How Americans see China

In meeting with Chinese President Hu Jintao two months ago, President Barack Obama said: “Over the last several years…we have been able to really create a new model for practical and constructive and comprehensive relations between our two countries.” By early July, on the campaign trail in Ohio, he was touting his administration’s record for bringing “trade cases against China at a faster pace than the previous administration.” This was underscored by the Obama administration’s September 17 unfair trade case at the World Trade Organization against alleged Chinese subsidies of auto parts exports.

Meanwhile, the president’s Republican challenger, Mitt Romney, has promised that on his first day in office he will issue an executive order branding China a currency manipulator, possibly triggering a trade war. However, in a Wall Street Journal op-ed on February 16, he stated that “a trade war with China is the last thing I want,” and then backed away from the threatened executive order by saying that he would designate Beijing a currency manipulatorunless China changes its ways.”

The casual observer might be excused if he or she concluded that the candidates were presenting a mixed message about the China policy they would pursue if they win in November. This paradox may simply reflect the candidates’ efforts to reconcile the imperatives of campaigning versus the constraints of governing when confronted with sharply contrasting views of China.

On the one hand, the candidates are attempting to woo voters worried about China’s rise. On the other, China experts are advising that whoever is elected president will one day have to deal constructively with Beijing.

Reconciling these often conflicting perspectives may prove one of the toughest foreign policy challenges facing the next U.S. president.

Most Americans describe relations between the U.S. and China as good, but most consider China a competitor rather than an enemy or partner, according to a new survey by the Pew Research Center.

Indeed, when asked which country represents the greatest danger to the U.S., more Americans volunteer China (26 percent) than name any other country, including  Iran and North Korea. And about half (52 percent) view China’s emergence as a world power as a major threat to the U.S.

In particular, nearly eight in ten Americans say the large amount of U.S. debt that is held by China is a very serious problem for America; majorities also consider the loss of U.S. jobs to China (71 percent) and the U.S. trade deficit with China (61 percent) to be very serious.

But the public is also worried about China’s impact on the global environment (50 percent), cyber attacks from China (50 percent), China’s growing military power (49 percent) and China’s policies on human rights (48 percent) as major problems.

It is little wonder then that only 26 percent of the public say the U.S. can trust China.

Nevertheless, the public is divided on what to do about China: 28 percent want the next president to build a strong relationship with Beijing, 24 percent want him to be tough with China on economic and trade issues.

Obama and Romney are hearing a slightly different story from the foreign policy community, including government officials, retired military officers, business and trade leaders, scholars and the media, also surveyed by the Pew Research Center.

Like the general public, strong majorities of these experts, more than seven in ten, see China as a competitor rather than an enemy or partner.

Also, like the public, retired military officers are more likely to name China as the country that represents the greatest danger to the U.S. In contrast, Iran is cited more frequently by government officials, business and trade leaders and members of the news media.

But, for the most part, foreign affairs experts are far less concerned than the general public about issues related to China. Less than half of the retired military officers and less than a third of the other experts view China’s emergence as a world power as a major threat to the U.S.Fewer than four in ten say the loss of U.S. jobs to China, the U.S. trade deficit with China, China’s growing military power and China’s policies on human rights are very serious problems for the U.S.

Only cyber attacks from China are considered a very serious problem by at least half of the experts surveyed. Retired military officers are especially concerned.

Still, experts are not that much more trusting of Beijing than is the public. Only about a third or less say the U.S. can trust Beijing. However, they place a much higher priority on building a stronger relationship with China (62 percent versus 28 percent among the public).

The November 6 presidential election will not be determined by the candidates’ views on China. But given the public’s fairly hawkish views on China, both Obama and Romney will not shy away from sounding tough on Beijing. And, after election day, whoever is the next president is likely to hear more cautionary advice from foreign policy experts.

    That's because of how bias media like CNN protrays China! Really, there is no neutral side when it comes to China. It's always "China bad", "commies bad" ect... Except that China isn't even communist anymore. And when you combined with how badly educated Americans are, i.e. the current teacher's stricke. Then Americans have a more negative view of China.

        streams2020 do you know that China is very involved in a variety of conflicts.
        1. internal conflict between those citizens who have managed to become prosperous and those who have been left behind.
        2. Muslims along with other groups creating strife (i.e.Falun Gong, Tibet).
        3. China's major external challenge is to become a great power in an area dominated by J apan, Russia, and the US.
        The Chinese do not report alot of their problems because that would be admitting they exist.

      I lived in China for the last four years, and I'm concerned about the issues discussed in this article. It doesn't mean I am deeming China a bad country, it just means I have concerns about American policy surrounding these issues.

