Mexico on the rise

By Fareed Zakaria

This past week, Los Cabos, Mexico, was quite literally turned into a global public square. Leaders from 19 top economies plus the European Union gathered to discuss the world's major crises: the euro, global growth, Syria. But the G-20 summit, as it's called, also shed light on a few crucial relationships.

Take the U.S. and Russia, for example. Much was made of how Presidents Barack Obama and Vladimir Putin leaned away from each other during talks. Commentators said it felt as chilly as a Moscow winter. Contrast that with Obama and Chinese President Hu Jintao: a warm handshake and big smiles.

But the meeting that really got me thinking was the one between two Latin American leaders: Mexico's Felipe Calderon and Brazil's Dilma Roussef.

Why?

Right now, Brazil has the world’s attention. It is a much vaunted BRIC economy in the company of China, India and Russia. On the other hand, the perception of Mexico is that of a poor country with regular drug-related killings.

That may be true. But very quietly, Mexico is stepping out of Brazil's shadow.

To understand why, let me first explain Brazil's recent rise. Ten years ago, Mexico's economy was bigger than Brazil's. But then Brazil suddenly began to grow much faster, so much so that its GDP overtook Mexico's and became twice as large. If I had to cite one main reason for this, it would be China, Brazil's biggest trading partner. China's growing appetite for commodities led to a boom in resource-rich Brazil.

But just as China buys from Brazil, it competes with Mexico. After joining the World Trade Organization, Chinese manufacturers have undercut Mexican ones, selling at lower prices and in bigger quantities.

Not only that, Mexico's biggest trade partner has had its own troubles — and I'm talking about the United States of America.

But it seems we're now at another twist in the tale.

Brazil can no longer count on a sustained boom in global commodity prices. Growth has slowed from nearly 8% in 2010 to 2.7% last year. And Brazil has become uncompetitive. Its minimum wage is three times that of Indonesia and Vietnam. The World Bank ranks Brazil 126th in the world for ease of doing business.

Mexico, on the other hand, ranks 53rd. Its economy is set to grow 4% this year. Take its auto industry, for example. It generated $23 billion last year, more than oil or tourism. Mexican factories are slowly replacing Chinese products in America, thanks in part to regional trade agreements but also because China itself is facing rising labor costs.

Mexico's growth is crucial for America. The more Mexico rises, the less America will need to worry about illegal immigration. In fact, studies show migration patterns have already been reversed.

More: Immigration lessons for the U.S.

And while Brazil tries to play a role as the alternative power to America in the Western hemisphere — harkening back to the days of non-alignment — Mexico is more in tune with American ideas. It is a solid foreign policy partner.

As Mexico gears up for elections on July 1, its new president will have a long checklist of problems to fix. State monopolies need to be broken down; corruption must be confronted; creaking infrastructure needs repair. But top of the list is drug-related violence, which shaves off 1 percentage point of GDP growth every year.

Brazil remains a bigger economy, and will likely stay that way for a while.

But don't let perceptions of Mexico fool you. Despite all the violence, despite being overshadowed by its flashier neighbors, it is quietly on the rise.

It has taken Mexico a long time!
It is a pity that Brazil has fallen prey to left wingers fairy tales, fables, policies and false propaganda.
While the " mind over matter " equation is commonly known and accepted, lesser known and understood is the reality " spirit over mind over matter ', so I will replace it with 'morals over mind over matter'.
Morals are needed to motivate the elite classes in Brazil to do what is good for the Whole Country.
Morals are needed for the civil servants to do their job without asking for bribes.
Particularly now that the minimum wage has been increased.
Morals are needed for workers to be responsable and productive.
And I can tell you now that it is not happening with terrorist Baby Genocider Roussef.

