Why Obama has disappointed India

Condoleezza Rice’s appointment as U.S. secretary of state in 2005 saw India become a priority for the George W. Bush administration. Indeed, in July that year, President Bush and Indian Prime Minister Manmohan Singh announced a nuclear deal that would free India of some of the technology and other restrictions first imposed on it after the 1974 Pokhran test.

While the center of gravity of the Clinton administration’s diplomacy towards India remained that country’s relationship with Pakistan, Bush expanded the dialogue to place emphasis on cooperation in space, military training, education and other sectors that had been neglected since the 1960s, when the U.S.-India partnership that helped bring about the Green Revolution in India dissolved because of Indira Gandhi’s alleged post-Allende obsession that the CIA was planning a similar fate for her. During the final couple of years of the Bush II presidency, it became easier for Indian scientists to visit the United States and for talks to commence on future hi-tech cooperation.

However, once Barack Obama came to office in 2009, and created an administration that seemed less about his own (stated) beliefs than an overall policy matrix best described as “Clinton Lite,” talks were replaced by talk. Obama was immensely successful in flattering Indian policymakers, for example by openly declaring (of course in India, rather than at U.N. headquarters) that Delhi merited a permanent seat at the Security Council. However, on the ground, the Clintonistas in agencies such as State, Commerce and Disarmament ensured that the welcome mat for India-U.S. technological cooperation got speedily replaced by the same worn rug that represented nowhere (unless, of course, if India followed South Africa in giving up its nuclear weapons). Conditions on military sales that were expected to be waived during the Bush II period, meanwhile, were reintroduced.

While U.S. military sales to India have increased, as have joint training missions, the placing of intrusive conditions on sale of weapons platforms, and a reluctance to offer anything other than dated U.S. models, has held back the military-to-military relationship, leaving it a mostly mercenary and opportunistic one, devoid of the broad strategic understanding and parameters that are needed to anchor any long-term relationship.

Interestingly, since the Bharatiya Janata Party-led coalition led by A.B. Vajpayee entered office in 1998, Delhi has, in effect, followed a policy of strategic retreat from its immediate neighborhood, in the expectation that the space vacated would get filled by Washington. Instead, it’s Beijing that has moved in. Today, in Nepal, Sri Lanka and increasingly the Maldives, primacy that was once India’s is exercised by China, which since at least the middle of the previous decade has seemingly had more influence over the Pakistan military than the United States. The absence of what may be described as a "bonding of fundamentals" that has characterized U.S.-India ties since Obama became president has led to a dilution of the post-1998 Indian acceptance of junior partner status to the U.S.

The dysfunction and hesitation on core strategic issues that has characterized U.S.-India relations since 2009 (despite the fact that in Singh, India arguably has one of the most U.S.-friendly prime ministers in Indian history) has been exploited by China to expand its regional influence substantially over the past three years. Having acted as if faithful toward the Europeanist view of the legitimate role of India (namely that it be a subsidiary power devoid of its own hi-technology skills and a seat at the diplomatic high table) President Obama is rapidly squandering the opportunity first afforded by Vajpayee and Singh of crafting a close strategic partnership between Delhi and Washington, a relationship that would be a nightmare to Beijing.

While Mitt Romney doesn’t seem to have clear views on much besides “prudent” tax planning, his just announced running mate has more than once spoken of the centrality of India in the international geopolitical calculus. Paul Ryan is clearly in favor of a return to the George W. Bush path of building a close partnership with India. Given his tenacity, there’s little doubt that he would ensure, at the very least, a return to the Bush II period, should his ticket get elected.

The question is, will it be too late? There’s considerable resentment in Delhi at U.S. foot dragging under Obama, and this has dampened the enthusiasm for closer ties. However,  for now, Manmohan Singh has until 2014 before his term ends, and hence the prospects for a genuine partnership still exist.

And what if Barack Obama gets re-elected? Will he accept that unless India gets added to Japan, the “jaw” that encloses the eastern coast of Asia from Vladivostok to Male will lack sufficient teeth to establish primacy in not simply the Indian Ocean, but the China seas?

As of now, there seems very little chance that the non-proliferation ayatollahs and the other NGO types that crafted so much policy for the Clintons have given up their grip on the imagination of President Obama. The result is likely to be the slipping away of any prospect of a meaningful U.S.-India alliance. The good news (if such it may be called) is that once again, the vacuum created by the United States may get filled by China, within whose policymaking groups there is increasing realization of the need to forge much closer ties with India.

