar to what happened in WWII... and by similar, I mean exactly the same. Did you not know this?
The U.S. can't bear a grudge against Iran for ever. Well, it still dwells on the Monroe doctrine – a nearly 200 year old policy that declared that any attempt to colonise land on the continent of North America would be regarded as an act of war. Iran stormed the American embassy in Tehran in 1979 and took dozens of U.S. staff hostage. The U.S. has not forgiven Iran for this act of war and the GOP hopefuls have also been siding with Israel by beating the war drums. Send the German-born Pope or Mikhail Gorbachev to the supreme leader. They are all nearly the same age. Maybe it would do Khamenei good to meet these two men.
Brad – deep seated hatred of the Jews and threats to wipe them off the face of the earth doesn't ring any BELLS with you? Doesn't bear any resemblance to Hitlers ambitions? Go ahead and put me down as "not surprised" when Iran does something to call off/sabotage/destroy the UN nuclear talks... wait, they already have! You can have all the talks, inspections, etc you want... you still can't trust the Iranian government when they tell you that you've seen all the possible sites there are to inspect. To take their (Iran's) word on that would be a mistake and make me call into question the IQ of the UN inspectors should they believe whatever Iran has to say, this considering their (Iran's) history of deceit and detachment from reality under their current government.
I'm not calling for war... BUT you have to be honest about the parties involved, who has done what to date and if the current situation seems like more of the same from the past. Iran has to prove they're ready to the rest of the World, not the other way around.
@wulfduggler – My parents are Israeli, and I'll be the first to say that dropping any bombs on Iran (let alone nukes, as I assume you can't be dumb enough to suggest that this is a realistic option, but you may be.... who knows....) is a LAST RESORT. The fact that sanctions seem to be working as evidenced by Tehran's apparent willingness to come to the negotiating table and agree to limit enrichment to 3.5% to 5.0%, should be viewed as a step in the right direction! Iran screwed up my messing around with over-enrichment and eluding the IAEA, we hit them with sanctions, now they're backing down..... if things work out this way, diplomatically, then we all win because a war was averted! I will agree, however, that if this is simply a stall tactic by Tehran and they do not make good on their apparent willingness to back down..... BOMBS AWAY B-TCHES!!!!

It should be noted That Iran has actually met it's obligations to the treaty that it signed. The west decided to move the goal posts.
Iran only started to process it's fuel to a higher level when the west placed crippling sanctions on Iran.
Funny to witness the west now begging Iran to drop back to 3% refinement. This same agreement could have been accepted over a year ago. The same with the deal Iran offered to exchange it's fuel. The west turned that reasonable offer down as well... one of the stupidest things it could have done. Now the west would like that. So it is the west that keeps stumbling with the ball.
Zakaria points out that one of the keys to a deal is for Iran to open up to inspections. But what does that mean. It has aready allowed inspections and was recognized by the IAEA not that long ago as co operating with inspections. But that was not good enough for the west. They wanted more. They insisted on checking areas which infringed on Iran's legitimate security concerns....which every country in the world is allowed to protect. This is the key problem that Zakaria does not address. How does Iran protect it's legitimate security concerns without the west screaming......."they are blocking inspections"? This happened all the time in Iraq. And it will happen again in Iran because it can't possibly allow inspectors into some buildings because certain secrets that it must keep..... ones that have nothing to do with nuclear weapons....... those secrets will be exposed. So it is impossible to "ever" verify if Iran is hiding something. And Iran can never prove it does not have something. This is the problem facing Iran and the west and this is why it will fail. Because people do not recognize this problem.
And now for the truth...
Iran lied about the existence of other enrichment locations, hence the tougher sanctions. That is all. You have NO IDEA what you're talking about. Besides that, Iran is in no place to negotiate... if they weren't making threats and acted like the rest of the civilized world... this nuclear thing wouldn't be as big a deal as it is currently. When you threaten to eliminate a country and a people, yea, you deserve every bit of opposition that comes with those hate filled rants.