Alicia, those stupids peasant as you call the Mexicans, are the people who built your houses, put food on your table and built the highways where you drive everyday. I would like to see Whites working so hard for 12 hours in the sun without complaining. I don't like it the way that you disrespect my people, as a Mexican I have the moral obligation to say how wrong you are. I would like to see my people going back to our land and leaving your America without those hands, I will see you picking fruits, vegetables, bricks, cement and wood and bending your nice back!

Alice-perhaps you should learn to spell before you go around calling other people idiots. You don't seem too terribly bright yourself. And if you were intelligent, you would know that being a peasant does not make someone an idiot–but being a small-minded bigot does.

Maria Ortega, get a clue. Not every hard job is done by a Mexican. That argument is lame, overused, and gets you no where. Develop a cogent argument sometime, and get some editing; no one is reading all that. Epic Fail.

Mexicans didn't build my house. Mexicans don't "put food on my table". Mexicans are cheap labor. That's it. If they are all so hard working, why can't they build Mexico into a country worth living in? I guess they don't have the intelligence.

Maria Ortega: Are you sayig that Mexican workers were soley responsible for building the Interstate Highway system, or any other system of roadways, in the USA ? White's not working "12 hours in the sun" ? Did Mexicans build Hoover Dam, the Empire State Bld, World Trade Center, Mt. Rushmore, Golden Gate Bridge, or any other major architectural structure in the USA ? Did Mexicans settle and farm in the USA in the late 1800/early 1900's , plow the Nebraska and Kansas fields and plant and harvest millions of acres of corn, soybeans, beets, and other food-stuffs, or establish and manage huge ranches with thousands of head of cattle in the USA ? My opinion is that economically deprived white's WOULD perform 'field work' if they could, but greedy white 'boss-men' don't want to pay decent wages and they know that the Mexicans will work for low pay because, after all, it is still more than they can make in Mexico, and that the United Farm Workers of America will see to it that white's are not allowed to push the Mexicans out of their 'rightful jobs'.

People are people... There are good ones and bad ones. Most just want to work, take care of their, family and build a future. This is true around the world...

        June 27, 2012 at 4:26 pm |
      • nrubio

        @Z_2k

You're right, none of that was done by Mexicans... It was done by Irish, Italian, and Eastern European immigrants... Why? because the existing "white" population would not do that kind of back breaking labor. It has nothing to do with race and everything to do with the ambition to take a hold of an opportunity and seize it. This country was built with wave after wave of immigration. Anyone who denies that does not have a solid understanding of the history of this county.

MARIA: We were doing all of those jobs until the illegals came and undercut us. Illegals immigrants have destroyed our economy. I hope every damned one of them are deported. We should do at our Southern border what Mexico does at theirs. You people that make Americans seem like nothing but lazy jerks are retarded. If our country is so bad, why do so many Mexicans sneak into here? Why don't they stay home and fix their own country. Legal immigrants any day, illegals deported today.

        June 28, 2012 at 12:39 pm |
      • Igor Ignacio Stravinsky

No need for bigotry. The fact is that here in México we are begining to see, little by little, a lesser need to migrate to the USA for jobs. Indeed, our economy is on a steady rise and hopefully wil reach a status where it will be more self-sufficient than now. All this in the midst of a drug war which would not exist but for the great drug demand in american siciety. Otherwise, we would be past half way to a complete economic achievement. Greetings

MARIA, ALL THOSE JOBS AMERICAN WORKERS USED TO DO THEM BEFORE THE ILLEGALS CAME AND LOWER THE WAGES. A FACT.

        June 26, 2012 at 12:21 pm |
      • Marlin

The same said the Romans.... not they didnt?

What are you talking about Maria? The Empire fell because it was weak internally and couldn't face external threats. Its armies were loyal to the generals and not the state so it was always suffering from civil war. Then massive waves of immigrants entered the empire. They agreed to help the empire, to fight its enemies in exhange for land and jobs. Then they began to extort the Empire with threats adn eventually these immigrants tore it up from the inside.

