First and foremost, she ended her political career the moment she decided to quit as Governor of Alaska to pursue her TV and book career. That would follow her into any campaign she tried to muster.
Secondly, she'd have to give up her celebrity deals in order to run. Since she quit her job as Governor to become a celebrity, why would she do a 180?
Lastly, she'd never win. Less than 30% of Alaskans hold a favorable view of her (that'll happen when you quit on people) and less than 30% of all Americans hold a favorable view of her. Right now, George W. Bush is more liked than Sarah Palin. That should tell you something.
She would never risk the embarrassment of being publicly humiliated in an election. She wants to be in the spotlight while simultaneously believing that people love her. Both of those would end if she ran for president and got destroyed.
