In an interview Tuesday with CNN, U.S. Secretary of State Hillary Clinton applauded India's efforts to reduce its imports of Iranian oil but urged it to cut them further to keep pressure on Tehran over its nuclear program.
"India has reduced its dependence on Iranian oil. I know their refineries have stopped asking for orders to purchase Iranian oil. So they certainly have taken steps," Clinton said. "India shares exactly our goal; their goal is our goal, and that is to prevent Iran from becoming a nuclear weapons nation."
What role does India play in global diplomacy, specifically with Iran? Here's a re-post from a March look at India's "friendly diplomacy" to offer some perspective:
India is America's friend, Israel's friend and Iran's friend. Amid all the talk of an Israeli strike on Iran, how is India managing to stay friends with everyone? What in the world is going on?
India is being criticized here in America for continuing to trade with Iran despite coordinated sanctions on Tehran. The Wall Street Journal recently ran a staff editorial calling New Delhi "the mullahs' last best friend." It also criticized India for casting its lot with Moscow and Beijing "for a handful of rupees."
Let's get some perspective.
New Delhi's defense is this: Iran is the world's 4th largest oil producer. It's biggest customer is India, which happens to be among the world's largest oil consumers and importers. The type of crude best suited to India's needs happens to be Iranian oil.
So there's an economic argument here – India needs Iran's oil as much as Iran needs to sell it. There have been reports the two countries reached a trade agreement to circumvent sanctions. Iran can't trade in dollars, so it is selling oil to India for rupees and bartered goods instead.
But there are also geopolitical concerns. India lives in a rough neighborhood, with an intense rivalry with Pakistan. Pakistan has for decades believed that it needed to limit India's influence in the region, particularly in Afghanistan. Islamabad has supported the Taliban against the Indian-backed Northern Alliance. And who helped India by siding with the Northern Alliance as well? Iran. The Iranians have always been hostile to the Pakistan-Taliban axis.
Outside of what it views as core interests, India is nowadays inactive on foreign policy. It has rarely been a force for good in the region or around the world. When the Maldives recently had a coup, New Delhi remained passive. During years of unrest in Myanmar, India rarely took a firm stance against the country's brutal military junta. And so on with other crises in the region in Sri Lanka, Bangladesh, and more. Compared to the clout it wants to have, New Delhi has paid only mild attention to its foreign policy. The Economist recently pointed out that India, with its population of 1.2 billion, has fewer diplomats than New Zealand, with a population of just 4 million!
Americans tend to believe that all good things go together. They befriend India, another democracy, so they will have identical views of foreign policy – the same friends and enemies. But India has different economic and geographic interests. Indians, for their part, think they can be free-riders on the international system, exploit the stability and security of the current set up and narrowly pursue their own interests. But for the world's largest democracy, that's an unworthy mission. India does have a tryst with destiny – and it isn't to buy cheap oil from whomever and damn the consequences.

fyi a survey conducted few years ago showed that Indians are the most pro US. But unfotunately Americans have been totally myopic in their policy. India is not a part of a military alliance like NATO, that it heads. It cannot afford to upset every freaking country running around with anti-human right records and other issues. Can US dare put sanctions against China?
India supports sanctions and give comments in support of the western actions, don't expect more at the moment. But i agree India needs to be more active in foreign policy and start taking sides, neutrality does not always work, especially for nations that wish to be supernations.
India also does not have many choices. Their main goal is lifting folks out of poverty. Indians work in lot of countries (Gulf) and could not take tough stance on Iraq (for example).. Like they say, beggars can't be choosers..

Kishan brings up a very good point about the US not sanctioning China. It seems our idealism ends where profits begin sometimes. And this is a shame for us. I don't like Iran, in fact I despise them. But I can't see a point in pressuring India to sanction Iran when we won't sanction obvious despotic regimes like China. I think we have the capability, but not the political will. And I think a lot of it has to do with China's vast propaganda machine, but still we need to live up to our values before suggesting that others do.
India also does not have one of the cheapest oil prices inthe world which the US has due to the fact their companies own most of the oild fields in the world. Moreover, Indian diplomacy in my view has been a grand success in preventing another war with China or Pakistan, while the US is only bent on that losing thousands of their citizen lives to meaningless wars whcih can be otherwise won by diplomacy. Unlike the US, we value our citizen's lives and would rather strike friendships and peace rather than fight with everyone. If Iran is willing to sell us oil, we should take it.