China is still ruled by a regime that censors public media in such a away as to shape a historic narrative placing China, in the minds of the Chinese citizens, as the historically predominate Civilization, which is destined to reclaim its rightful place as the Imperial "Middle Kingdom". There's nothing redeeming about modern China, save its current status as the world's sweatshop; by all means, tell me one positive things about China over the past 30 years, which is not directly attributable to Western foreign investment... Now all it wants to do with its new found power is start stealing the legal Exclusive Economic Zones of its surrounding countries, what's not to like?

        Yes, Thomas, jail for criminals only, NOT concentration or 're-education' camps for everyone who doesn't tow the party-line, like in China. Slave labor occurs in China because that's the acceptable norm their corrupt government permits. We only become complicit when we exploit their plight to our economic advantage at the disadvantage to the American worker; which ultimately is the downfall of the U.S. economy. Bring those jobs back to America, where they belong...that will stop sweatshop slavery!

        China is claimed to be "communist" by westerns. China itself does not claim that. It claimed it is socialist but tried to be the communist country in the long term. But in fact China is not even a socialist one, ompared to Canada, EU countries. The communist party just tried to stay on power for all kinds of execuses.

        Also, we need to distinguish China, Chinese (people) and China government. In most of the cases, Chinese people are the victims from both internal (persecutions) and external (hatred).

    China is definitely here to stay for sometime. China will not decline unless the people of China have problems with human rights. We have to be respectful of their culture and traditions before we (US) start branding them as not caring for their people. America needs to focus on protecting our security especially trade secrets and corporate research. China has manipulated their currency and they're constantly waging cyber attacks. The US military has / will have to continue to think of China as a threat for our own national security. America has good history with China, and the Chinese culturally respect history. So hopefully the US and China will strive for a better relationship.

I just see no reason for the United States to allow its corporations to offshore their labor to a country where all workers are slaves to the government. All corporations in China are state owned. In China, they have a maximum wage instead of a minimum wage. How is that compatible with our system of free markets? It's not. China's communism is undermining our capitalism because WE LET THEM DO IT.

        I'm almost positive i'm not Chinese. The USA pushes for companies to send jobs overseas. We tax our corporation at high rates and have high insurance costs. I never once said China is playing fair, I said, China is manipulating their currency and they are stealing trade secrets and corporate research from US companies. America AND the WTO need to come up with a solution for China. The Obama administration is constantly challenging China on their human rights. Pushing for human rights is ideally the quickest solution to solve our problem with China, but it will take time to change a country with traditions and culture like the Chinese.

        The jobs moving out of US are not only to China. The moving has its economical reasons. Now the wages of Chinese, especially in coastal areas, are going up quickly. The multi-national corporations and even Chinese companies are moving the jobs out of China to Veitnam, Malaysia, Africa, etc. Some are considering to bring them to US. But the problem is whether those low wage jobs are what we want. If the cost of manufacturing goes too high, who is willing to pay the high prices that we buy for every use? Do we have enough money or should we give up the material life we enjoy.

        The issue is too complicated. Simply blaming a country doesn't help!!!

    After spending time in China, I gotta say, China is the most capitalistic communsit country I've been to. The gap between the incredibly rich and poor was mind blowing not to mention the ideology between the older and newer generation. We had several dicussions with people we met along the way and with expats who call China home about the happenings in China. The citizens are happy now with enormous amount of money being poured into infastructure jobs but once the economy starts going south and the jobs disapear, which is already happening, the Chinese are gonna demand change. There's rumblings of another Chinese revolution brewing. Perhaps we Americans put too many eggs in a (cheaply made) Chinese basket..???

    8 of 10 Americans think the debt owed to China is a big problem? Fine! How about if these 8 of 10 Americans start writing to Congress demanding that we stop borrowing from China?

    Mitt Romney doesn't seem to realize that the U.S. is in no position to get tough with China, not when China can cause a Treasury bond market crisis if hostilities develop. President Obama is similarly ignorant when he puts the Navy in northern Australia. The Chinese don't have to let our superior airpower blast the hell out of them. They can dump Treasuries first, crippling our economy for the long term, making logistical support for our military impossible.

        see this. The gold may not be there anymore. With the money printing to support QE1, QE2 and QE3, I wonder if the gold reserve is enough to cover all the currency in circulation. On the other hand, gold price bounds to shoot up with our inflationary monetary policy. That may help. Chicken and egg type of thing?