I am NOT saying that is what immigrants are doing in the US. However, if your going to draw in history do it properly. If anything the fall of the Roman Empire points to the dangers of large numbers of immigrants entering your who dont consider themselves part of it.

It is a pitty that we fall pray to imperial spokespeople and believe everything we read. Mexico's "miracle" is hardly one at all. Producing more cars for export is hardly and indicator of good economy. Mexico is ruining whatever is left of its sustainable economy. The ruling elite may be in tune with our elite, but it is more of a liability then a plus. What exactly is worth emulating from our own experience? What is so valuable about our own foreign policy that it should be a pride of Mexico to emulate? We do not understand our own economy and its structural problems. We are kicking all sorts of cans down the road, and patting ourselves on the back. The problem is, our elite economists, captains of the industry and politicians have developed a case of severe autism, and do not grasp the reality. Our financial system is a disaster, yet to be dealth with. And the endless violence in Mexico? And our shipping arms to fuel the violence? What exactly is that all about? Is it very likely an ongoing effort by the ruling Mexican elite to take over drug trade, but to do it, they must "empower" one or two druglords, and get rid of all others. Once this has been completed, the income from drugs will further bloat the same elite - fully divorced from the reality of life in Mexico. But that is happening to all the elites in the Western world. Worlds away from the reality, they fantasize geopolitical dreams of world domination and glory. The problem is, the stench of the real life around them no French parfumes can eliminate.

One way or another the country is still there and trying to get ahead even in the face so much negative publicity and hatred against all things Mexican. The country is not at the bottom of the barrel as compared with many others, but is one of the G-20. Yes, it has many problems, but a little at atime those problems are getting solved. The ones of us here illegaly came over to work and work we do. The idea you have about us getting things for free is totally false. we sweat the shirt and get rough hands to get food and to pay the bills. I will never apologize for getting medical care after falling from a scaffold at work or for taking my baby to get her shots, nor for sending my kids to school where they may sit next to your kids. I happen to think that education is a human right which I help payfor through my rent payments' portion of property taxes. "India's economy: The tiger that's actually an elephant
    Posted by Lisa Renaud
Investors have been disappointed by India's slowing growth, and even more sheen came off last week courtesy of S&P's downgrade. Panelists at this Global Conference session on India (full video available here) agreed that the move was justified by the macro picture.
India's coalition politics may slow reforms, said Apollo's Sanjay Patel, especially since many poor voters are not educated. "Tiger is the wrong word," he said, arguing that a lumbering elephant is a better analogy. "

Some of this is all political. Allies try to prop up and provide public relations support to a country as a gesture of returning a favor even though the growth may be artificial. India is a case in point, in my opinion. How can you have 10% growth one season and bust the other? LOL

Topographically Brazil is in a better position than Mexico. Brazil is flater and much igger, hence it has been able to use its land for farming. As an agricultural superpower it's one of the main grocers of the world Recently the country has overtaken the U.K. as the sixth-biggest economy in the world. Yet state-planning is still part of the economic game. Rising bureaucracy and corruption might be obstacles to its development. Mexico has been under one-party rule for decades. Perhaps the vicinity to the U.S. might help Mexico grow and modernise step by step.

The correlation between geograpical elevation and prosperity seems unsubstantiated among nations. It certainly has romantic connotations in musical melodies such as "Ain't no mountain high enough...Ain't no valley low enough......" Secondly, the biggest hindrance to Mexico's growth has been close proximity to USA. Most neighbors/friends of USA have lagged behind. Americans are bad karma...is ...I suppose, a hypothesis worth pondering.

Mexico is no longer under a one-party rule... it hasn't since 2000! It may not have a "very strong" democracy yet but I think it's a work in progress.

Name a country with "strong democracy". Our two party system is rigid and does not allow for diversity of political ideas. And both parties are absolutely indistinguishable - except for some show "issues" so they can look and feel different. in substance, none of them have any ideas, and the result is structural hardening of arteries and our ailing economy and finances. No ideas outside of party rigid structures can ever penetrate.

