Memo to Obama: How to handle China

Your first administration got off to a shaky start on China, mainly because you assumed that by showing sufficient respect you could gain Beijing’s cooperation. But your overtures, shall we say, yielded disappointing results.  The mid-stream adjustment of your China policy has been a great success, in no small part thanks to Beijing’s disastrous policy to assert its territorial claims in a way that alarmed and alienated its neighbors. You have put China decidedly on the defensive in strategic terms.

It may be tempting to press for more geopolitical advantage in your second term. But things are changing in East Asia, and your China policy, a critical anchor of your grand foreign policy strategy, must be fine-tuned as a result.

First, China’s new regime, headed by Xi Jinping, deserves the benefit of the doubt. His predecessor has failed to reciprocate your friendly gestures, but Mr. Xi, based on his more pro-reform rhetoric, appears to be a different leader.   Reaching out to him at this point will not only earn some valuable goodwill, but can also temporarily put the brakes on the hidden downward spiral in U.S.-China relations caused by growing mutual suspicions. And your success in handling China since 2010 is not without cost. A wide range of elites in China – both in and outside the government, including liberal intellectuals – are now converging on a dangerous (albeit not wholly unfounded) consensus that American security policy has the intent of containing China. Changing this view is not easy, but avoiding a needless strategic conflict with China is in America’s interest. In the longer term, the United States will best advance its vital national interests by doing whatever it can to promote a democratic transition in China. So as long as Mr. Xi seems to be taking China in a more open direction, it does not hurt to relax the security pressure on China a bit.

This brings up the second point: what can be done to build on the success of your China policy in the last two years.

The most immediate task is to use American influence to defuse the brewing Sino-Japan crisis over the Senkaku/Diaoyu islands.  Regardless of the culpability for this crisis, American interest lies in stability in the region.  China has already sent a message to Washington urging its intervention. The U.S. can play a mediating role in calming the situation.

Another important task is to switch the focus on the South China Sea. While American policy has effectively isolated China, it is important to remember that the strategic objective is not to embarrass or humiliate China, but to help resolve a potentially dangerous maritime dispute. So the next step to take is to push for a diplomatic solution. Of course, China will have to make its own concessions first. An adjustment in policy here requires exploratory efforts to seek a way out for the claimants in the dispute that will at least avoid ugly escalations in the near term.

Finally, you need to couple your softening stance on the security front with a hardening of positions on human rights. The root cause of U.S.-China strategic competition is the persistence of one-party rule in China. Promoting democracy and human rights serves American long-term interests. The fact is that such a rebalancing of your policy will both defend American interests and advance its values.

    Because, it is ignoring Almighty God. It is also forgetting and dis-respecting, those Heroes who were the founders of America. Back in their times, Christian-Americans faced, wars, hardships, starvations and they turned their own other Cheeks to their enemies, to fulfil their bright goals, for future generations of America.

        1.Why is it that hundreds of thousands of chinese students are lining up every year to come study in the USA (note that not all of these chinese students come to spy on the US)? Is it because the USA has the best educational system in the world ?

        2. Why is it that all the people around the world, including chinese, want to immigrate to the USA? Why is it that among all the people in the world, no one in their right minds want to immigrate to red china?

        3. Why is it that even the sons, daughters and relatives of the past and present chinese communist party leaders come to the USA to study and some of them even became US citizens?

        To the chinese communist spies who are living here in the USA and enjoying the benefits and freedoms here in the USA and yet without shame, are against the USA, Why are you here in the USA? Why don’t you go back to china?

      I can honestly say when I hear church people saying that helping the poor is 'wealth redistribution', there is a serious problem folks. I live in the Bible belt, and I have heard that comment from within several churches here. The problem is the religious right has let fox news convince them that treating the sick, helping the poor, predatory lending..all these things that are clearly defined in the Bible is 'socialism'. What's even sadder, is there are many like me who do believe, but just can't go along with the current conservative movement because they have become hijacked by corporate America. If we quit giving handouts to big business and rewarding them for cutting wages/employment and took the profit out of healthcare, it would fix so many things in this country.

    the promotion of democracy is in america's interest. The resulting division and chaos from the breakdown in the state apparatus like in the Soviet Union, would ensure that corporations can buy up chinese assets on the cheap. We have seen this before in the Phillipines, in Thailand in the Asian financial crisis and in Russia and many African states. They succeeded in Iraq but failed in Iran, with the US puppet the Shah of Iran toppled by the iranian people's revolution (the current regime).

