@banasy. Do you really think that Congress funded the Homeland Security Prison building program not long after 9/11 for nothing? What for, then, have Homeland Security Prisons been built? Geo W Bush said hundreds of prisons needed to be built for all the terrorists he was going to round up and toss is prison. A unified Congress agreed and so funded the building of hundreds of extra prisons.
Why do you think the DHS has built so many prisons, Donna? Seriously. For who?