I believe that Zakaria is on the right track in general but I also think he needs to explain how "any" country can open up all it's doors for inspection without completely sacrificing it's vital national security. I also think that the biggest US problem will be Israel. They will not allow "any" refinement of nuclear fuel in Iran even though as a signatory to the NPT, Iran has every right to do that. This is one of the big issues that has caused
the west problems....... the west has placed sanctions and punished Iran for doing what it is actually "allowed" to do under the treaty that it signed. They west has spoken out both sides of it's mouth and got itself into this mess by their own doing.
Actually, they have no right to do it. even Reagan said "trust but verify." Chamberlain is a very poor analogy. It is not appeasement, it's called negotiating. If the allow unprecedented verification, sanctions are not needed. Sanctions were imposed just for this reason. And it appears sanctions are working. It looks like we're squeezing them financially. The don't have the refining capability..

We said the same thing about Iraq and Sadaam back then...that "Sadaam is probably lying just like he usually lies about things." We found no WMD's and the Iraq war cost us so much money and lives.

You clearly have no idea what you're talking about. The whole point of NPT is to allow nations to enrich uranium while assuring the safety of other nations.. So to say that Iran should follow the NPT accord, but not enrich uranium is ludicrous. Iran has followed all the requirements of the NPT accord to the T, and in no report will you find anything about Iran having violated the accord. The little known fact is that what the west is demand from Iran is something above and beyond any accord. And Iran has only been accused of violating those demands (not letting inspectors roam free any secrete military facility – which western nation would allow an international body into its most secrete military facilities?). Iran IS letting in IEAE inspectors into it's nuclear facilities.
And the whole Neville Chamberlain thing is really getting old. You can use that argument justify any war, any time, and any where.
It has come to this because we have been appeasing Israel for the past 60 years while they continue to distract the world by crying wolf while commiting crime against the internaional laws. As we are busy with Iran they are grabing the land by bulldozing villages and towns and holding millions as hostages. Palestinians had nothing to do with world war 2 or the holocaust.

In case no one noticed, Iran produces and refines a respectable variety of ores, minerals, etc, including uranium. In fact, they likely have thousands of tons of it. On top of that, there's got to be around a dozen countries with actual nuclear warheads, and two to three times more with immediate capability of the same or other WMD technology. So....... the real problem is who would be suicidal or insane enough to actually use them? Maybe no one right now, but tomorrow, who knows ? We (meaning Israel, Russia, China, USA, and others) are literally threatening to use them just to settle WHO can have them. So how will this episode play out ? Those that hold power in Iran, know that time is running out, and that by attaining a nuclear weapon, they believe they can continue their hold on power. Failure to obtain an atomic weapon soon, and a change in government that represents the Iranian people, will spell disaster for the ruling mullahs of Iran.
You mentioned that Supreme Leader Ayatollah Ali Khamenei has consolidated his hold on power, and thus will be amenable to a deal with the west regarding nuclear enrichment. The opposite is most likely. Internal and external forces are working to topple the government, no more so than an energy rich country like Iran, so that acquiring the notion of atomic weapon security is paramount.
They don't need nuclear weapons to have power. They have oil. They decided to inflict their own sanctions and now there is a possible "deal". Is this a coincidence? Iran needs nuclear power to generate electricity to conserve their natural resource -oil and also an atomic weapon to defend that natural resource that international corporations ( Wall Street Monopoly Game players ) are eying for privetization and outright theft like in Libya. Why are we so naive to think that all other countries, and especially other governments, value the same things we do? Negotiating with Iran and North Korea is like walking through a field filled with land mines. And we're so eager to run through it, giving aid along the way, thinking we can buy friends. There are several countries on the planet that want nothing more than our entire destruction. And there are governments that not only oppress, but starve their people to retain power. While it is certainly worth the effort to engage countries in discussions, it is naive to think that logic that works in places like the US will be convincing in all other parts of the world. Besides, it also seems rather arrogant for the US to say who should and should not be able to develop nuclear capabilities, since we're the only country to detonate an atomic bomb on another country in the history of this planet.