    We have invested a lot of resources in India over the past two decades and given a lot of aid to prop it up. There has been no investment on this return. Instead India has squandered all the resources in building nuclear weapons while poverty remains rampant in the country. We need to revisit our relationship with India. American taxpayers will not tolerate this anymore. We need to take care of our own populace going forward. We cannot be exporting jobs to India or giving it financial or technical handouts.It has become too big to govern or create any value for western countries or even for its own population.

        What is this author complaining about? His prime-minister Manmohan Singh was received with the highest honours in Washington in November 2009. India was the first country to get a state visit to Washington during the Obama Presidency. Yet many commentators claimed that Obama snubbed Brazil's Dilma Rousseff in Washington by not granting her the honour of a full White House dinner, when she visited the US in April 2012.

      what resources US has invested in India? India has signed more than 10 billion dollars defense deals with US and if US is lenient in civil nuclear power and tech transfer US companies can get tens of billions worth of deals. US lost 20 billion dollar fighter deal because of offering old tech fighters not cutting edge. people like you will remain hurdle between our great nations which are natural partners and biggest democracies.

Just to refresh your memory US has provided India financial aid in trillions of $ through FDI, food to fight famine/poverty, transfer of technology (nuclear, space, missile etc), jobs, military, World bank/IMF/Asian Bank subsidies, access to capital markets in USA, PR/media support through CNN, UN support....................

      US has invested heavily in India – really? I dont think US has invested any money in India AT ALL. India has infact helped US by closing on Arms Deal and Nuclear Deal – India is paying top dollars to get this from USA.

      As for the technology – all the innovation and tech work is done in India that created a demand in US. I dont think it would have been the same without India's involvement. When Bill Gates brought Windows to the market, US was not ready to handle the expoding tech market...Its the markets like India that supported Technology boom in the USA, and now you are saying bring back the jobs? US was NOT ready to back then to handle tech jobs and its NOT ready now – pleople here are actually cozy being on welfare, no one like the hard work.

        Mr. S. Singh, if you were to track funds into the nation of India, a great many of them come from the USA. They come as outsourced jobs/ventures to India and they also come as a steady flow of saved paycheck money from the millions of Indian nationals who send money back home to the parents. Like it or not, U.S. dollars are definitely a significant part of the Indian economy and development. This would be entirely ok if India would relax some of its state-mandated iron monopoly grip on what can be marketed to Indians from overseas companies. Trade with India is rather one-way and that isn't very neighborly.

      Another ignorant assumption. India is not the top recipient of US aid evern 20-30 yrs ago. You might be referring to Pakistan. The largest amount of US aid to India was during the pre-green revolution era where under PL 480 (Public Law 480) we received food grains. We of course are thankful to the US government and the US people for that. Interesting thing is along with the aid came the weed that is ubiquitous across India now( Parthenium species). Another point to remember is that even during the tsunami we did not accept any foreign aid. Your comments smacks of ignorance and sound very dismissive.

        Really? The U.S. would not be able to progress without India. We are providing the high tech jobs that need an education to acquire. The Chinese are providing the cheap labor factory jobs. Those are the jobs that can be brought back to the U.S. The Indian jobs would require students in this country to actually get a Computer degree and ramp up in research and be willing to accept a lower pay (not the 6 figures a lot have come to demand).

    Not to forget Pakistan, we have invested a lot of resources in Pakistan too in last 60 years in terms of military and non-military aid. Still today's date, Pakistan has remained a rogue country run by army chiefs. There has been no return on investment in Pakistan, unless you call terrorism return on investment. Pakistan has squandered all the resources in building nuclear weapons and passed the nuclear-know-how to terrorist supporting countries. We need to revisit our relationship with Pakistan as well. American taxpayers and the policy makers are fools to ignore what Pakistan had or has been doing for last ten years like protecting the most wanted terrorists around the world. We need to take care of our own populace going forward. We cannot be sending our tax dollars to terrorist harboring Pakistan or giving it financial or technical handouts. It has become too big to govern or create any value for western countries or even for its own population.

They are our partners and we share a unified vision in addressing the challenges facing the world.
      The words of apology from United States and reciprocated by Pakistan are soothing to the families of those who died. For that Pakistan is thankful. It shows much maturity on part of Americans and Pakistanis alike. Let us move forward together in tackling the problems facing the world today, in particular terrorism and poverty, that are close to the hearts of both peoples.

    I voted for George Bush two times; Obama, although I knew he was a typical Chicago politician, still I voted for him in 2008 hoping for the change he promised; so far he hasn't delivered anything I was hoping to see; he has been a big disappointment to me and I am sure many other independent voters like me. I think if Ramny don't mess it up, he has a pretty good chance to become next president.