        Let's see. China has $3.2 Trillion in foreign currencies, only about $2 Trillion of that is in US$ based assets. So if China sells and the value of that asset drops by 50% (exaggerated, I know), China loses $1 Trillion in buying power. America has about $131 Trillion in financial assets, plus about $60 Trillion in "real" assets. If the value of the mighty US Dollar drops by 50%, how much is the damage to America's buying power? About $95 Trillion? DO THE MATH.

Our government and business "experts" having been making the wrong choices for three decades on this matter of unfree trade. China is only the biggest symptom of the problem. If you go against the government they put you in jail on frivilous charges. Jeez they were still practicing footbinding in 1915. They have NOT come far enough yet for me.     WE the People need to stop trading China, China sells their import to US way over than we do trade export to China.. need to TRADE equal so no debt also WE need to stop buying china products.. it is time to change! China needs to be democracy then we can trade as much as we can.. companines will change to find somewhere but if Companies are greedy , I would slap the companies 1000% tariff to destroy their profit.. NYSE needs to stop being pushed every companies to increase their profit and needs to focus on america economy!

    Now let's look at India....a neighbor.

    First off, the American invasion of Afghanistan brought to the forefront the irrelevance of India as a nation. With a population of over 1.2 billion people there was no value that this nation could bring to the table. Their soldiers (ragtag) 1.2 million continue hiding in the trenches scared from Talibans. A few teenage Talibans invaded the country and held it hostage for days on end showing how useless India is. It was embarrasing for the world to observe this humiliation of a nation that was being touted as a regional power.

    Secondly, I continue to read with interest the thesis presented on CNN that "less is more" in a political context as applied to India very prominently by @krm1007. Empowering subjugated minorities in India by splitting it into smaller states would trigger uber economic demand for western nations who have given so much financial and technology aid to India with no return to show for the investment. I concur with this approach. We need to understand that India has an unmanageable large population mired in poverty and we are spinning our wheels trying to feed it. It is also too big of a geographical unit to govern. I would also suppose that Americans cannot afford to look like losers in the midst of a terror war which has lasted for over ten years now aligned with a so called ally India.

    Nothing against China, but US leaders need to need to start looking out for their own people and start bringing back and protecting American jobs.

    Both parties have sold out the bulk of the American citizens, who they're supposed to represent, by allowing the "out-sourcing" floodgates to open wider and wider without taking any sensible measures to stem the tide. (Under Clinton jobs to China, Under Bush I & II influx of illegals or cheap easily abused labor into the US and jobs to Mexico/NAFTA) Our leaders are elected by the Citizens of the United States of America to represent the interests of those citizens and the country itself. They are NOT elected by the Global Market Place or foreign citizens!

    We need whoever wins the next election to Start Protecting American Jobs and do whatever it takes to bring back the jobs they let go. They've got to give us somebody who will stand up for the American people.

    We need to bring manufacturing back to the United States of America and both parties are ignoring tariffs as a way to level the playing field, raise money and bring jobs back home. Let's guess why. Oh that's right, tariff is a dirty word. Hum, maybe it’s that our so called leaders (political leaders) are beholden to the same people who are exporting our jobs.

    I guess we should keep letting Corp Boards, Wall Street, CEOs and Foreign Lobbyists promote sending US jobs to countries where they work for slave wages, no benefits, no OSHA safety standards or no real environment regulations. How's that been working for us?

    The so called “Global Market Place” is not a level playing field. Companies may have made higher profits by "out sourcing", but they've been putting middle class Americans who are a good part of the world’s customer base out of work. I’m not a lefty or member of any union. I run a business that employs over 20 people and produces products that are purchased by customers that do manufacturing and packaging. I’m just an average Joe, but I've been saying this for more than 10 years now. If I can see it, so can our so called leaders (political leaders) who are beholden to the same people who are exporting our jobs.

    We need to add tariffs that are proportionate to the inequities in wages and regulations in the country where the goods were produced and or where we’re importing them from. We could then use the money raised by these tariffs to help companies build state of the art manufacturing plants here in the USA, which would create more jobs here at home for US citizens, which would then in turn increase our income tax revenue.

    The people with all of the excuses as to why we can’t or aren’t willing to manufacture products here in the US are the same people who have provided us with the thinking that’s gotten us into this mess in the first place.

    Over the past 15-20 years, I've seen too many of our customer's close manufacturing plants here in the USA and move those plants to different countries, decimating entire areas here in OUR COUNTRY. And I'm not alone. Returning jobs to American Citizens will provide income tax revenue to OUR Government versus our government having to pay unemployment benefits to those who would be jobless instead.