In my opinion India does have a Foreign Policy – in short it is called "mind your own business". Current Indian foreign policy is primarily cultural. India's ancient empires never undertook sea expeditions on the scale of Europeans due to brahmin priests and astrologists prohibiting sea voyages or crossing of oceans. Indians have welcomed and integrated a myriad foreign cultures and races over four millenniums. I believe that Indian foreign policy will remain non-expansionary for a long term. Additionally, it has been kept out of a seat from the permanent council of the security council. India can be a force for peace in this body.
II agree with Fareed that India should take a moral stand for world peace and good. However, at this point it needs to be llimited to rhetorics. Stronger action in the future can follow when it has dealt with its humongous problem of poverty, illiteracy and social justice. Or in numerical terms when its Per capita is more like $10000 per head instead of the current $2800. Let me be clear, America's dispute with Iran isn't India's dispute. If we want to buy foreign oil from Iran, we will. At the same time, we would love to ensue better economic relations with the USA. It's in India's best interest to continue to trade with Iran just as it is in USA's best interest to provide aid to Pakistan to help support their war on terror even though the world knows that Pakistan has been sponsoring terrorism in India.
Iran has stated that it is only developing nuclear energy for peaceful purposes and is willing to increase it's level of transparency provided there are discussions and it receives the appropriate incentives. Israel has been spreading the propaganda about Iran developing nuclear weapons because a nuclear Iran forces Israel to change it's policy of using force when, where and how they desire. Israel needs US support without which it cannot tackle Iran but, the US seems to getting nothing out of the whole fiasco except for the fact that the next elections are around the corner and Obama or Romney whoever the next president is will need the financial contributions made to their campaigns by the Jews and therefore can not be seen as acting against or not supporting Israels interests.

I had higher hopes from Fareed Zakaria, this article i think has been written out of desperation rather than logical analysis. Why do you think it is India's fault if sanctions applied by US on Iran are not having the effect they were designed to have. To me that seems poor planning ! I think India should stop buying cheap Oil from anywhere in the world "Damn the consequences", the day US stops buying it from Saudi Arabia. I don't see US having any problems paying saudi's billions of dollars for cheap oil, while ignoring the sharia law and all other hypocrisy within that nation. The problem with India is that it has become too big to govern. Too diverse to manage. Has no clear cut foreign policy except to survive day to day. Hence one day it is double crossing Americans in Iran and the next day cutting under the table deals with Talibans. For it to grow out of poverty it needs about 30% GDP growth.That ain't forthcoming. Anything less will pull it down further into poverty. So India needs Americans to help it in every field particulalry protection against China. Now, you can't have your cake and eat it to. The americans expect quid pro quo. When the americans say jump they expect Indians to say how high. Indians wants some face saving mechanisms but unfortunately beggars can't be choosers. So therein lies the dilemma. It appears to me that implosion of India politically is imminent along the lines of Soviet Union. Several independent states will emerge of what is now known as India. A regime sanctioning another regime..That's what is happening here.... In midst of all this political propaganda did anyone really stop to think and find out how much of the US population really cares for such sanctions on Iran. If they want Iran to quit their nuke programmes and fall upon their feet they should do it more with proper foreign affairs more peace talks, more understanding and compromising on mutual interests. Not this way of telling other countries what is right and what is wrong for them to do. India has a huge population spread across all over the world and in every industry sector. Well said. After centuries of existence this poverty stricken country called India is still struggling. They can't figure it out. They have tried to be grilfriend to the Mongols, Persians, Afghans, Moghals, Soviets and now Americans but still cannot survive on their own. Reply to krm1007 – I would suggest you first get your primary history right about your own country and then of others.