        President Clinton worked with both parties to get things done. Only leading your own party is a failure of leadership since he doesn't know how to work with the other side. Also don't forget that President Obama tried to get his budget through Congress and got Zero votes on it (no democrats voted for it). Ex-governor Romney has had experience and worked with a dems in Mass.

    I have read with interest the thesis presented on CNN that "less is more" in a political context as applied to India. Although Mies Van Der Rohe adopted this in an architectural context its economic and political connotations are indeed powerful. Empowering subjugated minorities in India by splitting it into smaller states would trigger uber economic demand for western nations who have given so much financial and technology aid to India with no return to show for the investment. I concur with this approach and with economic background find the premise to be on solid footing. Central Asian States (CAS) are a case in point on this successful approach. We need to understand that India has an unmanageable large population mired in poverty and we are spinning our wheels trying to feed it. It is also too big of a geographical unit to govern. Again, we saw how a few teenage talibans were able to invade it with a few BB guns.

        You need to check your facts. The indo-chinese war was launched by India. China would have stuck with diplomacy but India had to force the issue by moving 28k troops into Chinese territory, crossing an internationally recognized border (albeit one established by neither China nor India) and managed to lose nonetheless to only 6K Chinese. Just because India lost doesn't make it the defender. A poor example to cite if your point is that India's neighbors are the backstabbers.

    every country has to focus on their own development/issues first. USA is currently only focused on local echonomy and paying no attantion outside. Meanwhile China is progressing well as entire world is consuming its products. USA may be trying to stay calm in Asia to keep up goos relation with China. On ething Obama said before his election and didn;t do is he was planning to increase tax on companies doing business outside USA (read India) to promot homegrown developement. I think Obama could not do this as compnies doing business out side USA never got thier money back to USA (example Apple) hence no tax.

    Looks to be a politically motivated article with aim to convince Indian diaspora to vote republican instead of democrat. In my opinion Obama administration was not any different than Bush in terms of their dealings with India. The thing I likes about Obama administration was that they kept Pakistan in check over their terrorist activities and did not give them a free pass.

    What really does matter for Indian diaspora in USA is that Obama administration is pro-immigration, pro-education and secular as opposed to republican party.

    Under the Indian military rule in Kashmir, Ms Roy said, freedom of speech was non-existent and human rights abuses were routine. Elections were rigged and the press controlled.
    She said the lives of Kashmiris were made miserable by gun-totting security personnel who harassed and terrorised people with impunity, adding that disappearances were almost a daily occurrence as also kidnapping, arrests, fake encounters and torture. Mass graves have been discovered and the conscience of the world remains unstirred……
    The apathy towards Kashmir, especially in the western world, Ms Roy said, was because of their pursuit of commercial interests in India where they were more eager to “sell their goods than human rights”……..

    We have been fighting a war for the past ten years with no end. Our soldiers have shed blood to no end. Their families are suffering. Has even one Indian soldier sacrificed his life in helping the Americans, NATO and western countries in fighting this war? The answer is a resolute NO. Folks, just think about it, 1.2 million Indian Army soldiers are sitting in trenches doing what???? Sure the heck beats me. Americans are now questioning the US Congress as to what they are doing to correct this unsustainable relationship with India. The India caucus is being monitored by citizen groups. If they don't respond to the needs of the American people political contributions to them will be severely impacted.

    Folks, Experimental democracy is DOA (Dead On Arrival) in India. It is has never worked in large populated countries. Particularly those with mostly illiterate populace such as India. Too big to manage, minorities such as muslims, sikhs, christians get disenfranchised etc. India will need to go back to its socialist/communist roots. Maybe splitting it up into smaller pieces (circa USSR) is an alternate scenario. CIA is probably running some models to deal with the potential implosion.

There's this little place called Kashmir-Jammu, currently sectors are claims by India, Pakistan and....Yep, China. All nuclear powers. We give India too much of anything valueable Pakistan makes Afghanistan even harder and China can make life difficult for anyone (just ask their citizens).

    We have enough issues that are/will be going on with China in the South China sea. Selling advanced fighters and bombers to their neighbor that they have issues with is not a good idea. Though I don't think you should ever give your "more advanced" weapons systems to anyone.