    Bringing manufacturing back to the US not only gives jobs to the US citizens who would be working in those manufacturing facilities, but to the people that would be working in the businesses that would spring up all around them. This should also include the safe harvesting, production and distribution of our own natural energy here in the USA, rather than paying for fuel from countries where they hate us. Let’s keep that money and those jobs here in the US.

    These so-called “free trade agreements” have to go. It was obvious when they were passing these agreements as to what was going to happen and sure enough it did. Our leaders had to have known this as well when they were passing these bills. It’s just common sense. We also need to bring customer support services back to the United States of America and staff them with employees who are US Citizens.

    The “Global Market Place” is not a level playing field! The whole idea of the tariffs is so we can pay our factory workers a decent wage and not be blown out by these other countries where they don’t play by the same rules.

    We may have to pay a bit more for products made here in the USA by US citizens, but at least we'll still have jobs and a future for our children.

    The bottom line is that “Our Government” has to protect American industry and the jobs that those industries provide. If they do that, the rest will take care of itself.

        Free Trade was based on economic ideologies that sound rational to generous Americans a few decade ago– part of it was an intention to help under-developed countries to growth their economy and therefore, help our economy to growth as a result. However, it has been exploited by the Wallstreet and the rich to maximize their profits rather than sticking to the original intentions. Sound familiar, yes, they did the same with banking sector and created the greatest banking crisis at all time....

        Now, as regarding to trade with China, it does not make any sense that our import from China (as a most favor nation) is 1.3% tariff, while our export to China was charged at 20-25% tariff. Adding to that is the currency manipulation by China that many complaint about. These factors clearly fuel the trade imbalance and this situation is not healthy for bilateral trade. While we have no control of RMB value, the least USA could do is to raise import tariffs for products from China to a FAIR level. As mentioned by PAJ, the tax revenue can be used to compensate to the lost of tax revenue due to job lost and to launch programs for training and creating new jobs elsewhere. Furthermore, such higher tariff will discourage American manufacturing jobs from moving oversea or even moving back. When this happens, we will import less from other nations for our necessity and eventually, lead to a more balance budget.

        I think it's time for us to rethink ideological FREE TRADE and pay more attention to practical FAIR TRADE principles. Imbalance will always create chaos that would benefit no one in the end.

      They won't do that by hating on China, but by getting their own act together. The welfare cases are always the ones to blame the bankers and self-made people for their woes. They never blame themselves. The irony is that the day they realize that their key to success is not to hate others, but to get in shape and start working yourselves, that's the day that there will be improvement. So long as there is this blame China for all our woes game going on, we are hopeless. Come one, Chinese people make only 10% of what an average American makes, and their unemployment rate is much higher too. We use China only as a cheap manufacturing base. If we didn't, we'd have to allow a mass influx of Mexicans to come into the U.S. because no Americans are going to do that sort of cheap work. They key to prosperity is to do what Americans are known for best, which is technology. Sadly enough, the Germans are taking advantage of all that, whereas we killed our own industry when we labeled everything with a computer chip in it as being potentially employed as a weapon. So guess what? The Chinese just set up factories to make it themselves, and are now selling computers to us! As well as plane and car parts... So they grew because they weren't being all sneaky and not selling stuff to us, whereas we basically shot ourselves in the foot. Germany meanwhile has been selling all manners of items to China, and France can't make enough luxury goods to sell in China.       The Asians built up walled gardens that prospered for over 3000 years. They had the power to dominate any country, or the world; heck, China even invented gunpowder. Then the past 300 years, the Europeans found out about gunpowder, and then after perfecting killing each other with it, they realized that they could gain more by plundering the riches amassed by the Asians for over 3000 years, all the gold of the Americas, and all the labor of the Africans. Then after plundering all the other nations and turning them into "Third World" countries (a concept that never existed before then); i.e., colonies, that are essentially enslaved countries, the Europeans and their descendants in the Americas squandered all the wealth of the ages in a reckless spending spree that lasted 300 years, effectively destroying the environment that we live in, while producing weapons of mass destruction that will probably wipe out all life on Earth at any time. It's like the Mob robs a wealthy working family and the spending it all on booze and drugs and weapons. It's not something to be proud of. It's something to be ashamed of, and ideally repentant for.

This time they tried to use China instead of Russia – The government and China was so upset, they had to change everything – Now the movie will show "North Korea" instead – Movie still hasnt came out yet, making changes of already shot movie – I know this may not make sense too some, but think.. Why cant we show/make a movie now that would show China as a bad country? China has figured it out, money moves everything.. Whether China is masculine or feminine or whose daughter is in Harvard or Penn State etc. is of minimal importance. What is of importance is the fact that China has come a long way in the past 15 years. The system works: the economic model is proven, the political system clicks, social structure is progressive though not perfect. Let us give them a chance and see what they can do for us. Let us celebrate their arrival and give them kudos for what they have achieved so far. Most importantly, let’s hope and pray they continue to bless us with their vision and passion. In God We Trust.