    The last time the Americans tried to encourage people to rise up against their colonial masters in the phillipines in the name of liberty and freedom, the US subsequently ordered the massacre of up to 1 million filipino combatants in 1902 US-Spanish War, subsequently colonising the Phillipines till the 1950s. Even today, the Phillipines remains a de facto colony of the US.

      The best and simplest strategy that the USA should employ today in South East Asia is this:
      ARM THE FILIPINOS !.

      The Filipinos are the most steadfast, loyal ally of the USA in Asia , from 1903(end of the Fil-Am war), through World War 1, World War 2, Korean War, Vietnam War, up to the present.

      Instead of pouring billions of dollars to Pakistan and Afghanistan (these have dubious loyalties to America), USA should pour those billions of dollars of military aid instead to the Philippines.

      The Filipinos are not afraid of the chinese communists.

      During the Korean War, a single battalion combat team of the Philippine Army decimated an entire chinese communist division in the battle of Yultong,

      Properly armed and expertly led, Filipinos are some of the best fighters in the world. Filipino warriors are never outfought. Even General Douglas MacArthur was impressed by their bravery.

      The chinese communists will never win a war against a fully- armed Filipino warrior force.

      The Philippines can defeat the chinese communists in the West Philippine Sea.

      To successfully defend the West Philippine Sea against chinese communist invaders, the Philippines can employ an Area-Denial, Anti- Access strategy.

      First, while letting the chinese communists think that it is defenceless, the Philippines quietly arms itself, making sure that all preparations are unknown and unseen by communist spies.

      Then:
      Phase I.
      a) Convert all large islands of the Philippines into unsinkable aircraft and missile carriers.

      b) Cover the entire Philippine territorial air,land and sea with sufficient number of surface-to-air missile batteries and air-superiority fighter aircraft (at least 15 squadrons).

      Phase II
      a) Deploy mines on the approach routes of chinese communist ships.

      b) employ accurate,long range, surface-surface cruise missiles from secure batteries along the coasts of Palawan, Luzon and the nearby islands , to knock out the chinese communist ships.

      c) follow-up with drones to overwhelm and finish off any remaining chinese communist resistance.

      d) employ sufficient number of submarines (at least 9 squadrons) to interdict any naval reinforcements from communist china.

      Phase III.
      Unleash sufficient number of naval strike aircraft ( at least 9 squadrons) to destroy any remaining communist vessels and prevent their escape back to communist china.

      Phase IV
      Unleash the newly refurbished Philippine Navy surface fleet to clear and sweep the entire West Philippine Sea of any remaining chinese communist invaders.

    I have an issue with Mr. Pei's article, but unlike other contributors, I will express it respectfully. Even a summary of US-China relations is woefully incomplete without a discussion of North Korea. Without China's support, the DPRK and the Kim dynasty would collapse very quickly. The other issues are trivial compared to the Korean source of tension and instability. How do you propose to get China's leadership to stop subsidizing Kim, and start taking some responsibility for his behavior?

    Mr. Pei did not realize that the competions between China and the US are strategic, so promoting democracy is not going to change that, just like Russia and the US, even though Russia is no longer a communist country. I think the best way to handle these is to have mutual respect, try to work together to achieve a win-win solution. If you force yourself to have severe conflict with another big power, NO one will win. In today's world, people want to live in a peaceful life, enjoy good family life, can you imagine that in order for one side to have good life, you can kill many people on the other side? or make them suffer to support your good life? Those who support containment of China need to think whether you want to put yopurself, or send your children or grandchildren to the harms way. Why we need to do that?

    Let's fix our own problem, including fiscal cliff, and unemployment issue before try to strategically fight with other powers. Both American and the Chinese desreve good and peaceful life.