Please, the last 12 years have been under other party administrations. The less input they get from the North, the better off it will be.... example: Mexico had a debt ratio to GNP of only 26%, USA has one at 103%. Mexico is a net Exporter, the USA is a net Importer. Mexico has developed it's middle class over the last 20 years, The USA has destroyed it's middle class. Doing bussiness in Mexico is getting easier every year and they are dismantleing Monopolies, the USA is more difficult every year and is creating facist governent/corporate monopolies each time the congress votes......

Even with the unreal amount of wealth and as its squandered beyond belief, The fanatical religous beliefs simply show how backwards the population still is to this day. Sorry to rain on your party but the following may enlighten you perhaps and open up your horizons a tad bit.

It appears to me that Muslims are the fastest growing segment of world society today. As others are withering away the Muslims seem to be rising again with their contributions as was the case historically when they ruled India and Europe and left behind a legacy of science, art, architecture, culinary et al. One only needs to go to Spain and India to witness this. As immigrants, it is a good thing to be aware of your glorious heritage and be connected with it. The Italian immigrants do it as do the Germans, Polish, Jewish, Hispanic and many other cultures. What really pleasantly surprised me was what I witnessed in the Middle East. A tolerant society that has come so far in a few years. Most importantly providing job and economic opportunities to all, Hindus/Indians, Jews, Christians, Muslims, Europeans, Americans, Africans, South Americans, Chinese, and Russians etc. Never have I witnessed such openness and equal opportunities unless you go back to the times of Muslim rule in India and Spain. My conclusion is that the Muslims get it. They are striving to once again take their leadership role in the world order and take this civilization to its next level of excellence. The climb to success and progress is not a linear curve but a stochastic one. Let us join in wishing our Muslim brethren well and much success in their endeavors. If we can't help them let's not pull the rug from under them.

Actually we could use quite a bit of immigration from India and China. You see, we for whatever reason have put out countries education on the back burner and our students aren't competing well in science/math. Some technology companies are even complaining that they have jobs, but Americans can't fill them. They are literally recruiting from other countries to come here.

TOUGH TIMES IN INDIA: FOREIGN FIRMS PACKING AND RUNNING FOR EXITS
“NEW DELHI/MUMBAI: Frustrated by a lack of opportunities in India, Germany's Fraport (FRAG.DE), the world's No. 2 airport operator, is shutting its development office in the country, the latest in a growing list of companies exiting Asia's third-largest economy.
"When we came to India in 2006, we were actually extremely bullish about the market. We felt India had a lot of potential at that time," Ansgar Sickert, who heads Fraport's India operations, told Reuters in a telephone interview on Friday.
"We were disappointed when none of these opportunities materialized," said Sickert.
The list of companies to leave India includes telecoms carriers Etisalat ETEL.AD of Abu Dhabi and Bahrain Telecommunications Co BTEL.BH. Another firm, Norway's state-backed Telenor (TEL.OLhas threatened to pull out…..
India definitely faces the threat of more foreign companies signaling an exit in the near future, as well as warding off new entrants. …
According to a Nomura report last month, multinationals pulled $10.7 billion out of the country in 2011, up from $7.2 billion in 2010 and $3.1 billion in 2009.
"Augere, which owns 4G broadband airwaves in one of India's 22 telecoms zones, has stopped operational activities and is set to sell its airwaves due to regulatory uncertainties, the Economic Times reported last month.

Unfortunately, that alll failed following 2001 and then after 2008 and unleashed the Mexicos, Indonesias and Pakistans of the world out of nowhere. More is yet to come for the better for these countries. These are some of them that will lead the prosperity charge going forward.