    Every country tries to attract as many foreign investors and businesses as possible and tries to maximize its exports. China is no different from the U.S. in this respect. Blaming China for America's economic woes is just playing politics and benefits neither country. The WTO is there to arbitrate trade disputes if any arises such as unfair trading practices. A strong economy in China or for that matter in any other country, is good for America as it increases the potential customers for American goods & services.

        What about China moving millions of people, many by force to built that stupid Three Gorges Dam. The Chinese government can generally build whatever project it likes because the government owns the land, labor is cheap and protests against the system can not be organized. China builds where it wants, when they want. And they move extremely fast. What is less obvious though is the social cost of ordinary people in term of lost land and environmental problems as these projects are rammed down the throats of citizens with little they can do to stop them. Just take a look at "China's Ghost Cities" to see how wasteful they really are. Was it worth all the effort as the dam is extremely polluted. Hundreds of factories, mines and waste dumps were submerged over the years and is having problems now with landslides. Who knows how many cities were destroyed. Not to mention thousands of years of history now under water. The full environmental impact may not be known for decades nor does China likely care. This doesn't sound like a China which gives a crap about it own people nor it's history. :(

    NANNING City,Guangxi China (Xinhua) - Three children were killed, another 13 injured on Friday afternoon by a man wielding a wood chopper in Pingnan county in south China's Guangxi Zhuang Autonomous Region, said local authorities.
    On 2:06 p.m. Friday, local police received the report that a man rushed into a residence and slashed 16 children, who were on the noon care, with a wood chopper, according to the county government.
    All injured have been rushed to hospital. Three children died after the emergency rescue.
    The suspect, surnamed Wu, has been arrested by police.
    The cause of the incident is under investigation.

    Sure we trust China. If you trust swimming in a pool full of piranhas that is lol. First we have China trying to buy US Windfarms. Then in a national security intelligence probe showing Huawei and ZTE (Largest Telecom Companies in China) which are now blacklisted. A recent government probe investigation concluded that the risks associated with Huawei's and ZTE's provision of equipment to U.S. critical infrastructure could undermine core U.S. national-security interest. The report says the companies failed to provide responsive answers about their relationships and support by the Chinese government, and detailed information about their operations in the U.S. It said Huawei, in particular, failed to provide thorough information, including on its corporate structure, history, financial arrangements and management. China last year also attempted to buy Facebook which is truly comical since Facebook is banned in China lol. Along with every other social networking site. Sure China wants to control Facebook, YouTube, Twitter, Reddit and ever other social media outlet out there. It is in an effort to keep it's dirty laundry from the masses. They want control of Chinese media & outlets outside of China as well which are critical of the government. Sorry China but you are a little late to the party lol. Our government already does enough spying on us and we don't need your help!! Thank you anyways though as it is nice to know someone else cares haha.

    No Chinese company and I mean no company has power over the state. Most are subsidized by the government so they have a hand in everything they do. If that means putting surveillance on someone or steeling your personal information they will do so without hesitation. We learned this first hand when a large security breach was carried out at Google China's Headquarters last year. It was later discovered that the Chinese government was involved with the breach which led to Google pulling up shop and leaving China. This is the same China that is wanting to buy a stake in our telecommunications industry. Can we really afford to let this happen? Building back doors through network hardware encoded into our systems is pretty clever and likely is already in place in some of our devices? What better way to spy on the entire US population then by using these covert methods. I used to have respect for China but now I see them from who they really are. Neither a country which cares for it's own people no a country which understands how a free market economy works. Time China join modern civilization and not live in the 13th century. Until then I say we trust nothing coming out of China and should be extremely vigilant.

But i know the world well,includding Uncle SAM. i do love the US, your culture ,your DEMO,your music and movies.the chinese young peope like me are so many. for example, I love Mariah carey, Usher,Colin Farrel,Kevin Spacey,Edward barton...a lot of american stars.and i know your history well,and I know how George Washington and Thomas Jefferson is great in your history,'cause we learn these in our High school textbooks. the number of young people like me in china is over 0.3billion,i guess. On the contrary,you american people know us a little. By the way,tell Mariah Carey I like her when some of u meet her. THESE are my favorite movies:Big Fish, Phone Both,the Lenged of Fall,There Will Be Blood,A.i,American History X,the Green Hill,Mulholland Drive......I can tell a lot. i love the director David`Linch,and the R&B singer Kay.B.