    America cannot even "handle" small countries like Iraq and Afghanistan. The choice of word reflects Pei's arrogance, and perhaps ignorance of both China (because he has left China for many decades) and America's own history. It is reminiscent of the question asked in 1950 by Senator Joseph McCarthy, "who lost China?" as if America owned China! Obama should pay more attention to those senseless killings at home by guns, drugs, etc. Every year, the number of Americans killed simply because they were at the wrong place and at the wrong time by guns and violent crimes is at least three times more than those who were killed in 9/11. Is this the system that Pei wants to export to China and the rest of the world? Freedom without responsibility is just a step from anarchy. Leave China for the Chinese, just like Obama has left Iraq to the Iraqis and he is soon to leave Afghanistan to the Afghans.

      No army (or navy or air force) in the world can defeat the US in a conventional (or even nuclear) war. Case in point is when the US invaded Iraq in 2003, the US captured Bagdad in less than three months.

Mr. Obama avoided major obligation of supplying advanced fighter jets to Taiwan in his first term to show his good faith and gained nothing in return.       The Chinese have worked hard for their current achievements. Almost every child in China studies his/her homework till midnight. And their parents would always ask how they'd miss one point out of 100 point in exams. Almost every parent would make sure that his/her child won't be left behind. In the US, that is the job for a president (Bush). Every year, China graduates 600,000 college graduates of engineer degree, which is 10 times more than the US figure. In many cities, foreign language (mostly English) is taught from preschools. America needs to work much harder than today. Don't blame others for its own problems.

    China is the next and the only hope left for this world. The existing paradigm has failed. Poverty, schisms, conflicts, democratic demise is prevalent and the world is a divided place. We need change. Change from status quo. Change from the UN system. Change from current superpower imbalance and ineffectiveness. In this context, everything else becomes redundant and irrelevant. Whether China is masculine or feminine or whose daughter is in Harvard or Penn State etc. is of minimal importance. What is of importance is the fact that China has come a long way in the past 15 years. The system works: the economic model is proven, the political system clicks, social structure is progressive though not perfect. Let us give them a chance and see what they can do for us. Let us celebrate their arrival and give them kudos for what they have achieved so far. Most importantly, let’s hope and pray they continue to bless us with their vision and passion. In God We Trust.

    Author is wrong here on several fronts.
    1) First of all why should America try to promote democracy in China ? Let Chinese people decide what type of government they want. The western style democracy is not a solution to all the problems. Large and complex countries with thousands of years of histrory have problem in adopting to western style democracy. It is not clear if democratic China is in best interest of America. It is certainly not in the best interest of U.S corporations who rely on Cheap labor and relaxed environmental standards in Chinese factories.
    2) The problem in South China sea is caused by assertive China. The Chinese don't want U.S to intervene in their territory. So how can U.S govt. intervention solve the dispute ? This is a very sensitive issue for Chinese so how can Obama correct it by doing more intervention ?
    3) The main problem in U.S/China relations is not addressed here at all. For China the goals of their foreign policy are very clear. However for U.S there is no clear consensus on foreign policy goals towards China. So far the U.S foreign policy is being defined in terms of what U.S corporations want or consider best in the short term without taking in to consideration the long term effects on the country. U.S population in general does not understand the complexities of the situation and still refuses to pay attention to real problems. Obama administration has not shown any clear thinking about its China policy except for same old issues like currency manipulation or trade deficit etc. It is high time for administration to define a policy that is based on both short term and long term benefit of the country.

    Why did all these comments focus on religion when it wasn't in the article? This is a very good article, and I hope the President and his administration read it. Do they read opinions from other people I wonder, or do they think no one else in the world can think and speak and reason? I hope we do reach a status of mutual respect and some sort of common ground with trading and political ties. Thats the second time i've heard of China's worries of political encirclement. Are the bigwigs paying attention or going blindly sailing forward, la di dah. Perhaps the administration needs to go visit gramma for a few days.

As of now, we reiterate our view that Hindu State of India is in a precarious situation and that a geo-political implosion is imminent (if not already in process) and the need of the hour. As you will recall, India was initially broken into pieces by Arabs, Afghanis, Persians, Pakistanis, and lately by Chinese and so on. And rest assured that is not the end. India is mired in poverty and has a suppressive regime with respect to minorities. Substantial aid by the world over the years to India has failed to reverse the downward trends. We can now confirm that India has become unmanageable. If it is not imploded in a controlled manner we are afraid China will chew it up and spit it out.