I hope Zakaria shares this info with the current Mexican presidential candidates. In two past debates one of the four candidates recognized that Mexico had to increase trading ties with China and raise its own GDP by investing on exploiting its resources. The other three had no clue what the other one was talking about and went for the easy and broad fixes i.e. poverty, corruption, crime.... If Mexico is to succeed, they need an individual that will lead them out of the status quo, the mentality of national sovereignty and relying on its own knowledge and not asking for help from other countries is just outdated

Come to think of it, this is an infomercial. No doubt that Mexico has many great things, but thanks to our media we seldom see anything other then sad children with running noses and flies. But this story of economic miracle, and solid "foreign policy partnership" is a sales job. Looks like a reward to Mexico with good PR, and that is that. Its economy is still following the failed path of ultraliberal economic religion that is destroying our own productive people and the American life that generations in this country buiilt. But watch, should Mexico stray from the path, suddenly we will become "concerned" about their economy, and point out all the ills that we happily ovelooked before. Just like India. The mess there was not ever a concern for as long as they follow the path of being our door(mat) into Asia. I guess India has displeased us somehow, because now we see all the problems with its economy and poverty. All the things that were there from the beginning of time. Not that long time ago, they were the "lagest democracy in the world", and now they are a butt of jokes. Such economic musings anybody can write - one just needs to "get a memo" to know if it is a time to find gushing words of praise, or heap contempt and abuse on everything they stand for.

Every country has its poor people that are striving to succeed and may consider immigrating. Any of us would consider migrating into another country to obviously succeed, it is human nature. Don't under estimate Mexicans, it'll come bite you in the ASS when these become your bosses, and discriminate against you. KARMA is a B, so watch out. But in all honesty, the GDP numbers don't lie so just focus on that and change the idea that Mexico is dirt poor, illiterate, etc.

All of this racist crap is disgusting. Fact is, we have created an economy that is dependent on Mexicans. We need their sales tax income, their acceptance of low wages, and the skill sets they bring. Are you telling me there are Americans who would get up at 4am to go and wait all day in the hot sun to do any kind of labor they are asked? Mexicans are some of the hardest working people in this country, which anyone who grew up around them knows. That is why even GWB tried to tone down the racism of the GOP, he knew more of the truth.

Instead of blaming illegal immigrants why don't you blame the companies that hire them. You like to insult these people but the fact is that white Americans are the ones that hire them because they know that these illegal immigrants can do far a better job in less time than regular Americans would. Just imagine how many smoke break an American has to take during his/her shift? LOL. Anyways, next time you see a hispanic on the street instead of saying "those d amn illegals" why don't you say "those d amn employers"

The Aghori or Aghouri is a Hindu cult that is considered to have split off from the Kapalika order in the fourteenth century AD. They have cannibalistic rituals. The streets of northern Indian cities are littered with followers of this cult carrying a kapala, which is a cup made from a skull! These bizarre people will eat anything from rotten food to animal faeces. In order to achieve the highest citadel of enlightenment, the Aghori will perform horrendously crude rituals. The finality of their rituals is attained from eating the decaying flesh of a human.

Great article Mr.Farid, How disappointing however that the majority of your readers, and I say the majority, not all of them are a bunch of idiots. Obviously most of them did not even get what you were trying to communicate. Some of them are quite funny I must admit, especially the Uncle Tom Latinos voicing nonsense just to suck up to whoever they perceive as true Americans. Mr.Farid I appreciate the article because it is a positive note found among an ocean of negativity and sensationalism.

Yeah, have to agree. I've travelled in Mexico. Emigration hurt that country. A corrupt government, a country no one cares about, hopelessness and poverty- a place where they force you into the military as a teenager and force women to give birth to babies they don't want. Who made money on illegal immigration? Big agriculture. The housing market. The financial industry. Politicians.

If all Mexicans have to be deported immediately, what about all americans. Do all of you go back to the old countries and can the natives have their land back?? What about that? America was built by emigrants. What's the difference if you stole this land in the 1800's or if you want to built a future for your family in the year 2012? And yes the pioneers stole this country, it wasn't given to them...

