    The 6th Party Congress (1928) was held in Moscow because of the civil war in China. The communists were purged by Chang Kai Shek's Kuomintang, which led to the massacres in Shanghai and Nanking in April 1927. The communists led by Mao had close ties to the Soviet Union.