    LOL, the kind of trolls you find in these comment sections... Read a lot of rude/ignorant comments about India and Hinduism. Don't care to respond to each, but thought I would summarize here...
    1. The US hasn't given anything for free to India. Everything was quid pro quo. Periodical aid doesn't add up to much and that kind of aid is given to other countries as well. US companies are just interesting in the huge consumer market and hence the partnerships and deals.
    2. There are nut jobs in all religions. So you cannot simply brand Hinduism as medieval. It is a highly evolved and accomodating peaceful religion. Please remember that India has never invaded a foreign territory (except when liberating East Bengal and trying to keep peace in Sri Lanka).
    3. Just because there is poverty, it doesn't mean you cannot spend money on other aspects of development. You place yourself next to China and Pakistan and see if you can come up with any excuses to NOT bolster your armed forces.
    4. People from Pakistan, please go back to your caves and crawl back under your rocks. Or go back to your madarsas. Your brainwashed thinking cannot be changed and your pea sized brains cannot grasp the fact that religious fundamentalism will never help your country. You are destroying yourself by supporting the terrorist outfits.
    5. People from Pakistan who are claiming that Pakistan has done so much to fight terrorism, don't kid yourself. Osama Bin Laden was your guest until recently when the US killed him in YOUR country.
    6. The so called Hindutva outfits in India are not doing anything outside of India. And mostly they don't blow up places.       Taj Mahal (purely by connotation, not size) ) reminds one of the saying of our dear architect friend Mies Van Der Rohe that “Less is More” and its application to India geo-politically. The recent bubble burst in India points to the necessity of imploding India in a controlled manner to make it more manageable administratively, before it ruptures chaotically. The Moghals may have left behind a legacy of isolated regality in India but it was Mies that has given Indians a political concept that may give Indian Hindus a chance at survival albeit in a condensed and altered form.

    Hey krm1007, not sure if you can understand this but I am going to lay it out for you. India will probably struggle for a while with corruption and rotten political system, but it will eventually get better. Pakistan on the other hand, will keep struggling, alternating between a puppet/meaningless goverment and military rule with one constant – terrorism. Your nukes will highly likely get into the hands of the Islamic nut jobs, at which point you would either be blown to pieces or you will blow yourself to pieces. Chinese will eventually realize how bad their lives are and revolt against the dictators ruling them. And become democratic. That kind of means that you will lose an ally.

    I would like to make a point that all Pakistanis are not ignorant and dumb. I actually work with a lot of people from Pakistan (I am an IT professional) and they are good people. Very professional and genuine, and friendly. The people trolling here are just a shame and making the rest of the good Pakistanis look bad. I for one hope that India and Pakistan can resolve their issues peacefully and grow together. It is good for both countries.

It appears to me that Pakistan considers India as an insignificant player in the region (except for nuisance value) and has gotten away from the south Asian model.     The Indian Debacle could overshadow the European crisis. He's successfully made sure that if Gibson wants to stay in business and buy wood from India, he needs to follow their laws which require it to be transformed and worked in India instead of the US.     US has invested heavily in India – really? I dont think US has invested any money in India AT ALL. India has infact helped US by closing on Arms Deal and Nuclear Deal – India is paying top dollars to get this from USA – Its call buying/Selling and there is no charity work US did for India in this deal.

    As for the technology – all the innovation and tech work is done in India that created a demand in US. I dont think it would have been the same without India's involvement. When Bill Gates brought Windows to the market, US was not ready to handle the expoding tech market...Its the markets like India that supported Technology boom in the USA, and now you are saying bring back the jobs? US was NOT ready to back then to handle tech jobs and its NOT ready now – pleople here are actually cozy being on welfare, no one like the hard work.

    The author is incorrect on many fronts. The very premise that India is disappointed is incorrect. US-India relationship is at an all-time high, with Pres. Obama extending the first state visit invite to PM Singh. Since then, there has been several joint initiatives. So it would be incorrect to say that the relationship is not better than before. If India expects more from US than it needs to be willing to be more aligned with US interests. If India continues to oppose or stay on the sideline when it comes to critical foreign policy issues, it cannot expect US to be supporting India when it comes to UNSC seat. Also, India government has been failure and has not been able to come up with a consistent foreign policy; this makes it difficult for any foreign country to understand where India stands and be able to support it..

    We continue to be of the opinion that India is a zero sum event in history and that a break up of sorts is the optimum way to maximize its potential for the people. The current events in India reinforce our belief that the inevitable implosion of India has begun and the beginning of the end state is upon us. Whether that will be nirvana that most of us believe it will, is yet to be seen. But this we will say. This defragmentation of India will unleash boundless opportunities and uber economic demand that will be beneficial to US and Europe and help pull them out of current recessionary malaise. We pray for the events to unfold peacefully and in a harmonious manner for the people of India and its neighbors.

      Just like big banks we need to look at big countries that are unmanageable and plan orderly fragmentation. Your concept of resultant economic demand is an interesting one. I discussed that with my students in the business school and we are writing term papers on it as it applies to India and quanifying benefits.