Nice try but giving yet more away so that they can grow economically is not the US's concern. And I would like to see the laws change so that illegals can be shot or detained for a time and used as labor so that they dont cost the US anything . This I believe would stop the flow because they wouldnt profit at all and possibly lose their lives. Now they play the game of deport and come back deport comeback

It seems to me that with all the comments on Mexicans and how they should go "home" that something is being forgotten here.
Mexico owned a substantial part of the so called USA previously; therefore Mexicans were legally there long, long before any of the so called "white people" who seem to think for some reason they have belong there more than the Mexicans do.
Where did you get this idea? If your education system was any good you would know your history better and realize that they were there first. Before you jump all over about how "good" your education system is try googling where the USA sits in the world wide tests for maths and sciences, very poor for a so called first world country.
I have met Americans who did not even know where some of the states were in their country and others who had never even heard of some of the states. Unbelievable !!

We got that idea because back in the bad old days we took it from the Mexicans. Ever country on Earth was trying it. We provoked a war under the guise of Manifest Destiny. I am not saying it was right, but it's a done deal. There is no way we will ever give it back, so deal with the Realpolitik. It is a fact that we have done more with this land that the Mexicans or Indians ever would have. By your line of reasoning, every person on Earth should live in Africa. This is a different time, and a different world. You can put that argument where the sun doesn't shine. People like you probably support shelter cities and amnesty. The illegals have destroyed our economy, for the benefit of Big Business, yet you seem content with that. What a piece of work.

I agree with you 100%. It was originally the Mexicans land to begin with, but it was stolen. Don't care how long ago it happened. I mean lets be honest here, how can Americans call Mexicans illegal when they themselves are illegal...been sitting on stolen land for centuries and then try to tell the natives of the land he's an illegal immigrant. What a joke!

Leaching however, isn't a uniquely Mexican trait it's just that the Mexican plight is very visible right now. I look forward to a time when Mexico is stable enough to its citizens they no longer need to exodus.

As Americans what the Law Makers show the 5 US Banks and large Corportations are busy setting up shop in Mexico. The next housing boom will be Mexico as investers look to place their money for profit. The same plan used in the USA that brought down the housing industry wil be used in Mexico. The loans will be accepted and fixed as it was done in the USA and there will be billions to be made. Newt Gingsrich will join in for his History experience used in the US. Mitt Romney has already invested in Wal-Mart in Mexico and his son is looking for redevelopment deals. The crooks have moved on and will return after Obama leaves office and fixes the US Economy. As people around the World rebuild their incomes the Mexican second home will be nice. The Mexican drug dealers will know their place and stay in it. The damage has been done and the crooks will come back to the USA when the country has been repaired. Now Alderson/Macau Chinese Mafia did good by teaming up with Mitt as they have a foot in the door to Mexico and will use their corrupt gambling there next.

    To Fareed Zakaria,

Perhaps the perceptions you metioned at the beginning of your article when you said "Mexico is that of a poor country with regular drug-related killings" are those of ignorant, low or un-educated Americans who have no clue about their our country, let alone their neighbours or the rest of the world. Certainly lots of Americans think Mexico is a poor country relative to the US, and that is true, but Mexico in perspective is NOT a poor country. It has the 3rd largest economy in the hemisphere and is placed within the top 3 on income per capita in Latin America on PPP. It's richer than Brazil in PPP (especially since the real is mega overvalued) and is well into the top middle income countries in the world, although with still lots of [poverty that needs to be erradicated.

But just to be clear Fareed, Mexico is not Nigeria or Pakistan, which are REALLY poor countries with lots of issues and violence of their own who have nothing to do with with countries like Mexico.

It is pathetic and disgusting how some Americans are so condescending on Mexico (and other countruies as well) as if their country was perfect. Get a really check and accept that you are not all that!

On a global scale Mexico is not poor, and it has a higher per capita income than Brazil; in terms of violence, that is limited to some regions, and is nowhere comparable to a war zone.
