Zedillo: Why the war on drugs is failing

Fareed speaks with Ernesto Zedillo, an economist who served as president of Mexico and is now the director of the Yale Center for the Study of Globalization, and Ethan Nadelmann, the executive director of the Drug Policy Alliance, about the war on drugs.

So explain, Ernesto, why you think the drug war has failed.

Zedillo: Well, by any objective indicator – let's look at what has happened with consumption, let's see what has happened with production of drugs, let's see how many people that are in jail. I mean, when these wars started in the U.S., you had 300,000 people in U.S. jails. Now you have 2.3 million people. And a lot of those people are in jail because of minor offenses, drug-related minor offenses.

But if you see south of the border, what we'll have to talk about thousands of people who have died in my country, you will have to speak about all these resources that flow north to south, and not only serve to buy weapons and to kill people in Mexico, but believe me, drug policies in your country, in Europe, in Latin America – everywhere – are making our job so much harder and so much more painful.

    The almighty dollar is a very strong incentive in this devastating drug war that has caused the loss of many good lives. The fed needs to pressure our neighbors to the south even more to be a more dominating force against the powerful drug cartels. Let's face it, we are losing. From Columbia to Chicago, New York and beyond, the billions in drug sales are fueling the violence. We see it in the limited news from Columbia, Mexico, and others. We see it on our streets. When will it end?
    Let's not kid ourselves. It won't end anytime soon.

    Just took a flight from Newark, NJ to Chicago. This guy sitting next to me was smelling like rotten onions. I asked him where he was from. He muttered Tamil Nadu, India. I apologized politely to him and told him that I was nauseous due to his BO. That I will call flight attendant to move to another seat. I did so but none were available. Halfway through the flight he opens up a tupperware. It had some kind of fish curry. The smell coupled with his BO did me in. B'fore I could get up I started throwing up all over including into his curry. I was sick. The doctor on the flight helped me move to the toilet. Thank you. I was later told that guy from India kept on eating his curry and licking his fingers in sheer joyful ecstasy. More power to him. I have landed at O'Hare and am still sick from the odor.

    Our drug war goes hand and hand with why people want to migrate illegally into the US.
    In biology where an uneven pressure causes fluid to migrate across a membrane, the U.S must balance this unbalanced pressure across the southern border membrane.
    Two reasons for people to migrate across the southern border membrane are lack of safety and lack of jobs. Our drug war is fueling the cartels with lots of cash and thus creates lack of safety in southern countries, we need to rethink how the U.S deals with this policy.
    The southern countries have resources, like nice weather and minerals (oil), for the U.S. to help them develop industries benefitting from these resources to create new jobs. Their nice weather all year long is great to grow food and to visit, We help them create jobs, we help create a balance across this southern border membrane, we help solve this immigration problem.
    We rethink about our drug war, we help develop safer Central America. A major ingredient to expand their economy even more, and reduce the need to immigrate illegally into the US. We should deal with the drug problem from a medical approach and not as a legal approach, we reduce the demand for drugs.