Even if they agree to only a 3.5% to 5% enrichment program...those reactors will over time create weapons grade material in the rods....and the outside nations..the east, west, north,south...must keep an eye on all rods...no storage of old rods should be allowed...and every kg of material must be accounted for...Even Russia could not do that..And have the U.S. been able to account for every kg of our reactor material...I don't think so..so how could we do it in Iran?...Maybe the only way is if Iran does not control it's own reactor..but the outside nations do...many of the worlds power plants are run by non-domestic employees, corporations, other nations...that includes providing guards and security to those power plants...
It only takes about 16 kg of weapons grade material to make a weapon...

His credibility has to be viewed in that light.

I don't care if Iran tries to make a bomb or even succeeds. Just so long as they know that the day they announce they have one they get nuked. And is Iran actually insane? It's a million babies a year. So, come on, let's pass a law to outlaw it and then as a nation we can force those one million mothers to go through the mandatory nine month birthing process and also make them all pay the required 30-50 thousand bucks each per birth. I know most won't be able to pay. So, I'm okay with adding a trillion dollars to the national debt per year, which it will add up to after about ten years have passed or so. After all, someone has to pay for the million births a year–$50 to $100 billion a year–and the room and board and schooling of all the million more extra democrats born each year. And, yes, they'll all be democrats. After all, we republicans are moral. We wouldn't have babies like that.

Hey, at the very least can we have some more weapons and vastly increase the defense budget? We can cut back on the social programs for the middle class and the poor. But, we can't risk slowing the economy at the same time. So, we'll also give the job creators even more tax cuts. I know, I know! We'll also track down the 50% of Americans who are too poor to pay taxes and make them pay their "fair" share, like we've been hinting at for so long.

What are you smoking to think a deal is possible. Here is exactly how things will go. Iran will go into negotiations. They'll set some demands they know the west cannot accept, but actively talk about them. Over time they will accept or conced on some points, just so the negotiators feel they are making process. But this is all merely to give them time to move forward with their program or devise and implement ways to hide aspects of it should they reach an agreement. The goal is to give the soft hearted in the West enough of a feeling that a deal is possible and progress is being made, such that they have enough time to meet their goals or hide the project so deep it can never be found or hit. For anyone to not see this ploy and understand this is what they are doing, well, I can only assume they suffered some sort of traumatic brain injury.

Iran most likely has already made a bunch of highly enriched uranium and has hid it. so now they can allow inspectors in as they finished the weapon enrichment. and tucked it out of sight. inspectors will now see nothing. anyone who thinks otherwise is nuts.
it is not possible to do this. running centrifuges in a configuration that would result in highly enriched uranium would leave tell tale traces that can be identified by scientific means. the iaea already found traces of highly enriched uranium on some of iran's very first generation enrichment hardware, and traced the residue back to pakistan.

Fareed's scenario assumes it's all just some big misunderstanding, that Iran's not really after weapons. The whole thing does hinge on Iran agreeing to full and regular inspections, but everything points to a clandestine weapons program and a high probability that Iran will balk at real, complete inspections. What Zakaria is pointing out is a very reasonable dilemma in the US. This is an election year in the US, and every politician wants to outgun its rival when it comes to Iran so as to not seem weak. The latest Iran sanctions under Obama have been very effective in isolating the Iranian economy, thereby devaluing the Iranian currency in half. If the Iranian government compromises on the nuclear issue they want the lifting of the sanctions in return. But lifting of the sanctions requires the approval of the more hawkish Congress which is led by the Republicans and not the President. Now, if you are a Republican politician in the US Congress/Senate and you could vote for a peaceful resolution to the Iranian nuclear issue by gradually lifting sanctions would you want to give that victory to Obama in an election year?