The marginalized groups of the country – Dalits and ‘backward’ castes/classes, indigenous ‘tribal’ people and religious minorities have been disenfranchised. "The belief that corruption is the important issue in the country is shared only by the minority living in urban areas and towns who have been beneficiaries of economic liberalization policies mandated by western countries. The most important challenges of Indian society remain as follows: justice, social and economic equality and equal access to certain standards of life for all Indians. “While India seems too eager to please its western masters and put on a progressive and softer face for CNN for public consumption, people see through it. The consequences of this "Band – Aid" approach will be brutal for India geo-politically when it realizes that the GDP statistics that it has been relying to gage its progress has not amounted to much in the long run.

    We have now seen civil disobedience in India of above. The entire country is in flames and today morning the unrest and protests have spread to Chennai and Pune also besides, Goa, Mumbai, Bangalore, New Delhi, Assam etc.

      What a shame that India had to rsesort to media/social networking censorship to control the ongoing civil war. Apparently, text messaging etc. has been shut down. Just like in Libya and Syria and Iran. Americans need to distance themselves from such a country with socialist/communist tendencies. Obama needs to be careful that the backlash from american voters does not effect him in the prez elections.

We need to part ways with Indians. I have sent a message to my congressional delegation that I do not support India on suppressing the minorities and expect same from them if they want my support.

Bollywood took over Holywood eversince but did not get another Oscar. That must have been the reason for dissipointment. (Mind you Mansoon Wedding was a great film)

    Thousands of students and workers from India's northeast fled Mumbai, Bangalore and other cities, fearing retaliation for recent violence against Muslims in Assam, one of the states in their far-flung corner of the country.
    The false rumors of Muslim revenge attacks were fueled by threats posted on social media websites and spread through text messages. Migrants were also alarmed by misleading images that purported to show victims of mass killings.
    "After checking and verifying we are saying, with responsibility, that the bulk of SMSes (text messages) spreading rumors about the northeast region have come from Pakistan," an interior ministry spokesman said, declining to be named for security reasons.
    Clashes between indigenous people in Assam and Muslim settlers from neighboring Bangladesh have killed 75 people and displaced more than 400,000.
    More than 30,000 people from the northeast may have fled cities in the south and west, many of them on special extra trains that had been laid on, media reports said on Saturday.
    Ringed by China, Myanmar, Bangladesh and Bhutan, India's northeast is home to more than 200 ethnic and tribal groups. Their facial features make them stand out in other states and many migrants from the region are considered Chinese or Nepali.
    The ministry spokesman did not say who might have sent the text messages and posted the website images.
    Arch-rivals India and Pakistan, who have fought three wars since their independence 65 years ago, regularly accuse each other of provocative acts.
    There was no immediate reaction from Islamabad.

      I could not disagree with you more. You are looking at India's problems through the wrong prism. That of Indian government which is on life support system blaming Pakistan for all the ills in Indian society. Let's face it, India is a decadent culture and economy on the verge of collapse. India has become a dinosaur. A Smithsonian specimen. Like humpty dumpty even USA, NATO and the entire free world are having a tough time holding it together. Living in the shadows of Pakistan, defined by China, haunted by Kashmir and punctuated by Terror Organizations such as Shiv Sena, India is struggling to find a meaning for its existence and a place in the new world order.     Giving away jobs to another country by any country is like the nation giving away large number of their women & becoming gay, because the men are not meeting requirements.

    What if the whole nation becomes gay, it will be end of America.

    Just like a small number of gays cannot cause the population to wipe out, a small number of jobs can also be outsourced without wiping out the population.

    Outsourcing your jobs is not normal for any country, because, outsourcing is unidirectional by its very nature.

    So how can it be normal, something which has happened in only one direction, & there is no equilibrium.

    The underlying cause for outsourcing is the potential difference caused by poverty & affluence, not lack of skill,

    There would have been no outsourcing, had this poverty affluence potential difference not existed.

    But despite the uninterrupted unidirectional flow over number of years, there seems to be no end to the huge outflow from America to India.

    Outsourcing would have been a normal act, if million workers were going out & million coming in, then the underlying cause would not have been huge difference, money wise. Outsourcing with Ireland is a normal act. It is bi directional.

    Even, outsourcing of jobs to India in smaller numbers is okay, just like it is okay for few people to become gay.

    The root cause of outsourcing is that the manpower is not trained according to the requirement of the business.

    The solution is to give incentive to Americans students to get education & training to meet the business requirements.
    to get trained in occupations & professions, businesses demand.
